SAN DIEGO (CNS) - The San Diego Planning Commission Thursday recommended approval of Riverwalk San Diego project, a proposed transit-oriented neighborhood development along the San Diego River in Mission Valley.International real estate firm Hines has proposed the 200-acre project, which is intended to transform the existing Riverwalk golf course into a neighborhood as well as restore the stretch of the San Diego River that runs through it.The proposal will head to the San Diego City Council on Nov. 17. According to Hines, if it is approved, the company plans to break ground during the second half of 2021.The Hines plan includes 4,300 homes -- 10% of which are planned to be affordable housing -- a Metropolitan Transit System Green Line trolley stop, 152,000-square-feet of retail space, 1 million square feet of office space, 100 acres of parks and new bike and pedestrian paths, including an extension of the San Diego River Trail."I think it could be something to set the standard for what transit- oriented development can look like," said San Diego Planning Commissioner Vicki Granowitz.The Riverwalk plan, established through a partnership between Hines and the Levi-Cushman family landowners, incorporates community input gathered over several years by the Hines team in nearly 100 stakeholder and community planning group meetings."We appreciate that the planning commissioners recognized the extensive community outreach and collaboration that helped form our plan and the care we're taking to create an environmentally responsible, transit- oriented legacy project for San Diego," said Eric Hepfer, managing director at Hines.The planning commission recommended approval by a vote of five in favor, with one abstention and one commissioner absent. 1774

SAN DIEGO (CNS) - Police Friday identified a 44-year-old man who was found fatally wounded inside a vehicle in the Encanto area of San Diego.The man was identified as Gilbert Lee Johnson, of San Diego, the San Diego Police Department reported.Officers found Johnson about 7:40 p.m. Wednesday in the area of Varney and Theodore drives, said Officer Robert Heims of the San Diego Police Department.After police received multiple calls of gunshots heard in the area, officers reported finding him slumped over in the vehicle suffering from at least one apparent gunshot wound. Paramedics rushed him to an area hospital, where he was pronounced dead, said San Diego police Lt. Matt Dobbs."It appears the victim was in the area talking to an acquaintance when another vehicle pulled up near the victim. The suspect got out of his vehicle and fired several rounds at the victim," Dobbs said. "The suspect then got back into this vehicle and drove away.'The suspect was wearing dark clothing and seen driving westbound on Varney in a white four-door vehicle, he said.The San Diego Police Department's Homicide Unit urged anyone with any information regarding the shooting to call them at 619-531-2293 or Crime Stoppers at 888-580-8477. 1236

SAN DIEGO (CNS) - San Diego County has seen a nearly 5% increase in its response to the 2020 Census above the 2010 response rate, according to state census data.Data collected through Tuesday indicates 72.9% of county households have responded this year, as opposed to 68% in 2010, mirroring an increased response rate statewide.Census officials say that California's 2020 self-response rates surpassed the 2010 rate on Wednesday, with 68.4% of California households responding either online, by phone or mail. The 2010 rate was 68.2%.State census officials touted the success of their outreach campaign, particularly given California is considered one of the ``hardest-to-count'' states in the country due its size and a high number of people who are difficult to contact for census purposes, such as recent immigrants, people who lack high-speed internet access or people with limited English proficiency.Campaign efforts will continue until the Sept. 30 deadline.``It is through the collective efforts of millions of Californians that we have surpassed our 2010 self-response rate. But make no mistake -- we are not done yet. We know the hardest-to-count Californians still may be missed or undercounted given the shortened deadline, so it's essential these households complete the form now,'' said Ditas Katague, director of the California Complete Count -- Census 2020.``With two weeks left, our message is loud and clear: Californians need to act and fill out their Census forms,'' Katague added. ``We have just days to secure funding and representation in our state for the next decade. We haven't been without our challenges -- federal operational changes and instability, the impact of COVID-19, wildfires and more. SAN DIEGO (CNS) - San Diego County public health officials reported 308 new COVID-19 cases and three additional deaths Sunday, raising the county's cumulative totals to 40,650 cases and 707 fatalities.Two women and one man died between July 29 and Aug. 31. Their ages ranged from the mid-50s to mid-90s. Two of the three had underlying medical conditions.San Diego County's state-calculated case rate is 5.8 and the testing positivity percentage is 3.8%.Of 4,271 tests reported as of Saturday, 7% returned positive, raising the county's 14-day rolling positive testing rate to 4.3%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 6,946.Of the total positive cases in the county, 3,214 -- or 7.9% -- have required hospitalization since the pandemic began, and 772 -- or 1.9% -- were admitted to an intensive care unit.County health officials reported two new community outbreaks as of Saturday, bringing the number of outbreaks in the past week to 20. One of the outbreaks was at a residence and one at a business.