CHULA VISTA, Calif. (KGTV) – The Chula Vista Elementary School District’s administration team held a virtual meeting Friday morning that provided families with details on the district’s potential reopening plan.District officials said their plan is to ease students back in and give families the option to continue to learn virtually, on campus, or through a hybrid program.The first four weeks of the 2020-21 school year, scheduled to begin Aug. 31, will be online. After that period of distance learning, the district will assess the situation; allowing for a possible return to in-class instruction will depend on the level of active coronavirus cases in San Diego County.Superintendent Dr. Francisco Escobedo said a lot of prep work and planning has gone into the district's plan to reopen.During Friday’s meeting, he said, “We want our children to come back because we want in-person instruction. We believe it’s the best type of instruction there is, but we need to come back in a safe manner.”When students do make their return to school, campuses will look very different. The district spent millions of dollars on safety measures, including large sensors that take temperature and dispense sanitizer, large signs, personal protective equipment, and plexiglass dividers."We’ll have signage throughout the school depicting the type of behaviors we expect,” Escobedo added.According to Escobedo, the district has partnered with local company Kahala Bioscience to help conduct routine COVID-19 testing and identify ways to mitigate the spread of the virus.Escobedo said students will return when the county is at a low to medium risk for COVID-19, and when they do, only half of the students will be allowed back on campus with priority for those in K-3 grades.While digital learning is in place for the first few weeks of the school year, campuses will be used for child care through the YMCA, so teachers can utilize that service while in class.In preparation for digital learning, the district is still offering laptops to those who need them. CINCINNATI -- Police in North Carolina detained a Cincinnati-bound American Airlines passenger Monday after the man reportedly ran off the plane onto the tarmac and swung a punch at an airport worker, Business Insider reported.While boarding Flight 5466 from Charlotte, North Carolina to Cincinnati on Feb. 26, the man appeared disoriented, according to the report. Another passenger on the plan, Kelly Smekens, told video licensing agency Storyful that airline officials asked the man to leave the flight because of his behavior. CHULA VISTA, Calif. (KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079

(KGTV) - Neighbors say several aggressive coyotes are treating some South Bay parks as their hunting ground, attacking pets of all sizes.Along East Naples Street, surveillance video captured a hard-to-watch scene a few weeks ago in Patty Prescott's yard: a coyote toying with a feral kitten that Prescott was caring for."I ran out of the house. I started yelling, waving my arms. That's when the coyote dropped the kitten," said Prescott.Sadly, the kitten died. Prescott says coyote sightings have surged in the neighborhood, with more than six pets killed in the last month. Just to the south, at Max Field, home to little league fields, neighbors have been reporting several aggressive coyotes roaming the baseball fields and nearby Loma Verde Park since the start of the pandemic."Frightening. No fear of people. You make noise, and they take a step back and then stare you down. Now they're coming out earlier, throughout the day, any time throughout the day. They're searching and looking," said neighbor Rachel Morineau.Park goers say the coyotes are going after dogs of all sizes. In late May, cellphone video showed one of the coyotes leaping a park fence and attacking a large pit bull, before its owner chased it off.The coyotes' behavior has unnerved neighbors."I don't feel safe, even in my front yard," said Prescott.A group of neighbors has banned together, starting a Gofundme campaign to address the issue. Their concerns grabbed the attention of City Councilman Mike Diaz, who secured funding to trap the coyotes. Because state laws don't allow for them to be relocated, they will be euthanized."It's not something we wanted to do, but they are getting very aggressive, and it's the only option California gives us," said Morineau.Until they're trapped, Prescott plans to defend herself and her other cats."My son sent me a pellet gun, and I plan on using it for my protection," said Prescott.Councilman Diaz says the funding will also help form a long-term plan looking at the presence of coyotes in the city. 2055
