SAN DIEGO (KGTV) — A search was underway Friday for eight service members who disappeared in the waters off San Clemente Island after a training exercise involving an amphibious assault vehicle (AAV).One Marine died following the training accident and two were in critical condition at a hospital. The accident is the third time in less than 10 years that someone has been injured or died in an AAV during training. The military says it maintains an inventory of over 800 amphibious assault vehicles.RELATED: Camp Pendleton-Marine dies, others in unit missing in training accident off San Clemente IslandHal Kempfer, a retired Marine Lt. Colonel with a background in intelligence and amphibious reconnaissance, says one of the most difficult operations in the military is amphibious operations."There is an inherent danger because every once in a while those things will take on water and if they do you've got a lot of marines trapped in a vehicle and it's going to be very difficult to get everyone out safely," Kempfer said.In 2017, 15 Marines were injured during a training exercise when an AAV caught fire. In 2011, a Marine was killed when an AAV sank off the coast near Camp Pendleton."It does happen, that when you go into the water things will leak. There's hatches all over the vehicle on top, in back the crew has hatches," Kempfer says.Injuries during training exercises aren't specific to amphibious assault vehicles. In 2015, one Marine was killed and 18 others were injured in a single-vehicle rollover crash.Kemper says they are horrific events when they happen."We train like we fight an obviously like its very nature the armed forces is a very dangerous business that's what we do," said Kemper. 1721

SAN DIEGO (KGTV) - After a deadly house fire in Logan Heights, 10News spoke with a retired fire captain on fire safety checks that can protect you and your family.Bob Lyon is a retired fire captain and knows the tragedy that can come with burglar bars in the Logan Heights neighborhood, "something that they're using for protecting their lives, ends up being something that costs them their lives."A Fire Code adopted in the late 1990's requires bars have a safety latch. "You put your foot on it, and it releases the bars because there's a little spacer in it and it will pop them, and the bars are supposed to swing open," Lyon said.RELATED: One dead, five injured in Logan Heights house fireMany homes still have old bars, or those with the safety mechanism can rust, locking them in place. "Rarely do people maintain those, just because they're something out of sight, out of mind," Lyon said solemnly.Neighbor Miguel Hernandez a few doors down from the deadly Sunday morning fire told 10News in Spanish he checks his home's bars often to ensure the security of his family. He added he checks the smoke alarms as well, changing the batteries the recommended 6-months or each year.Lyon said one more thing you can do is "sleeping with your bedroom doors closed because that helps compartmentalize and keeps the fire out of your room, gives you more time to get out."It also gives firefighters more time to get to you.Lyon said firefighters learn how to break through burglar bars in the academy, but it takes precious time. 1534

SAN DIEGO (KGTV) — A staff member at West Hills High School has tested positive for COVID-19, according to Grossmont Union High School District. The families of 23 students in classes affected by the positive test have been notified and will not participate in in-person classes for 14 days, according to GUHSD PIO Catherine Martin. Those students will continue their instruction virtually during that time, Martin added. All other West Hills students will continue their in-person or distance learning classes as scheduled. In a letter to parents, West Hills High principal Robin Ballarin said after reviewing the positive test with public health officials, there is no need to close the school for in-person learning."We have cleaned and disinfected, as appropriate, and our campus has been deemed safe for occupancy. We understand that this information is concerning. Staff members and students who may have come into close contact with the individual will be directly contacted by San Diego County Public Health with further instructions. We are working with public health to continue monitoring the situation, and we are strictly following all public health guidelines," Ballarin wrote. The identity of the staff member was not released due to privacy laws.According to the California Department of Public Health's guidelines for school reopenings, two-week closures will be put in place if at least 5% of the total number of teachers, students, or staff test positive in a classroom or school, or 25% of a district’s population tests positive.10News is monitoring this breaking news. 1593

SAN DIEGO (KGTV) - An Orange County-based company believes it could change the current healthcare landscape with one-hour COVID-19 testing.According to officials at Fluxergy, initial tests by researchers using a synthetic SARS-CoV-2 virus suggest this system has the potential to change the landscape for point-of-care diagnostic testing for COVID-19. It would dramatically reduce the time it takes to get results and deliver those results directly at the patient’s bedside. The company said it could be able to identify the virus in as little as 45 minutes."The typical laboratory tests that you do in a central lab or the doctor's office, you collect the sample and get that sent out to a central lab," said Fluxergy President Tej Patel. "We do those same types of tests, but in a single device, I want to say that's the size of a small PC or a shoebox-size device."Last week, the research team at UC San Diego began an initial benchtop evaluation of the Fluxergy system using the SARS-CoV-2 virus from patients in San Diego the company said.Patel told 10News Fluxergy technology aims to take that same test, put it in a single device, and make it portable. He said the changes to the system will make for easier access by removing some medical barriers."Our goal is to kind of democratize testing and increase the accessibility to testing," Patel said. "So when you try to focus your system more on point-of-care testing, where you make testing much easier to gain access to, where you don't have to go through your doctor or other provider, and not have to worry about reimbursement. If you can just go and do these tests, it's going to really elevate in general the whole healthcare system.""We need to test and test," said UC San Diego’s Dr. Davey Smith. "The countries that have done best to lower their mortality have done best by flattening the curve by testing where the infections are happening and knowing who's getting infected."Dr. Davey Smith is the head of the UCSD Division of Infectious Diseases and Global Public Health.Smith said immediate testing would give doctors an advantage."It's only going to be in certain situations, really point-of-care contact, and it will be for special circumstances that we’ll be able to make clinical decisions on right away," Smith said.According to Fluxergy, "The Fluxergy system is currently available as a Research Use Only, or Investigational Use Only device for the development of new diagnostic products. The Fluxergy system has not yet been reviewed or approved by the FDA. However, as noted, if the physician-scientists at UCSD obtain promising validation results using the system, they intend to begin immediate use of the diagnostic consistent with FDA's guidance and pursue an Emergency Use Authorization (EUA). An EUA would then enable the UCSD CLIA-certified diagnostic laboratory to continue to utilize the Fluxergy system with patients who need to be tested for the SARS-CoV-2 virus, subject to the terms and conditions set forth by FDA in the authorization." 3035
