CAMP PENDLETON (KGTV) - Marine Corps Base Camp Pendleton is balancing mitigating risk of exposure to the coronavirus with training to keep Marines ready for deployment."Changes of command are smaller, retirements are smaller," Col. Jeff Holt, Deputy Commander for Marine Corps Installations West, Camp Pendleton, said.At changes of command, Marines are masked and six feet apart, and large formations are no more."We have mitigation measures to protect our people but life's not perfect, life gets in the way. We have to overcome those obstacles and challenges because we have a greater mission and that is to our nation," Col. Holt said.The Marines take pride in the 'First to Fight' motto. The 13th Marine Expeditionary Unit (MEU) is deployed in Jordan and the 15th MEU is preparing to deploy. Coronavirus is not creating a delay."There are choices that are made to protect the people but also to replicate what we would face in combat because the requirements of the Marine Corps do not stop," Co. Holt said Marines are training the way they would fight overseas.Units are quarantined for two weeks before and after deployment to ensure everyone is healthy. When units are training they are isolating, they do not go home each night. Marines are asked health screening questions and given temperature checks.It's not just training that has changed, the commissary and thrift store have a strict cleaning schedule and safety barriers just like San Diego's grocery stores.Col. Holt said they've been learning from San Diego and took notes, implementing strategies used at Marine Corps Air Station Miramar when flights from Wuhan, China arrived. The plane was carrying U.S. citizens that were stranded in Wuhan because of the coronavirus outbreak.At Camp Pendleton, restaurants are also similar to what you would see around the county. The only exception is the chow hall, Col. Holt said, "you might have a table of six that only has two people at it and you sit diagonally six-foot across."Gyms are similarly spaced out and cleaned often.Co. CARLSBAD, Calif. (KGTV) – At a virtual hearing on Tuesday, a San Diego judge ordered that the name could be revealed of the teenager who’s accused of killing a woman on a Carlsbad trail. Images of his face, however, were ordered to remain private.17-year-old Haloa Beaudet's defense counsel denies the allegations.He is suspected of stabbing Lisa Thorborg on Hosp Grove trail in November. “His DNA was found on the victim. We have him running on surveillance camera [video] away from the murder scene in a time that's consistent with the time of death,” said a detective.The prosecution showed a surveillance camera image of him running barefoot on the street, away from the trail at 11:25 a.m. on the day that Thorborg died. “We feel that she died at about 11:10 a.m. so that's about 15 minutes after she was murdered,” said the detective.Other surveillance camera images that were shown in the hearing captured the teen on the same trail in the days after the murder.Detectives said that a few days later, he was arrested for prowling on the trail. Once taken into custody, a sample of his DNA was taken. “Ultimately, they found that DNA from [Haloa’s swabs] matched the male DNA on Ms. Thorborg's shorts,” said a detective.Detectives also said that a pair of flip flops that they believe belong to the teen were discovered near Thorborg. His defense attorney argued that Thorborg may have discovered and picked up those flip flops, which was how she got his DNA on her.The teen's attorney said that there's no motive for a murder. His grandmother told the judge that he has no history of violence.The judge decided that the case can move forward.Beaudet’s next hearing is scheduled for January 25th.The teen is ordered to remain in-custody for the time being. 1770

CHICAGO, Ill. – According to the Mueller report, during the last election, Russian hackers breached the computer network of the Illinois State Board of Elections, gaining access to information on millions of registered voters. It was just one example of the vulnerabilities in the U.S. election system.Intelligence officials and security experts agree that cyber-attacks like the one’s perpetrated during the 2016 presidential election are not a thing of the past.“There's no reason to believe that attacks like that would not happen in this election,” said Jake Braun, executive director at the Cyber Policy Initiative at the University of Chicago. He’s also the author of “Democracy in Danger: How Hackers and Activists Exposed Fatal Flaws in the Election System.”Braun says the two most serious vulnerabilities lie in voter registration databases and election night returns data. He says the hacking of either could cause chaos at the polls or spawn conspiracy theories about the election’s outcome.“We're already seeing ransomware attacks on databases and we're already seeing things like fake websites to mimic election websites being put up,” said Braun.Mary Hanley, Associate Director of the Cyber Policy Initiative, says they are trying to help protect against those kinds of attacks. For the first time through their cyber surge program, they’re connecting a network of 250 volunteer cybersecurity technologists with U.S. state and local election officials ahead of the 2020 election.“We can help answer basic questions about general cyber hygiene, but we can also help election administrators understand how to remediate vulnerabilities that they've already identified,” she said.Volunteer cyber technologists like New Mexico-based Chris Perkins say election officials need to be able to see where potential assaults can present themselves.“Once you have that visibility on your attack surfaces, then you can start to detect those anomalies and things that start to look like suspicious activity,” said Perkins.In a highly polarized atmosphere, cyber experts say it’s even more important to ensure that security breaches are quickly identified and contained. 2176
