SAN DIEGO (KGTV) - County officials created a Dia de los Muertos altar to honor the lives of 891 San Diegans who died from the coronavirus, and put a face and heart into the fight.Supervisor Nathan Fletcher and Assemblywoman Lorena Gonzalez championed the altar as a way to send a message."We wanted to honor those families and honor those lives lived and acknowledge the tremendous impact it's had, but also pay particular tribute to the impact that covid has had on the Latino community," Fletcher said.Saying more than half of those who died in the county are Latinos. This is extremely disproportionate considering only 30% of the population is Hispanic, according to the 2019 Census."When we start looking at the actual human toll and our relatives who have moved on now as a result of this virus it becomes more real and reminds us why it's so important to stay so vigilant," Gonzalez said.Vigilance is what Treasure Felder said would have saved her mom Ronda."She was our angel on earth and is now our angel in heaven, that's how we like to refer to her," said Felder. Felder says her mom was a social worker with the county, caring for foster youth and a strong woman in her 60s."She was never really ill, in the hospital, or hurt. Even if she had a little pain she'd always push through. So to see her in a place where she could barely stand up and also having to be put in a chemically induced coma was something that none of us prepared for." she said.She said she walked into her mother's room on July 4th and found she couldn't stand and was breathing heavily. She called an ambulance, even though her mother didn't want to go to the hospital, and never saw her again.Felder said her mother always had her hand out to help others and is so incredibly proud of how her mother led her life. She hopes sharing her story of pain and emptiness, now that her mother is gone, will stir others to take steps like wearing a mask and social distancing to stop the spread of the coronavirus.The altar will stay up through Tuesday morning. 2048

SAN DIEGO (KGTV) — As President Trump and Democratic lawmakers battle over funding for the president's border wall project, construction at the border is already slated to begin early this year.Texas-based construction company SLSCO was awarded 7 million last month for a series of wall projects along the U.S.-Mexico border in California beginning in February. The contracts include up to 14 miles of secondary wall and 15 miles of primary pedestrian replacement wall in the San Diego, Yuma, and El Centro sectors.A Border Patrol spokesperson said construction of a primary pedestrian wall was already approved, though could not comment as to whether secondary wall construction was previously approved or tied directly to President Trump's Executive Order for a continuous border wall.RELATED: Roughly 150 migrants attempt to climb border fence, throw rocks at Border Patrol agentsIn February 2019, construction on 14 miles of secondary wall will start adjacent to San Diego's primary fence replacement project that is currently underway. That primary fence construction began in June about one-half mile from the Pacific Ocean, extending east to the base of Otay Mountain. SLSCO is also in charge of that project.Then in July 2019, construction on 15 miles of pedestrian replacement wall will start, with 11 miles in Calexico, three miles in Tecate, and one mile in Andrade. SAN DIEGO (KGTV) - California police officers who leave their departments to join the San Diego Police can now get a ,000 cash bonus.The San Diego City Council unanimously approved the program Tuesday to help SDPD recruit new officers. The department has struggled to recruit and retain officers due to the city’s high cost of living and a pay scale that’s lower than competing police departments. A San Diego Police officer earns a starting salary of ,000 a year. Late last year, the City Council approved a series of salary increases of up to 25 percent through 2020. The San Diego Police Department currently has about 1,860 officers, which is about 180 short of its staffing goal. Chief David Nisleit said Tuesday that SDPD recently lost two officers to Chula Vista, whose entry level officers earn about ,000 a year. “What I’m looking for is to hire experienced law enforcement officers from other areas,” he said. "To make us competitive we had to offer a signing bonus to have them come over.”A lateral police officer - one moving from another department - would earn ,000 upon hire, then another ,000 after training, and the final ,000 after one year of continuous employment. Jack Schaeffer, president of the San Diego Police Officers Association, said bring more officers would make police more available in their communities, which he said has suffered due to staffing shortages. “We have less time to be able to get to know our store owners and business people and the residents, because we’re going from call to call to call,” he said.The council also approved a bonus program for current officers who bring recruits to the Police Academy. SAN DIEGO (KGTV) -- Boulevard Fitness in University Heights is open for business, with a line of people wrapped around the building waiting to go inside to workout on Tuesday, even though they’re not supposed to be open.Last week, San Diego County Supervisors said the county would be cracking down on businesses that violate public health orders put into place due to the coronavirus pandemic.A gym owner in Ramona was recently charged with several misdemeanors for staying open for indoor workouts. The San Diego County District Attorney’s Office said Peter San Nicolas, owner of Ramona Fitness Center, faces five charges that each carry ,000 fines.However, at Boulevard Fitness, staff members told ABC 10News they’ve had visits from police telling them they should not be open, but nothing more.The gym on El Cajon Boulevard is limiting the number of people inside and increasing cleaning and other measures to try to limit the risk of potential virus exposure to gym members.A San Diego Police Department spokesperson said officers are responding to complaints about businesses that are open when they’re not supposed to be, but police are -- at this point -- only educating businesses that may be in violation of the health order and not physically forcing any shutdowns.San Nicolas is holding a rally in Ramona Tuesday night in hopes of getting the word out that small businesses, including gyms like his, are still trying desperately to survive -- even if, in some cases, it means facing charges to stay open. 1526
