UNIVERSITY CITY (KGTV) -- Several University City residents were rescued from their apartment balconies early Monday morning after their building became flooded in up to four feet of water from a busted fire hydrant.The incident first started around 1:30 a.m. when a motorist in an SUV crashed into a fire hydrant in the 9000 block of Genesee Avenue, in front of the Canyon Park Apartments across from La Jolla Country Day School.The sheared fire hydrant created a geyser that flooded the adjacent apartment building. Several lower level units became submerged in up to four feet of water. Some residents were forced out onto their balconies as waterfalls cascaded through their apartments and into the canyon below.Firefighters were able to rescue those trapped on their balconies without further incident. It took crews about a half hour to turn off the water.The American Red Cross was called in to help 22 adults, six dogs and a cat arrange for another place to stay.The driver told officers he fell asleep before crashing into the fire hydrant, San Diego Police officer Tony Martinez said. 1107

Tyson Foods may lay off more than 400 workers in the South Bay in an effort to become more efficient and save money.It would be the biggest layoff in San Diego County in more than a year.The company filed a layoff notice with the state this month saying it had to let 401 workers go from its Circle Foods label plant in Otay Mesa. "Tyson Foods, Inc. regrets that its team members at the San Diego, California facility must be permanently displaced yet hopes to accomplish this plant closing with the least possible disruption of lives of the tema members, their families, and the community," the notice says.Many of the workers make Mexican frozen food on the factory's assemblyline.A team from the San Diego Workforce Partnership has already been to the factory twice to help the workers find new opportunities. Also, Windsor Foods is buying Tyson's plant to expand its Mexican frozen food offerings. While it does plan to eliminate three tortilla lines, company VIce President Paul Taylor said the Windsor hopes to keep as many of the workers as possible.Andy Hall, chief operating officer of the San Diego Workforce Partnership, said he doesn't see the layoffs as a larger trend. After all, the unemployment rate is now near a 17-year-low of 3.3 percent. The layoffs are expected to occur by the end of April. Tyson in a statement said it is working on a transition plan with Windsor Foods, but will retain some operations here. (AP) — Investigators on Wednesday were trying to determine why a California woman allegedly fatally injured her infant daughter, dropped her young son off a second-story apartment building landing and then jumped herself.After being medically cleared, Tierra Ortega, 24, was booked for investigation of homicide, attempted homicide and child abuse resulting in death, said Capt. Marcelo Blanco of the Upland Police Department.Ortega's booking photo showed her face bruised and scraped with one eye swollen shut.Her 1?-year-old son remained hospitalized in stable condition with a broken foot and other minor injuries, Blanco said."We don't have a motive yet," Blanco said.The events unfolded late Tuesday morning in Upland, a small city at the foot of the San Gabriel Mountains in the inland region about an hour's drive east of Los Angeles.A neighbor called 911 to report that a child was screaming or crying and then saw the woman was holding the child on a second-story landing, according to police."The mother proceeded to release the toddler, who fell to the ground below. Upon officers arriving on scene, they noticed the child on the floor and the mother subsequently jumped from the second story landing head first," a police statement said.Police then checked the second-story apartment and found the woman's approximately 7-month-old daughter inside. She wasn't breathing.Her breathing was restored but she died at a hospital, Blanco said.The cause of her death will be determined but she had a possible skull fracture and internal injuries, he said.Video from KCAL-TV showed the woman sitting on grass outside the building with her hands handcuffed behind her. One child, strapped to a board, was loaded into a helicopter for the flight to the hospital.The children's distraught father was called home from work and police had to hold him back as he struggled to climb the stairs to the apartment.He spoke to police but "has no idea what led to this," Blanco said.The property manager said the family had moved into the unit about a year ago, KCAL-TV reported."They've always been very quiet," Kaeleigh Calderon said of the family. "I've never heard them arguing, I've never heard them bickering."Asked about postpartum depression, Blanco said investigators would look into that possibility. 2325

Tucson Police's Operation Division South Motor Squad took a different and non-traditional approach to help raise awareness for safe driving on Thursday.According to the department, mannequins were placed at different intersections around Tucson in an effort to lower collision statistics and urge drivers to pay better attention to their driving and what is around them. The mannequins were dressed like officers and placed in and around police vehicles near intersections that are or have been known for vehicle crashes.This is the first time TPD has utilized this method by using mannequins.Tucson Police said drivers can expect to see the mannequins out again Aug. 21 but the location has yet to be determined.  732

TUCSON, Ariz. — Former USA Gymnastics doctor and convicted sexual predator Larry Nassar has been moved from a federal prison in Tucson, Arizona.According to ESPN, Nassar’s attorneys said in a court filing that Nassar was assaulted after being put into the general population at the Tucson Federal Correctional Complex.ESPN.com reports Nassar is an inmate at Oklahoma City’s Federal Transfer Center. It is unclear where he will be placed after being held in Oklahoma.  Nassar was sentenced up to 175 years in prison after more than 150 women said he sexually abused them. 603
