SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

SAN DIEGO (KGTV) -- Police agencies throughout San Diego County are investigating multiple brewery break-ins, all within the last week. Employees at Serpentine Cider say they were hit last Friday morning. Their surveillance cameras captured a man walking up to their business, moving a planter and then smashing a window to get inside. The person got away with an undisclosed amount of cash. Just two miles away, Longship Brewery says they were hit that very same morning. The suspect, also broke a window and crawled inside, getting away with an empty cash drawer. In Vista, Barrel Harbor Brewing confirms with 10News someone also broke into their place the same exact way. They reported the crime to the San Diego County Sheriff's Department. On social media, a fourth brewery, Black Plague, posted pictures of a break-in at their business on Instagram. Oceanside Police is investigating that incident. So far, police haven't confirmed if the incidents are related or released a description of who they're looking for. 1029

But trying to improve the home you live in can become a budget-busting nightmare.According to a new survey from the Freedom Debt Relief, 69 percent of homeowners plan to renovate within the next five years. But 60 percent of people surveyed say they can't afford needed upgrades.That's why 73 percent of the respondents plan to finance their renovation plans."People want to stay in their homes," says Michael Micheletti, the Communications Director for Freedom Debt Relief. "Once it becomes your house, it becomes your home. So, perhaps people are willing to take on more debt to stay in those communities and those school districts they've become accustomed to."Micheletti says most of the people who plan to renovation will spend either more than ,000 or between ,000 and ,000. With that much money at stake, it's important to know what projects are worth the cost."There's give and take" says Gregg Cantor, the CEO of construction company Murray Lampert. "You have to prioritize what's most important."According to the survey, the most popular upgrades are also the most expensive. New flooring topped the list at 59 percent, bathroom renovations were 53 percent, and new kitchens were 51 percent. SAN DIEGO (KGTV) — Parks and libraries in city limits of San Diego are back open as of Saturday, Oct. 3 after more than six months of closures and caution tape.To begin, 12 city libraries first opened for in-person services, then more will gradually open. The first library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest, and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage.