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.Under the new state monitoring metrics, San Diego County is in Tier 2, also referred to as the red tier.The county's next scheduled media briefing is Wednesday. Because of the Labor Day holiday, there will not be an update to the county's COVID-19 website on Monday.San Diego State University issued a stay-at-home order for students living in on-campus residence halls on Saturday, asking them to stay in their current residences except for essential needs throughout the weekend as the school battles an outbreak of the coronavirus.The order remains in effect through 6 a.m. Tuesday.The school reported another 120 confirmed or probable COVID-19 cases among its student population Friday, raising the university's total caseload to 184 since fall semester began Aug. 24."Students should stay in their current residences, except to take care of essential needs, including medical care, accessing meals, shopping for necessities such as food/meals and medical supplies, exercising outdoors (with facial coverings), and traveling for the purposes of work," a statement from SDSU read.Violations of the order may result in disciplinary consequences, the college said.Additionally, San Diego County public health officials confirmed multiple clusters of COVID-19 cases within the university community among students. This includes the previously announced off-campus outbreak on Wednesday. SDSU officials say none of the cases under investigation are related to on-campus educational activities, including classes or labs.Luke Wood, SDSU's vice president for student affairs and campus diversity, said the university was working with a security company to enforce public health code violations and had issued a total of 457 student violations through Friday afternoon. Wood said the most serious of these violations could result in suspension or expulsion from the university. Some organizations have been cited as well. Wood said the majority of these were fraternities or sororities, but followed up that not all were, and outbreaks impact the community at large regardless of the type of group they occurred in.All of the university's in-person classes -- which SDSU President Adela de la Torre said comprised just 7% of all courses -- were moved online Wednesday. SDSU also paused all on-campus athletics training and workouts for two weeks starting Thursday due to COVID-19."Only a small fraction of students have met in person," de la Torre said. SDSU has a student body of more than 35,000. Nearly 8,000 students live on campus.She cautioned that "testing alone and testing once" would not be enough, and a robust system to enforce health orders would continue to be needed to avoid the "plague of parties" already present near campus.SDSU has more than 130 spaces for students to safely quarantine, according to the university, and all students who have moved into campus housing would be able to move out if they so choose.County health officials warned that Labor Day weekend could be a spreading event for COVID-19."Most people won't be working over the long holiday period, but COVID- 19 will not be taking the day off," said Dr. Wilma Wooten, county public health officer. SAN DIEGO (CNS) - Sales of previously owned single-family homes and attached properties like condominiums and townhomes increased between September and October while home prices decreased, according to data released by the Greater San Diego Association of Realtors.Sales of single-family homes increased from 1,605 in September to 1,644 in October, a 2.4 percent jump. Attached property sales rose 8.8 percent from 820 in September to 892 in October.The increases are a minor rebound after SDAR data showed sales of single-family homes and attached properties fell 25 percent from August to September.Monthly home prices dipped slightly for both single-family and attached properties. Single-family prices fell 0.4 percent from 7,000 to 5,000 while condo and townhome prices fell 2.7 percent from 9,000 to 8,000."The temperature of home prices seems to be cooling, which may lead to a period of calm for the rest of the year," SDAR President Steve Fraioli said. "However, the strength of the economy and the strong job market remains great news for buyers and industries related to real estate."Year-over-year increases show significant declines in listings sold and increases in home prices. Single-family home sales fell 16.8 percent from October 2017 to October 2018, from 1,977 to 1,644. Year-over-year condo and townhome sales fell 15.3 percent, from 1,053 to 892.Sale prices rose 6.3 percent for single-family homes, from 7,000 in October 2017 to 5,000 in October 2018. Condo and townhome prices rose from 0,000 to 8,000 in that same time span, a 4.5 percent increase.Realtors sold 43 single-family homes in Ramona in October, the most of any zip code in the county. 1709
