House and Senate negotiators have struck a deal over?long-stalled legislation?to revamp the way sexual harassment complaints are made and handled on Capitol Hill, multiple congressional sources close to the process told CNN on Wednesday, likely assuring the bill's final passage this year. The bill will reconcile the House- and Senate-passed versions into one bill that overhauls the Congressional Accountability Act, which set up and oversees how sexual harassment claims are handled and -- for the first time -- will hold lawmakers liable for paying harassment settlements from their own pockets, rather than using US taxpayer money as had been done in the past. The breakthrough comes more than a year since the #metoo wave hit Capitol Hill and just in the nick of time. Had Congress been unable to reach agreement before the end of the year, each chamber's legislation that passed earlier in the year would have expired. The House passed its version in February. The Senate wrote its own bill, a vastly different version, in May and legislators have been working for the past seven months, in fits and starts, to compromise over the details. The final bill text has not been released yet and a formal announcement is forthcoming. Depending on how things pan out with the whole slate of must-pass items left on Congress' docket, the sexual harassment legislation could be attached to the spending bill or the Violence Against Women's Act extension or could be passed by unanimous consent on the floor.Whether lawmakers would be personally liable for paying harassment settlements had been a sticking point as the legislation?sat for months without a solution. A provision in the Senate's bill for members being to be held personally responsible said, unlike the House bill, that they must pay out of pocket only for sexual harassment, not for any awards that may be ordered for sex discrimination or any other kind of discrimination. Some had feared that could provide a loophole for members who are accused of harassment to settle with a victim for sex discrimination, knowing they won't be required to pay the settlement and it will instead come out of a US Treasury fund. 2186

Hours after telling TMZ he wanted to walk his daughter down the aisle, Thomas Markle said he will have heart surgery Wednesday morning and cannot attend Prince Harry and Meghan Markle's wedding, the US-based celebrity news site reported.According to TMZ, Thomas Markle said surgeons will clear blockage in his heart, repair damage and put in a stent.Earlier in the day, Markle told TMZ he wanted to walk his daughter down the aisle as she marries Prince Harry at Saturday's royal wedding."I hate the idea of missing one of the greatest moments in history and walking my daughter down the aisle," he said, according to the first TMZ report.Markle has been involved in controversy since it was revealed he allegedly staged a series of photos captured by an American paparazzo.According to the TMZ report, Markle thinks that staging the photos was "stupid" but not a serious transgression. The first report said Markle was in the hospital after reportedly being treated for a heart attack a week ago.CNN has reached out to Thomas Markle for comment over phone and over email but has yet to receive an answer. When asked about the TMZ report, Kensington Palace declined to comment.Meghan Markle's half-sister, Samantha Markle, recently said she was the "culprit" who urged their father to stage the photos in an ill-fated bid to improve his image. She said her father had "suffered at the hands of the media" and had decided "enough is enough."Thomas Markle is a former lighting director who worked on popular TV shows "Married with Children" and "General Hospital," according to the Internet Movie Database. He met Meghan's mother, Doria Ragland, at a Hollywood studio in the late '70s and the pair split when their daughter was still young.CNN also contacted General Hospital in Rosarito, Mexico, where Markle is thought to have stayed previously, but officials would not say whether he is there.  1907

House Minority Leader Nancy Pelosi said at Wednesday's CNN town hall that she doesn't think campaigning on a potential impeachment of President Donald Trump is a good issue to run on."I do not think that impeachment is a policy agenda," she said. The California Democrat pointed to the ongoing special counsel investigation led by former FBI Director Robert Mueller, saying everyone should "let it take its course" before judging the outcome, and noting the difficult, divisive nature of moving to oust a president."Impeachment is, to me, divisive," Pelosi said. "Again, if the facts are there, if the facts are there, then this would have to be bipartisan to go forward. But if it is viewed as partisan, it will divide the country, and I just don't think that's what we should do." 789

Hurricane Harvey and its aftermath have dumped trillions of gallons of rain across Texas and Louisiana over six days. Homes, office buildings and other structures along the Gulf Coast and in Houston's Harris County, were flooded, their occupants forced to find higher ground. To reach safety, most local residents waded through the murky streams, in some cases for hours.Scientists, including Lane Voorhies, a senior environmental scientist at A&B Labs in Houston, expressed concern about what this water might contain."The potential for contamination is everywhere," Voorhies told Elizabeth Cohen, CNN senior medical correspondent. In particular, he worried about the health effects among people who had spent time in the water, especially those who might have gotten cut while walking through the murky depths. People with underlying illnesses, pregnant women, the elderly and young children would also be more susceptible to illnesses resulting from contact with contaminated water. 997

If you've ever wanted to be an FBI agent, but don't have a law enforcement background, now is your chance. FBI Supervisory Special Agent Martin Hellmer says in the cyber division, there's a place for you."There is a critical need for cyber minded people, technically trained people, across the board," he said.In the current day and age, Hellmer says people might not realize how much of a role technology, the Web, and cyber topics play in the FBI's ability to successfully investigate criminal matters."Most of what we do, whether we're investigating a bank robbery, a fugitive case, or a computer intrusion, a sophisticated computer intrusion, involves some sort of technical component, and therefore requires some technical know-how," Hellmer said. "Behind every computer or any smart device is a person. So there's always a human component to any sort of crime that that person might be conducting using their computer, smartphone, or any other sort of device."There is a big difference between cyber crime, and cyber warfare, according to the supervisory special agent."Cyber crime entails some sort of victimization of someone else. We usually think of that as financial victimization, or harassment, that sort of thing," he said. "Cyber warfare would entail a national security component."Now, more than ever according to Hellmer, the FBI is in need of cyber-minded people."System administration, general information technology, software engineering, network engineering, computer science," he said. "Any of those disciplines, or a background in any of those disciplines, is a need for the FBI right now."As cyber criminals are getting smarter and better at what they do, Hellmer says by recruiting bright minds, the FBI can always stay one step ahead of them."As criminals become more advanced in technical know-how and committing crimes online," he said. "We at the FBI try to remain one step ahead of them by hiring technically-minded people, smart people, who know cyber."If you'd like to learn more about careers at the FBI, click here. 2087
