None of those appear to apply to this situation.Adding to the mystery are post office markings on one of two packages sent to former Vice President Joe Biden indicating the stamps on the package did not cover the cost of the delivery, and additional postage is due.That suggests the package was weighed at some point during the shipping process, a former postal inspector told CNN.It was unclear from the photo whether that package had been postmarked.Postmarks can be applied by machine and by hand, depending on how a piece of mail is sent, according to the Postal Service. When mail is run through an automated system at a processing distribution center, the postmark is applied, and the mailed item is screened by a biohazard detection system.It was not clear why postmarks were not visible on several of the packages, and the US Postal Inspection Service provided a statement to CNN that did not address the question."The U.S. Postal Service has developed a comprehensive approach to protecting the mailsystem by utilizing a targeted strategy of specialized technology, screening protocols and employee training," read the statement.The statement noted its Dangerous Mail Investigations Program includes law enforcement officers who "are trained to recognize the common characteristics of suspicious mail and are highly proficient in the use of state-of-the-art equipment to include portable X-ray machines." 2907

A Pennsylvania woman is mourning the loss of her 12-year-old after claiming that the dog was mauled last week by another dog during a grooming appointment at a PetSmart, WNEP-TV reported. Betty Miller of Scranton told WNEP that after dropping off her dog named Bichon Brewster at PetSmart's grooming salon, she got a call from a veterinarian, who delivered the awful news. Brewster was killed after getting attacked by another dog.After the mauling, Brewster was taken to the Veterinary Referral and Emergency Center, but was dead on arrival. The veterinarians told WNEP that it attempted resuscitation, but failed. Now, Miller is wanting answers as to why this happened. "We called corporate," Miller told WNEP. "They did not reach out to us, and I was very angry about that. Why would you want to bring a pit bull past a small dog who's really just bait? A potential tropical cyclone is looking to wreak havoc on Central America in the next few days.Known as "Potential Tropical Cyclone 14" by the National Hurricane Center, the storm is expected to form in the northwestern Caribbean Sea on Sunday, with heavy rains heading for western Cuba.The system is expected to become a tropical depression late Saturday or Sunday and become a tropical storm by Sunday night, the center said. On the current forecast track, the center said the system is expected to move across the Yucatan Channel near the eastern coast of the Yucatan Peninsula through Sunday night, and then move into the southern Gulf of Mexico on Monday.There is a tropical storm watch for the coast of Mexico from Tulum to Cabo Catoche, where tropical storm conditions are possible Sunday and Monday. There is also a tropical storm warning for the Cuban provinces of Pinar del Rio and the Isle of Youth.Currently, the storm is moving north at 7 mph. It is 120 miles south of Cozumel, Mexico, and is 240 miles south-southwest of the western tip of Cuba, according to the hurricane center's 11 p.m. ET update Saturday.The storm may also produce 3 to 7 inches of rain in western Cuba and 2 to 4 inches over the Yucatan Peninsula, Belize and northern Honduras through Tuesday. A prayer rally was held over the weekend for a 33-year-old man who died after being arrested by sheriff’s deputies in a Southern California grocery store.The man, Ernie Serrano, was at the store last Tuesday night in line to pay for his items. Sheriff’s deputies say when they arrived at the store, they saw Serrano tussling with a security guard and attempting to take the guard’s gun, according to a department press release.“While detaining Serrano, he continued fighting with the deputies and did not comply with their commands. At that time, a use of force occurred,” Sgt. Lionel Murphy with the Riverside County Sheriff’s Department states in the release.Serrano was arrested on suspicion of assault with a deadly weapon. Deputies say Serrano then stopped breathing. "Medical personnel on scene rendered aid and was able to obtain a pulse. Serrano was transported to a local hospital for medical treatment. While at the hospital, Serrano’s condition deteriorated, and he was later pronounced deceased," the department states. Serrano’s family disagrees on what happened in the store, and point to video shared on social media from a witness showing a deputy walk up to Serrano and beat him a few times with a baton before another deputy tackles him.The department said the use of force in Serrano’s arrest is under investigation at this time.The family is raising money for Serrano’s memorial services.Warning: the video may be difficult to watch and the post contains strong language. 1499
