(KGTV) — Chula Vista Police have identified a woman who was found shot to death in a field earlier this month.Police said 23-year-old Christina Garcia was found on Aug. 5 at about 6:30 a.m. in a field near the 3100 block of Main Street. When police arrived at the scene, they said it appeared she had an apparent gunshot wound and considered the incident a homicide.CVPD says the circumstances and motive behind Garcia's death were still unclear as of Thursday.Anyone with information on a potential suspect(s) or who may have witnessed the incident are asked to call San Diego Crime Stoppers at 888-580-8477. 637

CHULA VISTA, Calif (KGTV) -- As Chula Vista continues to grow, so does the need for police officers in the city. Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls. Collum said those response times are slowly improving. The police department says additional positions will be filled through the Measure A sales tax, meaning 31 additional officers by 2023. (KGTV) - There were heated moments Wednesday while a group was defending the Christopher Columbus statue at discovery park in Chula Vista.Chula Vista City Councilman John McCann, with members of the Knights of Columbus standing by his side, called for the statue to be left alone."You can't change history," he said. "We should be able to accept all groups, you can't lift one group by destroying another group.""We're here to oppose the removal of the statue," said Rene Trevino, a member of the Knights of Columbus.The statue, which has been in place for nearly three decades, has stirred up controversy in the past.Thursday the city's Human Relations Commission will vote on a resolution to not only remove the statue and change the name of discovery park, but to change Columbus Day to Indigenous People's Day in Chula Vista.Last Columbus Day someone splashed red paint all over the statue, and before that someone plaque set in front of the statue was stolen."It's been a community family park and we've had opponents of Christopher Columbus use violence to vandalize and destroy the park multiple times, costing tax payers," said McCann.Many people have called the meaning behind the statue and the name of the park both painful and offensive.A woman in a car driving by the park Wednesday began shouting, "This is indigenous land, take that statue down!"She went on to say Christopher Columbus was just the beginning of an attempted assassination of Indigenous peoples.The topic caused people to clash at the park."You have these people trying to advocate for an idea that we're sick and tired of living under," said Rafael Bautista, who wants the statue removed.He was then confronted by a man who opposes the removal."What are you living under?" the man asked him. "What are you living under?"At one point Chula Vista Police officers arrived at the park, but things had settled down."Instead of trying to argue over things that happened over 500 years ago, we should be tackling today's issues," said McCann.Raeanne Herrera, a resident of Eastlake and part of the Jicarilla Apache Nation stopped by the park to offer her take."We can right the wrongs that have been done," she said. "That statue is the constant reminder of a beginning of a genocide. They tried, but they didn't."She went on to say change needs to start with education."Native American issues were never taught in school, what was I taught? Oh, that the pilgrims and Indians got together and shared a meal. That's an absolute lie, it was a celebration for a massacre that occurred," she explained.Both groups say they will continue effort to get their way, no matter what City of Chula Vista officials ultimately decide.If Thursday's resolution passes, it will head to the full city council for the final decision. 2818

  

CHULA VISTA, Calif. (KGTV) - A skate park that was once riddled with graffiti is getting a grand homecoming in the South Bay.The City of Chula Vista will hold a grand reopening of the Len Moore Skate Park on Saturday from 10 a.m. to 12 p.m., with raffles, prizes., local vendors, live music, and demonstrations by skating pros.The Boys and Girls Club closed the park last August due to costly maintenance and repair issues. This led to the organization giving up the park to the city.Since that time, though, vandalism and graffiti became a constant concern, which led to the park's reopening in February. City officials will now monitor the park for cleanliness and graffiti."Before the city could actually open it up there were some minor maintenance things that we needed to take care of. There were some ramps that needed to be taken out and demolished. There was a lot of graffiti," Gil Contreras, principal recreations manager with the City of Chula Vista, said.Community members had a say in the park's reopening as well. A series of community meetings asked the public what they wanted out of the park, the priority being the ability to skate for free. The park will also offer skate classes, day camps, and birthday party rentals.RESOURCES: Learning how to skateboard"We definitely took everything into consideration when reopening the park. [Community members] were concerned about the graffiti and the vandalism and things like that," Contreras said. "We did reassure them ... we have park rangers who frequently visit all of our parks. We have a staff who actually comes through every day and just kind of gets an idea and looks at everything and talks to the patrons."Since February's reopening, Contreras says all the city has received are positive remarks.The park is open daily from 8 a.m. to dusk to skateboarding, BMX bikes, scooters, in-line skating, and roller skating. CHULA VISTA, Calif. (KGTV) -- South Bay junior and senior high school families learned Monday they will need to stand fast at home a little longer after district officials said they will not reopen campuses for physical learning this year.The Sweetwater Union High School District announced that students will continue distance learning through December 2020 citing "significantly higher" COVID-19 cases within the district's communities.The announcement comes as local health officials wait to hear if the state will place San Diego County back into the purple tier -- the most restrictive level on California's coronavirus reopening road map. Such a move would likely shutter indoor operations for restaurants, movie theaters, houses of worship and gyms, limit retail businesses to just 25% capacity. Chula Vista reported 5,603 COVID-19 cases making up 12.7% of the county's total cases, according to the latest county health data. "It is with this information, and with our continued commitment to the safety of our students, families, and staff, that we announce the continuation of distance learning for the remainder of the semester through December 2020," the district said in an email to families."As was outlined in our reopening plan earlier in the summer, our next checkpoint will be by November 30, 2020, to determine how we will start the second semester in January 2021," officials said.SUHSD is the first school district to commit to closing its campuses through the remainder of the year.The district kicked off its school year online on Aug. 3, the first district in the county to start the fall semester.Under the distance learning model, students are attending three virtual classes per day with 30 to 45 minutes of virtual face time with each teacher. The remaining time is spent in independent study.The district said that they are researching ways to provide in-person services to "some of our highest needs students," and the possibility of small group supports if pandemic conditions improve."During this incredibly challenging time, we will continue to closely monitor the latest information and work with our local health agencies and our partners to ensure that we are doing what is in the best public health interest of the entire community," officials said.The district said it will again review its next steps on Nov. 30 to determine how it will start the second semester in January 2021. 2577
