Immigration and Customs Enforcement officers arrested 115 San Diego and Imperial County, California residents in a three-day sting targeting federal immigration law violators, officials said Friday.Among the group were 50 convicted criminals and seven people who re-entered the United States after being deported. All but seven of the arrests took place in San Diego County, according to ICE.Those arrested include a Center Street Locos Gang member in Oceanside who had been deported four previous times. He had multiple criminal convictions including grand theft, controlled substance for sale, and driving under the influence.A Kazakhstan citizen wanted by authorities in that country on charges of tax evasion and embezzlement was taken into custody in Oceanside. Interpol had issued a ‘Red Notice’ arrest warrant for him in November.Another high-profile arrest included a Mexican citizen who had served a federal prison term in 2009 after being convicted of illegal re-entry after deportation.  Officials said he had three criminal convictions for spousal abuse and had previously been removed from the U.S. to Mexico on ten prior occasions.  RELATED: ICE arrests 150 in Northern California, blasts Oakland mayor over warningAn immigrant who illegally reenters the United States after having been previously removed faces a felony prison term of up to 20 years, according to ICE. Four of the people arrested in the sting will face federal criminal prosecution for illegal re-entry after deportation. Those who are not facing federal charges may be immediately removed from the United States.“This week’s operation targeted public safety threats, such as convicted criminal aliens, individuals with final orders of removal, those who illegally re-entered the country after being removed, and individuals who have otherwise violated our nation’s immigration law,” said Greg Archambeault, field office director for ICE Enforcement and Removal Operations in San Diego. The three-day sting comes after a report in the Los Angeles Times indicating more immigrants with no criminal history were arrested by San Diego's Immigration and Customs Enforcement from October to December 2017 than anywhere else in the country. ICE officers arrested 1,622 people without criminal records, and 637 people with criminal records in San Diego during the first fiscal quarter of 2018, according to the LA Times.RELATED: San Diego murder suspect was undocument immigrant, sources sayICE said there are public safety targets who have not yet been arrested, including a Mexican citizen convicted of statutory rape and sex with a minor in 2012 and a known gang associate convicted of domestic violence in 2010. In a series of unusually candid remarks, the US general in charge of the nation's nuclear arsenal has issued a stark warning that Russia and China are "aggressively" developing new high-speed, or hypersonic, weapons that the US currently has no defense against.The weapons might not be operational for several years, but Gen. John Hyten, the four-star head of US Strategic Command, is warning that changes to missile defenses are urgently needed or the US will be unable to detect them when they are operational."China has tested hypersonic capabilities. Russia has tested. We have as well. Hypersonic capabilities are a significant challenge," Hyten told CNN in an exclusive interview. "We are going to need a different set of sensors in order to see the hypersonic threats. Our adversaries know that."Hyten and other military officials say the current generation of missile detecting satellites and radars won't be enough to detect these new generation weapons. Hypersonic is generally defined as a speed of Mach 5 or over 3,806 miles per hour."We've watched them test those capabilities," Hyten told Congress last week. But with unusual public candor about potential US military shortfalls, he acknowledged "we don't have any defense that could deny the employment of such a weapon against us, so our response would be our deterrent force, which would be the triad and the nuclear capabilities that we have to respond to such a threat."Hypersonic missiles fly into space after launch, but then come down and fly at high speeds on a flight path similar to an airplane. Their lower trajectory make them more difficult for US missile defense satellites and radars to detect. Russia has openly stated it is developing high-speed air-launched missiles as well as underwater hypersonic drones.The Pentagon is currently writing a review of its missile defenses to help determine what new capabilities might be needed to deal with new classes of attack weapons. Hyten gave Congress a hint of what may be in that review stating "the first thing we need is better sensor capability, better tracking capabilities to make sure we can characterize and then respond to that threat."He also called for improved US warheads, essentially "better kill vehicles on the top of our interceptors so that those kill vehicles become more and more lethal." The Pentagon is also working on concepts for interceptor missiles that repel a barrage of enemy attack missiles. Current US missile defenses are designed to only shoot down a small number of enemy missiles.The US focus has largely been to work on hypersonic technologies across the board. But Russia is now well into testing some of its systems. Earlier this month Russia showed video of what the Kremlin said was an air-launched hypersonic ballistic missile.When asked how far along the Russian hypersonic program is, Hyten told CNN, "I don't want to put a who's winning the race, I'll just say there is a race."When asked how soon it could be before the Russians have an operational hypersonic weapon that could reach the US, Hyten said, "It's similar to the North Korea problem. If you continue to pursue that technology, you will get there. And the Russians will get there, the Chinese will get there and we'll get there -- and we'll have to figure out how to deal with that." 3323

(AP) — Many Californians are preparing for a new stay-at-home-order that bars restaurant dining, shutters salons and limits retail in an effort to curb spiraling coronavirus infections and hospitalizations. The new rules that take effect late Sunday in the vast region of Southern California, much of the San Francisco Bay Area and a large swath of the Central Valley also prohibit residents from gathering with people not in their households.Public health officials say the measures are critical as space dwindles in intensive care units. Law enforcement officials say they don’t plan to enforce the rules and are counting on residents to wear masks and practice physical distancing. IMPERIAL BEACH, Calif. (KGTV) - A new event venue is honoring the history of the South Bay, while giving people a gorgeous view for their parties and meetings.Salt Drift Pointe, at 536 13th Street, has 13,000 square feet of space. It includes a main room, a bar, patio, pier and more."It's a huge blank space," says Co-Owner Richard Inunza of the venue. "We've got a great atmosphere and great views."Inzunza and his co-owner Terry Snyder designed the venue specifically to try and pay homage to the South Bay. The "rustic wall" in the event space is painted to reflect the colors of the bay. And the name, Salt Drift Pointe, refers to the industrial history of the region.RELATED: New Chula Vista event space highlights city's rich history"When Rich and I thought about the name for this place, we wanted to grab the natural landscapes," says Snyder. "As you can see from the beautiful views we have of the salt ponds and the old salt mines, we wanted to include the salt."Salt played a big part in the South Bay story. According to San Diego History Center Historian Andy Strathman, it was the first industry that helped the region shift away from a farm-based economy during the late 1800s."You could build very large settling basins to bring the saltwater in and allow it to evaporate over time," says Strathman. "You would get the water increasingly saline, and eventually, you could harvest the salt."In the 21st century, the South Bay has shifted its economy again, trying to attract more tourists. The new Chula Vista Bayfront project is expected to bring in more than billion every year once it's completed.Inzunza and Snyder say it's fitting that a new business like theirs, which will tap into the hospitality industry, honors the past."We hope families can come and enjoy this place for years," says Snyder.To celebrate, Salt Drift Pointe is hosting a free grand opening party on Oct. 30. The public is welcome to stop by and take a look at the new venue from 5 - 8 p.m. 1993
