BEIJING, Jan. 18 (Xinhua) -- China's Ministry of Civil Affairs (MCA) channeled more than 1 billion yuan (about 151.8 million U.S. Dollars) raised by the lottery to public welfare programs in 2010, according to a statement issued by the MCA Tuesday.China's government-run lottery raised 30 billion yuan for public welfare funds in 2010, according to the MCA.Half of the funds were allocated to welfare projects administered by central authorities, including the MCA, and half to welfare projects organized by local governments.The quota for the MCA to use at its own discretion was 1.053 billion yuan, which was mainly directed for improving the welfare of the aged, the disabled, children, and those impacted by natural disasters.Of the 1 billion yuan, 604 million yuan went to providing care and rehabilitation to the aged and the disabled.Additionally, 417 million yuan went to welfare programs for children, including providing care and rehabilitation to disabled orphans, children suffering cerebral palsy, AIDS-impacted children, and providing shelters to homeless juveniles, among others.The rest of the fund went to government procurement of social services, and retrofitting incineration and burial infrastructures in the underdeveloped west and central regions.

BRUSSELS, Jan. 11 (Xinhua) -- Chinese and EU leaders on Tuesday signed a first joint declaration on strengthening dialogue and cooperation on youth issues as the 2011 EU-China Year of Youth kicked off here.Androulla Vassiliou, EU Commissioner for Education, Culture, Multilingualism and Youth, said at the opening ceremony that the year would open up new horizons for young people from Europe and China by enabling them to share experiences and learn from each other."I hope that such exchanges will inspire concrete ideas for cooperation and establish long-lasting partnerships," Vassiliou said.The opening ceremony was the first of a series of exchange activities to be held throughout the year in Europe and China. WENCHANG, Hainan, Dec. 5 (Xinhua) -- China is building a science theme park in the middle of its newest spaceport to promote space science among the country's younger generation.The theme park, covering an area of 1,800 mu (120 hectares) in Wenchang City, southern Hainan Province, is located at the Wenchang Satellite Launch Center. The project is estimated to cost 3 billion yuan (455 million U.S. dollars) and is expected to be finished in 2013, the theme park's designers said.Wenchang Satellite Launch Center, whose construction began in 2007, is planned as the launch pad for China's lunar probe rocket in 2013.At the same time, the theme park will have four exhibition sections, featuring the earth, moon, Mars and the sun. Visitors can even enter parts of the launch station and watch the actual rocket launch, theme park construction officials said.The theme park is being built by China Aerospace International Holdings Limited, a Hong Kong listed arm of the state-owned China Aerospace Science and Technology Corporation.There are currently three space launch sites in China, the Jiuquan Satellite Launch Center, the Taiyuan Satellite Launch Center and the Xichang Satellite Launch Center.
