OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

Officers rescued a couple in Connecticut early Wednesday morning who were caught in a flood after a woman yelled to her iPhone “CALL 911” to summon police.According to the Guilford Police Department, the couple was crabbing when the husband fell into the water and was trapped in the entrance of the sluice pipe that runs under the roadway. The woman was holding onto her husband, fearing if she let go, he would get sucked in.Two officers from Guilford Police arrived, and said they retrieved a rope to assist the woman in saving her husband.“One of the key reasons officers were able to locate the victim so quickly was because his wife had SIRI activated on her iPhone," the Guilford Police Department said. “Her phone was a significant distance away from where she was trying to save her husband and she could not let go of him. She shouted to SIRI to "call 911" and the phone immediately dialed and made contact with 911 fire dispatchers.”The phone’s GPS technology gave officers the location, allowing for a swift rescue.Amazingly, no one was injured from Wednesday’s incident. 1091

On Tuesday night, thousands of fans will fill Ford Field in Detroit to see Taylor Swift perform. In the crowd, will be 15-year-old Tiffany Kleinschmidt of Waterford.The teen, who's a huge T Swift fan, suffered a traumatic brain injury last April after going into cardiac arrest at school. She's been in the hospital for months learning how to walk and talk again, but on Tuesday, she'll leave for the first time since the tragedy. She'll be going to the Taylor Swift concert. Taylor's music has been instrumental in Tiffany's healing. She's also a superfan of Taylor Swift and had purchased tickets.She realized she couldn't go, but didn't want to sell the tickets. She decided to donate them to someone who could really use a night out.So, Laken contacted Children's Hospital of Michigan. The hospital did an extensive search and decided Tiffany would be perfect for the surprise gift.Laken says she sees people who are sick all the time because of her job and she wanted to do something nice for someone who could use a break."I hope that she gets to meet Taylor Swift," she says. 1512

(KGTV) — The Oceanside Unified School District voted Thursday to return students to an all-online learning format to prevent any coronavirus outbreaks, as cases surge throughout the state.Starting Monday, all elementary schools in the district will move to distance learning."With the recent rapid rise of COVID-19 cases, and our commitment to keep staff at home who are feeling sick, we’ve experienced a direct impact on staffing," an email from the district read late Thursday. "As a result of compounding staff shortages, we are unable to provide the amount of substitutes needed to effectively run our schools and classrooms. Additionally, we are not permitted under public health guidance to reopen our secondary campuses while we are in the most restrictive purple tier.The district said in addition to the move for elementary schools, it will delay the secondary return to in-person classes until San Diego County returns to the "red tier" of California's reopening guidelines.Secondary learning centers will continue to support students and the district's elementary enrichment program will serve students pending staffing. The district's free curbside meals program will also still be offered to all district students during virtual learning.The district's winter break will go on as planned from Dec. 21, through Jan. 8, 2021.No changes were announced regarding the scheduled return to in-person class for middle and high school students in January. 1485
