SAN DIEGO (KGTV) — The White House announced Tuesday that it would start cracking down on what the President calls the "California Homeless Takeover." The administration's plans include destroying tents on the street and relocating the homeless population to government facilities. Some local homeless advocates said the plan lacks details and direction. Underneath arguably some of the most expensive condos in San Diego is a place people go to live, rent-free."I think it gives people the opportunity to stabilize and get ready for the next step in their life," Alpha Project Chief Operating Officer Amy Gonyeau said. "Address the issues that are causing them to become homeless."The Alpha Project's Bridge Shelter helps keep 325 people from sleeping on the streets every night. Still, there are nearly 8,000 others in San Diego County without a home. In Los Angeles County, there are 50,000 homeless. The numbers were so astounding, President Trump vowed to intercede. He plans to take down tents on the streets and place the homeless into government-backed facilities."We just can't play Whack-A-Mole and move people from the sidewalk to jail, to tents, to a government facility," independent homeless advocate Michael McConnell said. McConnell said he believes the President's plan is far too vague. "Whether it's a shared housing model, whether short-term or long-term rental assistance, whether it is actually building a brick and mortar supportive housing for some folks, it takes all of these interventions," McConnell said. Gonyeau says representatives from Los Angeles have visited more than a dozen times to study their Bridge Shelter and their seventeen wrap-around services."They want to replicate this model," Gonyeau said. "I know they are going to do that in LA, and some other cities as well."It has become a temporary relief that has helped hundreds of people cycle out of homelessness. But McConnell says this is not enough."I would redirect a lot of the money that we are currently spending on Band-Aids," McConnell said. "I would redirect that into rental assistance in housing dollars so that we can start nibbling away at this deficit."At the end of the day, both McConnell and Gonyeau say California needs more housing, not just affordable housing, but low-income housing. If the President's plan has that as an end goal, both say they are on board."We have a very large unsheltered homeless population in California, and we have an incredible affordable housing crisis here. Those go hand-in-hand," McConnell said. 10News learned that the city would be opening a fourth Bridge Shelter in the next two weeks to help the needs of the local homeless population. 2693

SAN DIEGO (KGTV) - The sticker-shock of college can be daunting, but with planning and some research there is financial aid out there for the taking.To get the process started families must fill out the Free Application for Student Aid, better known as the FAFSA.The FAFSA is roughly 156 questions and looks at a family's financial situation.Colleges nationwide use the FAFSA to determine the amount of financial aid to award to students,The form can now be filled out online but college planning expert Ron Caruthers also recommends printing a paper copy for reference because it contains more guidance.“It’s my bread and butter because so many families really make mistakes and don’t understand the process," said Caruthers. "I’ve worked for 25+ years helping families pick schools that have money, not make mistakes on the FAFSA and save a ton of money on college.”Families can start submitting FAFSA’s October 1 and the deadline is March 2.Caruthers recommends doing so by January.He says a major mistake families make is listing assets they're not required to, including their home, IRA's, and personal property.What you should list: cash, stocks and bonds that aren't in a retirement account, and equity in a rental home.“This is an area of enormous stress because, for a lot of families, next to their house this is going to be their biggest investment, and it's going to come in a very short period of time, unlike a house they can pay off over 30 years,” said Caruthers.He says it's important to be detail-oriented on the FAFSA, for example, making sure you put income in the right line. Also, when inputting your student's name, make sure it's the exact name listed on their social security card and not a nickname.“With a little bit of education they’re going to know more than some guidance counselors in the county," said Caruthers.If a family's financial circumstance changes, they can appeal the FAFSA decision.Such a circumstance might be losing a job, divorce, or medical bills."We've seen cases where clients have gotten ,000, ,000, ,000, ,000 more free money a year, simply by approaching the financial aid office and explaining the situation."He says the number one mistake is not applying at all.Caruthers offers free workshops around the county for families.Click here for important FAFSA forms, Cal Grant information, and Pell Grant information.The U.S. Department of Education also answers frequently asked questions on its website. 2490

  

SAN DIEGO (KGTV) - The woman who was shot in the forehead by a police bean bag during Saturday's protest in La Mesa is slowly recovering but her attorney told 10News that the family is still desperate for details from police about what happened.10News has video of 59-year-old Leslie Furcron as she was recording a Facebook Live. She is heard yelling and then the phone drops and the screen goes black.“She was struck in the forehead with a ballistic bean bag projectile,” said attorney Dante Pride during Thursday’s interview with 10News.Pride said Furcron was among the thousands of people in front of the La Mesa Police Department. He said that she was peacefully protesting police violence and the killing of George Floyd when he said that it all turned to chaos and an officer fired at Furcron. On Wednesday, the department said that once officers deemed the gathering to be an unlawful assembly, they began to use measures to disperse protestors, including tear gas and bean bag rounds. Furcron was placed in a medically induced coma with a breathing tube, which was just removed. “On June 3rd, they took the tube out of Ms. Furcron’s mouth. She is still is unable to speak at this point and she did have a surgery I believe on the 2nd to repair the damage to her forehead,” added Pride. He said that doctors still don’t know if she’ll lose an eye.On Thursday afternoon, La Mesa Police reported that the investigation is ongoing and there are no new details to release.Pride said he believes that a third party should be investigating the incident and that the officer who fired the bean bag should face criminal charges if it's deemed appropriate. “There should never be a point in time where an officer should shoot a metal projectile bean bag from an elevated position down on a crowd. That is dangerous and it can kill people and it almost killed Ms. Furcron,” he added.Assemblywoman Lorena Gonzalez tweeted about the use of less lethal weapons on protestors. Her tweet reads, “In response to recent days filled with images of peaceful protestors maimed by rubber bullets, we will be introducing legislation to set clear standards on how law enforcement should (and shouldn’t) use these weapons. On Thursday, her office sent 10News the following statement:“No one who is simply exercising their right to protest should face possible injury or death because officers are indiscriminately firing rubber bullets into a crowd. Breaking a city-imposed curfew is not a sufficient basis for use of rubber bullets. Crowd control where there is no rioting is not proper grounds to use rubber bullets. It is past time for the State of California to set clear standards on when and how these bullets are used by law enforcement.” 2736
