BEIJING, Oct. 26 (Xinhua) -- Chinese Vice Premier Wang Qishan met Chairman of the Presidential Committee for the G20 Summit of the Republic of Korea (ROK) II SaKong Tuesday in Beijing. XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade.Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers. The Mekong, an international river that runs through southern Asia, also begins in the province. Its ecology has attracted extensive concern from home and abroad.China' s state council issued a plan to cope with climate change in 2007.

BEIJING, Oct. 20 (Xinhua) -- China's central bank Tuesday announced a rise of its benchmark one-year lending and deposit rate by 0.25 percentage points effective from Oct. 20, a move widely seen as the government's action against inflationary pressure.The People's Bank of China (PBOC) said in a statement on its website that the one-year deposit rate will rise from 2.25 percent to 2.50 percent, and the one-year lending rate will increase from 5.31 percent to 5.56 percent.The rise, the first over the past three years, had not been anticipated and could be related to the impending September statistics and the third quarter statistics, said Jiang Chao, an analyst with Guotai Junan Securities.The CPI (Consumer Price Index), a key gauge of inflation, may maintain its high level in September, Jiang said.The rate hikes are the first in three years. The central bank last hiked rates on Dec. 21, 2007.The benchmark interest rate has been cut four times since the global financial crisis.Li Daokui, a member of the PBOC's monetary policy committee, said statistics showed China's economy has been bottoming out from the accelerated slump at the beginning of this year, but prices of goods remain at a high level, attracting attention from policy makers.Further, policy makers have to seek a balance between economic growth, restructuring and stable prices, Li said."Judging from the move, worries about soaring prices overwhelmed jitters on economic growth, as is the main reason for the interests rate hike. Negative interests rate (higher CPI increases than deposit interests rate) is also another reason," Li said.Liu Yuhui, an expert with the Institute of Finance and Banking at the Chinese Academy of Social Sciences, said the interests rate hike this time is related to expectations of inflation as the negative interests rate has continued for seven months.China has been experiencing hikes in prices of agricultural products, urban services like home rents and catering, Liu said."We believed it was caused by soaring labor costs, also related to issue of currencies and soaring living costs in cities," Li said.Prices of garlic, ginger and sugar have jumped in China's market. Sugar prices in Shanghai stood at 6,000 yuan (900.90 U.S. dollars) per tonne, much higher than 2,700 yuan per tonne seen one year earlier.

BRUSSELS, Oct. 5 (Xinhua) -- China expected an early resumption of the six-party talks to ease tensions and resolve the nuclear issue on the Korean Peninsula, Chinese Premier Wen Jiabao said here on Tuesday.All parties should make joint efforts to ease tensions between the south and the north on the peninsula and strive to resume the six-party talks at an early date, said Wen while meeting South Korean President Lee Myung-bak on the sidelines of the eighth Asia-Europe Meeting (ASEM) Summit in Brussels."This is in the fundamental interests of all parties involved and is conducive to peace and stability in the region," he said.The six-party talks, a multilateral mechanism designed to peacefully denuclearize the Korean Peninsula, were launched in 2003. The talks involve China, the Democratic People's Republic of Korea (DPRK), Japan, South Korea, Russia and the United States.Speaking of the upcoming Group of 20 (G20) Seoul Summit, slated for Nov. 11-12, Wen said it was of great significance for boosting the world economic recovery, adding that China would support South Korea in seeking positive outcomes at the meeting.Wen said China regards South Korea as a friendly neighbor and an important partner. It also cherished the hard-won mutual understanding and trust between the two countries, believing the bilateral ties could withstand tests and continue to develop.China would also work with South Korea to boost cooperation in East Asia, Wen added.Lee appreciated China's support for Seoul G20 summit, saying his country would keep working with China to improve bilateral ties and play an active role in safeguarding peace and stability as well as deepening cooperation within the region.
