SAN DIEGO (KGTV) — In response to a rise in coronavirus cases among San Diego State students, the campus said Wednesday it will move all its classes online for the next month.The school says it has recorded 64 confirmed and probable COVID-19 cases in students since the start of fall classes on Aug. 24, but that doesn't mean there is an outbreak on campus. Many of the cases have come from students living off-campus. The school says 15 cases out of 7,997 on-campus students have been reported since the start of the semester.A little more than 100 students are currently quarantined out of an abundance of caution, said Andrea Dooley, Associate Vice President for Student Affairs.One of the positive cases arrived in San Diego from out of state, according to County Medical Director Dr. Eric McDonald. The campus had been hosting about 200 classes in-person, many of which were lab classes that were determined to only be possible in person.Starting Sept. 3, all athletic events have also been paused for two weeks."We understand there may be some frustration with this decision ... the shift to the virtual space does not impact our students who are living on campus," said Luke Wood, Vice President for Student Affairs and Campus Diversity. Indoor access to the campus' library will also be restricted, but outdoor seating will remain open.Wood added that the rise in cases among students is expected when people from different backgrounds and locations are coming together."SDSU has been proactively prepared for this, really since, the spring and all through the summer with the onset of the pandemic," Wood said.RELATED: SDSU begins 2020-21 school year with mostly virtual classesWhen the school becomes aware that a student resident has tested positive or is exhibiting COVID-19 symptoms, an Assessment and Response Team is used to isolate the sick student and, if needed, close contacts are notified.Several campus apartments have been designated for isolating students when needed. For those isolated, a hygiene kit and food and meal delivery are provided by SDSU to those isolated students, Wood says.To address off-campus students testing positive, the school had banned fraternity events and instituted several policies to stop the spread of the coronavirus. Those policies include hiring security to patrol the campus after hours, document violations, and report to staff who handle disciplinary action. SAN DIEGO (KGTV) - Libraries across San Diego County adapted quickly during the coronavirus pandemic, offering digital options for people to continue reading, researching, and connecting with the community."It's hugely important," says Migell Acosta, the San Diego County Library System Director. "People need libraries for serious study and recreational reading and then their information needs.""We knew that our main services were going to be reference, picking up library material and connecting to our technology," adds Ady Huertas, the Supervising Librarian of Youth and Family Services for the City of San Diego. "Luckily, during this time, we've been able to maintain that service, and we're really happy that we're able to do that."Moving to digital services when the pandemic forced branches to close took some adjustments but ultimately proved successful.Libraries moved money in their budgets from buying physical books to buying ebooks so people could have more options to download. The County library system went from 2 million ebook downloads in 2019 to 3 million in 2020 and amassed the state's 2nd most extensive digital library.The City Library created a virtual hub on Facebook to connect with people through storytime, videos, and more. It quickly grew to more than 2,000 followers."We went from creating some basic programming daily to having multiple programs per day for all ages," says Huertas. "We have a schedule. We have storytimes, book clubs, book talks, crafts, stem, learning opportunities, and we even have mindfulness programs and other folks we collaborate to create the content."Both systems also gave out nearly 30,000 take-home summer reading kits to keep kids excited about literacy.The County sent magazines and paperback books to members of the homeless population living in shelters and hotels.Libraries also expanded their online learning options. The County's high school diploma program for people aged 19 and up graduated 25 people during the pandemic and currently has 100 more enrolled.They also offered access to Linda.com, an online learning library of "how-to" videos."I love YouTube like everybody else," says Acosta. "But these are classes that are more business skills, how to do a presentation, accounting skills, and then deep level computer skills."They've had several thousand hours' worths of videos already viewed on the service since they added the service.In the spring, libraries were able to add in-person pick up of books. Over the summer, they offered limited access for people to come into the branches.They also made it easier for people to become library customers by offering library cards with only a phone number or email address.To help address the equity gap, libraries also allowed people to check out computers and other devices. They also expanded wifi signals at the branches to have internet access for people sitting outside the library.Library officials say the new emphasis on digital has made them better libraries in the long run."Whenever there's a challenge to be met, and you step up to the challenge, personally or as an institution, you become better for from that experience," says Huertas. 3187

SAN DIEGO (KGTV) - It appears traffic along parts of Normal Street in Hillcrest will disappear for good, giving way to the Normal Street Promenade.City Councilmember Chris Ward says the city has signed on for the project as part of the Uptown Bikeways Project with SANDAG.The east side traffic lanes would stay but the lanes on the west side will be replaced by dedicated bike lanes and a pedestrian walkway along a two-block stretch from the Hillcrest Pride Flag to Lincoln Avenue."I'm excited.  Hillcrest is a close-knit community, and this will make it even more social," said Hillcrest resident Madison Layo."A great gathering space for everyone that people can rally around ... show a little pride," said Alex Craig, another Hillcrest resident.Ward says the public space can host events like the weekly farmer's market and Pride gatherings, along with events such as street fairs, movies and concerts.  The proposal also includes 70 extra parking spaces from Lincoln Avenue to Washington Street.  Supporters believe the project could also attract business activity to the area.The Uptown Community Parking District has allocated .8 million for the project.  Community outreach for the project will begin in early 2019 with construction expected to start in 2020. 1307
