RIVERSIDE, Calif. – Authorities in California believe they’ve solved a 25-year-old cold case rape.The Riverside Police Department announced Friday that officers had apprehended 49-year-old Ralph Leslie Kroll in connection with the sexual assault of an 18-year-old woman in October 1995.Police say the victim was walking when she was attacked by a stranger, forced into a nearby apartment complex and assaulted.Investigative leads were exhausted and it remained a cold case until police say DNA evidence was able to identify Kroll as a suspect.After obtaining an arrest warrant for Kroll, police teamed up with the U.S. Marshals Service to locate and arrest him at his Eastvale home on Thursday. Kroll was then booked into the Robert Presley Detention Center on charges of rape by force, kidnapping, and the use of a deadly weapon by a sex offender. SACRAMENTO (KGTV) -- Summer of 2019 will see several new laws and taxes go into effect throughout the state. Among those new laws are increases to California's gas tax, new regulations on ammunition sales and a law requiring doctors to tell patients if placed on probation. See the list below for more: Senate Bill 1448 - Patient’s Right to Know ActStarting July 1, doctors will be required to notify patients if placed on probation for serious professional misconduct involving harm to patients. Misconduct doctors would need to tell their patients about includes sexual misconduct, drug abuse and criminal convictions. Prop 63. - Ammunition salesStarting July 1, new rules for purchasing bullets will go into effect. The new rules require background checks every time someone wants to purchase ammunition. The law is part of Proposition 63, which voters approved in 2016. A fee is also required for each transaction. Gas tax increaseBeginning July 1, 2019, California’s gas tax is set to rise again by nearly 6 cents per gallon. The increase comes as gas prices in some states could drop below per gallon by the end of the year, according to GasBuddy. Assembly Bill 748Also taking effect July 1 is Assembly Bill 748. The bill requires body camera video and audio of police shootings and use of force incidents to be released within 45 days of the event unless it would interfere with the investigation. 1416

SACRAMENTO, Calif. (KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

  

ROCHESTER, N.Y. — A statue of abolitionist Frederick Douglass has been ripped from its base in Rochester on the anniversary of one of his most famous speeches.Police say the statue of Douglass was taken from Maplewood Park and placed near the Genesee River gorge on Sunday.On July 5, 1852, Douglass gave the speech “What to the Slave is the Fourth of July” in Rochester. There was no indication the vandalism was timed to the anniversary.The park was a site on the Underground Railroad where Douglass and Harriet Tubman helped shuttle slaves to freedom.Leaders involved in the statue’s creation tell WROC that they believe the nation’s ongoing focus on race could have played a role in the vandalism.The project director of Re-energize the Legacy of Fredrick Douglass, Carvin Eison, questions whether the damage is some type of retaliation because of the calls to take down Confederate statues.WROC reports that the statue is one of 13 placed throughout Rochester in 2018, and it’s the second figure to be vandalized since then.The damaged statue has been taken for repairs. 1082

  

ROCHESTER, N.Y. (AP) — People putting their “I Voted” stickers on women’s suffrage leader Susan B. Anthony’s headstone will see something new this year: a plastic cover.Her headstone, in a cemetery in Rochester, New York, now has a shield to prevent further degradation to the marble from the stickers’ glue and the cleaners used to remove the stickers.The sticker trend became popular on Election Day 2016, when as many as 12,000 people visited the cemetery where Anthony is buried.A spring restoration effort had revealed the damage done to the marble marker.This year, WHAM reports that city officials have also marked off a pathway for visitor to follow so they don’t disrupt other gravesites. It’s one way and visitors are asked to maintain 6 feet of social distancing. 782
