SAN DIEGO (KGTV) - If you couldn't work, how far could you go without a paycheck? No one is immune to an unexpected injury or illness, and the financial hit can be devastating. The Social Security Administration (SSA) reports that one in four of today's 20-year-olds will become disabled for 90 days or more before retirement age. Having a plan for the long term can relieve a lot of stress if the unexpected does happen.One option is disability insurance; there's short-term and long-term. Disability insurance pays a portion of your income if you are suddenly unable to work because of illness, injury, or accident.You can get coverage through an employer or buy it from an insurer. According to State Farm, long-term disability insurance:Pays monthly income directly to you when you're unable to work because of a covered total disability.You choose the length of time you must be disabled before you start receiving benefits (Elimination Period) and the length of time you would receive benefits.Options include a five-year benefit period or a "to age 67" benefit option.Maximum monthly benefit amounts range from 0 to ,000, based on your income and occupation. You can customize your coverage with different riders.While different factors affect the cost, the annual price for a long-term disability insurance policy generally ranges from 1% to 3% of your annual income.According to the Council for Disability Awareness, 34.6 months is the duration of the average long-term disability claim.The nonprofit helps prepare people for unexpected injury through its five-step financial plan to give you a clearer understanding of your financial "big picture," including:Your sources of income, monthly expenses, and lifestyleThe impact a long-term disability could have on themPreparing a plan of action to address the crisisResources after life-changing disabilityMost people never expect a life-changing disability will happen to them, including San Diego resident Kat Blue. Blue was rear-ended at a red light on Feb. 1, 2018, and had previous head injuries before that."This one resulted in a concussion that just never went away," said Blue.A few weeks after the accident, Blue realized she could barely complete simple tasks like writing an email or talking on the phone. She suffered a traumatic brain injury (TBI), which would change her life forever. She constantly deals with nausea, dizziness, tetanus, and migraines. Blue has struggled to navigate the healthcare system and because she cannot work is constantly seeking resources so she can remain in San Diego."You have to advocate for yourself because there's no one within the system who is going to do it for you," said Blue. Blue says she does not have the resources to relocate and says San Diego offers a lot of support for TBI survivors. She's relied on Medicaid for medical care, which has helped with resources like a nurse care manager, but she says there are holes in the system."I'm still fighting to get a TBI specialist, I'm still trying to get a lot of the treatments and specialists and therapies that I believe could help me," said Blue. The San Diego County Health & Human Services Agency is ready to help San Diegans whose incomes have been impacted by an unexpected disability:CalFresh: Food assistance:Medi-Cal: Free or low-cost health coverage for children and adults with limited income and resources. If you qualify, you can enroll in Medi-Cal year-round.CalWORKS: Public assistance program that provides cash aid and services to eligible families that have a child(ren) in the home."You may not need our benefits today, but in the future, if you do we're here, and we encourage everyone to apply," said Rick Wanne, Director of Eligibility for the County of San Diego Health & Human Services Agency.Wanne says the County also has a close relationship with 211. "211 is a great resource for a number of reasons, they can provide general information over the phone about a whole variety of resources here in San Diego, additional food assistance, housing resources, where to find a local medical provider," said Wanne. Wanne said in addition to what the County offers many local nonprofits and other entities provide help.Blue says she's found the following resources helpful when advocating for herself:Legal AidCalifornia Department of Rehabilitation (DOR)Disability Rights CaliforniaBlue says she's also taken advantage of recreation opportunities through Sharp, some of which are free. Sharp also offers support groups for people with various disabilities. Another program that's been instrumental in Blue's recovery is Love Your Brain Yoga, a free program for TBI survivors. "A good part of my day is spent just trying to feel better, just trying to get well enough to do what I need to do that day," said Blue.Blue remains hopeful she'll get the care needed for her healing and says she'll continue to do everything possible to stay in the city she calls home. 4971

SAN DIEGO (KGTV) - Libraries across San Diego County adapted quickly during the coronavirus pandemic, offering digital options for people to continue reading, researching, and connecting with the community."It's hugely important," says Migell Acosta, the San Diego County Library System Director. "People need libraries for serious study and recreational reading and then their information needs.""We knew that our main services were going to be reference, picking up library material and connecting to our technology," adds Ady Huertas, the Supervising Librarian of Youth and Family Services for the City of San Diego. "Luckily, during this time, we've been able to maintain that service, and we're really happy that we're able to do that."Moving to digital services when the pandemic forced branches to close took some adjustments but ultimately proved successful.Libraries moved money in their budgets from buying physical books to buying ebooks so people could have more options to download. The County library system went from 2 million ebook downloads in 2019 to 3 million in 2020 and amassed the state's 2nd most extensive digital library.The City Library created a virtual hub on Facebook to connect with people through storytime, videos, and more. It quickly grew to more than 2,000 followers."We went from creating some basic programming daily to having multiple programs per day for all ages," says Huertas. "We have a schedule. We have storytimes, book clubs, book talks, crafts, stem, learning opportunities, and we even have mindfulness programs and other folks we collaborate to create the content."Both systems also gave out nearly 30,000 take-home summer reading kits to keep kids excited about literacy.The County sent magazines and paperback books to members of the homeless population living in shelters and hotels.Libraries also expanded their online learning options. The County's high school diploma program for people aged 19 and up graduated 25 people during the pandemic and currently has 100 more enrolled.They also offered access to Linda.com, an online learning library of "how-to" videos."I love YouTube like everybody else," says Acosta. "But these are classes that are more business skills, how to do a presentation, accounting skills, and then deep level computer skills."They've had several thousand hours' worths of videos already viewed on the service since they added the service.In the spring, libraries were able to add in-person pick up of books. Over the summer, they offered limited access for people to come into the branches.They also made it easier for people to become library customers by offering library cards with only a phone number or email address.To help address the equity gap, libraries also allowed people to check out computers and other devices. They also expanded wifi signals at the branches to have internet access for people sitting outside the library.Library officials say the new emphasis on digital has made them better libraries in the long run."Whenever there's a challenge to be met, and you step up to the challenge, personally or as an institution, you become better for from that experience," says Huertas. 3187

Then, there was the announcement kids would be returning to school online."We have this space that we're not gonna be utilizing because no one's having in-person conferences, we're all over zoom these days," turning the room into a classroom. "It's large enough to fit 3 or 4 kids and that's exactly the number of kids we have with our employees. We're going to have a little reading area where kids can switch places to relax and reset. All the things you can normally find in a classroom, a bookshelf with all the interests they might have." Elliott even went to great lengths, hiring an accredited teacher's assistance to help."It's definitely a relief. I know they were just thinking about homeschooling and working, trying to manage that. There's so many emotions involved and so much anxiety and stress, and my goal was to reduce that for our employees."Elliott has followed all CDC protocols and guidelines for her 15 employees working in office, and she'll do the same when their kids come fall."We're still getting the room set up because we want to ensure social distancing between the children and the teacher. We're also bringing in the PPE that the CDC is requiring and kind of recommending for opening these." 1712

SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. It also states that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 947
