SAN DIEGO (KGTV) -- Some schools are preparing for in-person learning and parents have mixed emotions.In July, ABC 10News interviewed the Batten, Campbell, and Chavez families. It has been quite a journey since then.“There’s so much uncertainty,” said parent Tancy Campbell.“We just don’t know what the future’s going to hold,” added Patrick Batten, whose three children are in the Poway Unified School District.Gina Chavez’s three children are in the Sweetwater Union High School District. The district was the first to start the school year in distance learning in early August. She originally described the first day as “crazy,” but said it has gotten better since then.“It’s been good. I have to say I think we’ve all kind of found our schedule,” Chavez said. However, she has dealt with what many parents can relate to—how to communicate the changes with the kids.“My daughter in particular, she really wants to go back because she is seeking that normalness of life before the pandemic. Every week, we’re having to talk to her,” Campbell said.Chula Vista parent Tancy Campbell goes back and forth on the best way to teach her two kids. In August, she wanted there to be a path to send her children back to in-person learning safely.Late Friday, the Chula Vista Elementary School District superintendent announced a plan to bring some preschool through second grade students back on campus. That news caught Campbell by surprise, as she was unaware of the change.“I don’t know to feel about that,” Campbell said. She is now leaning toward homeschooling permanently.“Each person [has] to do what’s best for their family and sometimes, it may not be going back,” Campbell said.Patrick Batten is looking forward to sending his kids back to in-person instruction. “Book learning is only part of going to school,” Batten said. He said his kids also looking for that social interaction.On October 1st, one of Patrick’s three children will be heading back to the classroom part-time. The Poway Unified School District announced a phase reopening plan for some elementary schools.“We’re happy to put him back, even if it’s only two and a half hours because at least he gets to be with his friends, see his teacher,” Batten said.His daughters though, will not be going back to school just yet. Batten said it is creating some tension in his household. In the meantime, he and his wife—who both work full-time—have enrolled their children in the Boys and Girls Club to help with distance learning. It is costing them hundreds of dollars a week.“It’s been an emotional rollercoaster for us as the parents and the kids as well,” Batten said. 2642

SAN DIEGO (KGTV) - Some 4,500 sailors and marines reunited with their families at Naval Base Coronado Friday. Eight months ago, the Amphibious Assault Ship USS Essex and two support ships, the Anchorage and Rushmore, set sail for the Western Pacific and Middle East.The deployment was of historic significance as the military's newest, multi-use fighter jet, the F-35B flew its first combat missions in support of U.S. troops. The Navy reported the jet supported troops in Iraq, Syria and Afghanastan but the exact nature of that support not being divulged at this point. However, the Essex commander confirmed armaments were used by the aircraft.Friday, the primary focus was hugs and kisses. The "official first kisses" involved two young sailors greeting their wives with long embraces. Fathers also met their babies in person for the first time. One dad told 10News it was impossible to put into words how good it felt to hold his new son. The infant, who seemed at ease in his father's arms, then gave a big smile. Sailor Rhett Orth also held his baby girl for first time. His sentiment shared by many, of how hard it is to be away from home but how amazing it feels to be back. His little girl, seemly overwhelmed by the moment herself, began to cry.The two support ships, Anchorage and Rushmore, also returned Friday morning. They docked at Naval Base San Diego. 1378

SAN DIEGO (KGTV) – San Diego’s tourism industry is preparing for a hit with restrictions and travel advisories in place ahead of the holidays.Since the onset of the coronavirus pandemic in March, research shows the San Diego region has lost .6 billion in tourist money.Last week, Gov. Gavin Newsom announced California, Oregon, and Washington were issuing a travel advisory, asking people to self-quarantine for 14 days if they’ve traveled out of the state or out of the country.The announcement coincides with the CDC urging Americans to stay home and not travel over the holidays.Local hotel owner Bob Rausch said he believes this won’t just hurt his business, but San Diego’s tourism in general. Rausch said tourism is an important part of the city’s economy.“Even if you don’t work directly in the industry, you likely are getting the benefits of tourism,” said Rausch. “I don’t see any good news for the next six months because it’s not our peak season, there are no corporate travelers coming because of all the restrictions. And there aren’t any groups allowed in the state. And leisure travelers are being told to stay home and that was our only business.”It's grim news for business owners who are trying to keep their doors open, and economists are predicting it will take five years for San Diego’s tourism to recover. 1339

SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said.
