SAN DIEGO (KGTV) — A stylist in Bankers Hill says a "style-and-dash" customer stiffed him on a hefty bill for hair extensions.Stylist Wesley Horn says the young woman, a repeat customer, came into Plush Salon on Friday to match her hair for extensions. The next day, for several hours, he applied and blended the hair."They looked great. She loved it. She was raving about it," said Horn.Horn says when it came time to pay the cost of more than ,000, she offered to pay through the Venmo app."She said the app wasn't working, and then she offered to pay cash," said Horn.She told Horn she had to go to the car to get the cash."Fifteen minutes go by. I text her and ask, 'Are you close?' She says, 'Yes.' Forty minutes go by, and nothing. I call her, and I'm blocked from her cellphone," said Horn.Horn filed a police report, but because she hasn't been named a suspect in a crime, 10News is not identifying the woman. Horn posted details of the incident on the Nextdoor app. The replies included several more accusations of fraud against her, ranging from dine-and-dash incidents to credit card fraud and identity theft."It's insane. SAN DIEGO (KGTV) -- A state review board will decide Tuesday whether to grant parole to a former skateboarding star from Carlsbad who has spent nearly three decades behind bars for a brutal rape and murder.Mark “Gator” Rogowski was a world champion skateboarder in the 1980’s who drew comparisons to Tony Hawk. He parlayed his fame into endorsements and promotional videos until he entered a guilty plea to the 1991 rape and murder of Jessica Bergsten, whose body was found buried in the desert.“This was a horrific, heinous, monstrous crime by an individual who really doesn’t want to admit that he took out transferred rage on another innocent individual,” said Deputy District Attorney Richard Sachs, who will represent the state at Tuesday’s hearing.Rogowski was denied parole in 2011 and 2016, but his case was granted another review ahead of schedule, Sachs said. The parole board will determine if Rogowski remains a threat to the community based on a psychological assessment and other factors.In a promotional video by the prison rehabilitation non-profit Getting Out by Going In (GOGI), Rogowski said he’s taken accountability for the crime and found a higher power.“My identity as a man was skewed. I thought what it meant to be a man was to be a womanizer, to have a lot of relationships,” he said.In 1991, the former skateboarding celebrity invited Bergsten to his Carlsbad apartment. Bergsten was a friend of the girl who had just dumped Rogowski.In a fit of what he called “misplaced revenge,” Rogowski clubbed the young woman over the head, cut her clothes off with scissors and sexually assaulted her for hours. When she screamed for help, Rogowski covered her with a surfboard bag and strangled her through it. He then drove two hours into the desert and buried her naked body in a shallow grave.“Certain crimes are so horrible they shock the conscience and this is one of them,” Sachs said.Sachs said prosecutors will strongly oppose parole on public safety grounds, although he acknowledged he could not predict the board's decision. SAN DIEGO (KGTV) -- A water contact closure was extended Sunday to include the Silver Strand due to flows from the Tijuana River. According to the county, a water contact closure was issued Saturday for Imperial Beach. The closure was extended north to include the Silver Strand. “Sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary as a result of recent rainfall,” the Department of Environmental Health said. SAN DIEGO (KGTV) - An almost strangled coyote is getting sympathy from Katie Ryan's neighbors in Oaks North in Rancho Bernardo and from online friends."People are just 'Wow! This is phenomenal. Let's get her rescued, let's get her rescued!'" Ryan said.What appears to be 5- or 6-inch length of plastic flex-pipe that might have been discarded is wrapped tightly around the coyote's neck."Little critters try to make a home in there and other wildlife try to bring out a meal and it's obvious she got her head stuck in there and couldn't back it out," Ryan said.RELATED: Man in construction worker disguise suspected in series of San Diego break-insRyan's familiar with this particular coyote; having seen it out and about for years. Many people fear coyotes but she appreciates the wildlife she watches nightly."They're part of the eco-system here; they clean up; this was one of my favorite rat-catchers," Ryan said.She's worried that cuts on the coyote's neck will get infected and poison it; so she and others have been trying to capture the animal.  "Little tidbits of goodies to lead her in this direction and she almost got into a smaller coyote trap," she added.Wednesday night, they set up a larger trap; one that is mountain lion-sized but no success."She stayed ten feet away from the corner; I think she knew, she spotted the difference in the trap. They're very sensitive to change in the environment and when that happens, they run off," Ryan said.Her brainstorming with others now; hoping to get to the coyote in time; somehow."We're hoping we get her and get her some medical help; get her fixed up and put back into nature." 1703

SAN DIEGO (KGTV) - A woman was left bleeding and bruised after she was forced to jump off an electric scooter. She had to think quickly when she realized the brakes were cut Tuesday night in Pacific Beach. "My option was either to jump off the scooter or to just roll with it into traffic," said Mary Adamcyk. Adamcyk says she rides electric scooters all the time. Tuesday night, it didn't end well. "I was really freaked out because there were two cars coming towards me."So, she decided to jump. "I just kind of went flying, I mean, I jumped off, I fell to my knees, my cell phone went flying," said Adamcyk. "I had holes just torn into both of my knees, they got cut up.
