BEIJING, Dec. 31 (Xinhua) -- The State Council, or Cabinet, agreed in an executive meeting on Wednesday to speed up the reform and development of the inland Chongqing municipality. China has four municipalities: Beijing, Tianjin in the north, Shanghai in the east, and Chongqing in the southwest. "Local authorities are required to accelerate the overall development of rural and urban areas and promote environmental protection and natural resources conservation, to turn Chongqing into an important growth pole in western region," according to the meeting, presided over by Premier Wen Jiabao. Local governments should help people in the Three Gorges area to develop local pillar industries, modern agriculture and improve rural production and living conditions, according to the meeting. The city should also step up construction of a new district in its north and a newly-approved bonded zone and carry out regional economic cooperation.
BEIJING, Dec. 17 (Xinhua) -- Senior Party leader Zhou Yongkang Wednesday asked all law enforcement organs to maintain social stability through careful work at the grassroots level. It will be an important task for all law enforcement organs to create a peaceful social environment next year to welcome the 60thanniversary of the founding of the People's Republic of China, said Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a conference of law enforcement officials nationwide. Law enforcement organs should try their best to find out and properly solve the problems at the grassroots level so as to prevent mass incidents from happening, he said. He also asked them to prevent and crack down upon serious crimes that threatened people's life and property. Law enforcement organs should also contribute to the country's economic work through effective implementation of laws, he said. They were asked to effectively handle cases of violation of economic laws and work to maintain the market order. Next year the country will push forwards the reform on its judicial system, such as to improve supervision on law enforcement organs, Zhou said. He vowed to fight corruption in law enforcement organs.

BEIJING, Jan. 28 (Xinhua) -- China's railways carried 75.05 million passengers between Jan. 11-27, or in the first 17 days of the 40-day Spring Festival travel rush. GUANGZHOU, Oct. 20 (Xinhua) -- Chinese exporters, faced with dwindling foreign orders amid global economic slowdown, are diverting their attention to domestic markets. At the ongoing Canton Fair, China's leading trade fair, businesses that canvass foreign buyers are also focusing on the local market as their customers in the Western nations are dragged into recession by the global credit crisis. Qiao Guan, board chairman of the Jiangsu Hotwind Sauna Equipment, said his company is planning to divert some of the business from abroad to the domestic market. The company's sales in the United States, which accounted for about 30 percent of its total exports, had dropped by more than 20 percent this year, Qiao said. He hoped the local sales could compensate the decreasing orders in the foreign market. "We have completed research on the domestic market, which shows some exported goods are affordable and have good sales prospects in the local market," he said. The Himin Solar Energy Group, based in east China's Shandong Province, produces solar water heaters that are sold both at home and abroad. Xue Xinwen, head of the firm's international trade department, said the company had been losing orders as some Western countries canceled subsidies on environment-friendly imports. "We have sent more staff to market our products to local infrastructure authorities and companies," he said. "Domestic consumption has been greatly boosted by a robustly growing economy, creating positive situations for exporters to go local," he said. But the readjustment can be difficult. Li Jianlan, a worker with Wanji Plumbing Materials Co. Ltd, based in Ningbo, said an exclusive exporter like her company lacked channels and brand loyalty in the domestic market. "These are two different kinds of markets, and it takes a lot of work to be familiar with the ways business is done with local buyers," she said. Some goods that are made for export are deemed too expensive for Chinese buyers.
