San Diego (KGTV) - A San Diego doctor convicted and deported due to child pornography charges is back working in the medical field.In 2006, Dr. Jacques Lemire pled guilty to possessing child pornography.More than a decade after he was stripped of his medical license in California, the Toronto Star discovered Lemire was able to get a new license in Canada."I'm not working with patients; I think it shouldn't be disclosed,” said Lemire.He explained in a phone interview with a Toronto Star reporter that he doesn't think the disciplinary actions he was dealt in the United States should be listed on his current license in Quebec.“The fact that I’m doing administrative, I’m not working with patients. I think it shouldn’t be disclosed,” he said. “I’m not even close to any patient.”In the late 90s, Lemire was at the top of his medical game in San Diego.He specialized in pediatric kidney transplants and 10 News even featured him in a 2001 story. But, in January 2004 that rising career came crashing down.Lemire was arrested for possessing child pornography. Investigators were tipped off when Lemire took his laptop in for repairs. A technician found images of children engaged in sexual acts.Lemire pled guilty to possessing child pornography in 2006. Also, his medical license was revoked, according to records Team 10 obtained from the Medical Board of California.In sentencing transcripts, the court noted that although Lemire is guilty of possession of child pornography, examining professionals did not determine him to be a pedophile.Lemire spent about year behind bars and was deported to Canada around 2008.A decade later, reporters for the Toronto Star found Lemire working in a medical setting. They discovered he now “reviews medical files for Quebec's public health insurance program.”The publication's series, “Bad Doctors who Cross the Border can Hide Their Dirty Secrets” reveals how doctors crisscross the Canada-U.S. border while a broken system keeps the records of their crimes, malpractice and disciplinary rulings secret.The Toronto Star discovered, “A year after the U.S. government deported Lemire, Quebec's physicians' college granted him a license." According to their investigation, “From 2010 to 2014, Lemire was permitted to practice only in Quebec ‘institutions,’ and he spent three years at an old-age home for retired nuns. He was not explicitly restricted from treating children, and the institutions category includes child and youth protection centres.”On its website the Quebec College lists Lemire as having an active status, but his practice is limited to administrative tasks without clinical activity.What's not listed in his profile is any disciplinary action taken against Lemire by the California Medical Board or U.S. courts. It lists a phone number to call for more information.Team 10 asked the Medical Board of California to comment on Lemire’s current situation in Canada.In a statement a spokesperson said, “The Medical Board of California (Board) is committed to consumer protection, transparency, and notifying consumers and out-of-state jurisdictions when a physician has been disciplined in California. The Board posts disciplinary actions on its website and sends subscriber alerts whenever a doctor has been disciplined. In addition, the Board regularly posts updates on its Twitter and Facebook pages whenever a doctor is disciplined. The Board works with the Federation of State Medical Boards and National Practitioner Data Bank to notify jurisdictions outside of California when doctors have been disciplined here.”Team 10 investigator Adam Racusin asked how situations are handled if a doctor is disciplined in another country, then applies for a license in California? The spokesperson said, “Whenever a doctor who is disciplined in a jurisdiction outside of California and applies for a license in California, the Board reviews the discipline as part of the licensure process.”In his interview with the Toronto Star, Lemire said officials with the medical college were presented with all the information and they agreed that he would get his license back. SAN DIEGO (KGTV) - Two local hikers are back in San Diego and after making a bizarre discovery on a remote trail in the Sierra Nevada mountain range.On a beautiful day two weeks ago, Tyler Hofer and Brandon Follin were in their second day of a hike up Mt. Williamson, the state's second's highest peak."Very remote, very rugged," said Hofer.The 14,000-foot summit was just three hours away when they got a bit off track in a boulder-filled area near a lake."It's called the Williamson Bowl. It's a bowl at the foot of Mt. Williamson," said Hofer.Inside the rocky bowl, the two were stepping across boulders when something caught Hofer's eye."I look down and see what appears to be a different color rock. Instead of gray, it's white," said Hofer.Wedged under a small boulder was a human skull."We just start removing rocks about one to two feet in diameter," said Hofer.Under those rocks was a skeleton, mostly intact."The arms were crossed on its chest ... as if you were lying in a casket or coffin ... almost as if someone laid it there peacefully," said Hofer. Also buried in the rocks: the remnants of a leather belt and rubber shoes. "In shock and in awe of what we found and the context in which we found it," said Hofer.The two reached the summit to get cell service and reported their findings to Inyo County deputies. Investigators say there are no signs of foul play and no matches to any missing persons reports. Based on the state of decomposition, the coroner believes the skeleton is several decades old."I'm just honored to be part of uncovering this mystery, because that's what it is," said Hofer.Hofer, a local youth pastor, is hopeful the discovery will lead to answers."That gives me a lot of joy knowing someone is going to get closure. That is someone's loved one," said Hofer.Investigators say they're following up on tips that have poured in. They also plan to conduct DNA tests, before matching results against genealogy databases. SAN DIEGO (KGTV) — While enjoying a moment at the park over the weekend, a Carlsbad family was on the receiving end of an act of kindness from a stranger. The family says they are now hoping to find that person to say thank you.After months of staying at home, the family was excited to spend a day at Buccaneer Park in Oceanside. Eleven-year-old Jacobi and 12-year-old Jordan couldn’t wait to get outside.“They’re too old of the playground area, the swings and things like that,” says mom Tamara Coronado. “They look forward to the open space, the grass area, and definitely the basketball courts.”But Coronado says park officials had not yet reinstalled the basketball hoops, something the boys were looking forward to. The kids were left to make up their own games. It caught the attention of one man.“Forty-five minutes to an hour later, he came back… with a crafting reef from Dollar Tree and a very small basketball that would fit inside.”The man used a power drill to attach the wreath to a tree to form a makeshift hoop so that the boys could play basketball.“All that he asked was that we leave the wreath and the ball in place so that after we left, other families could use it,” says Coronado. “But the fact that he went out of his way like he did was, I just couldn’t believe it.”The mom says even though a lot is going on around the country, she wants others to know there are still kind people in the world. SAN DIEGO (KGTV) -- San Diegans requested a record number of mail-in ballots for th 2018 general election, 1.2 million to be exact.Now, as tens of thousands arrive at the Registrar's office every day ahead of election day, new technology is helping make sure every ballot is processed and counted."This is our 144 pocket ballot sorter," says Registrar Michael Vu, showing off one of two brand new machines his office bought with this election in mind."After the 2016 election we said the mail ballot population is so great we need to invest in something that's even higher speed," says Vu.The new machine can process up to 44,000 ballots per hour, twice the number of the old machine. It can also sort them by city and council district. That comes in handy with an election as big as this week's."We have 326 contests on ballot, spanning 485 candidates, and 52 measures on there," says Vu.By late Sunday, the Registrar had already received about 500,000 mail-in ballots. That includes several thousand people who voted early in-person.
