SAN DIEGO (KGTV) — Sick and tired over school shootings, a Point Loma High School junior is trying to make change through one of his passions. He participated in Public Service Announcement contest, a collaboration between San Diego Crime Stoppers and the San Diego Unified School District Police Department. Students were required to create a PSA about an issue schools deal with, like bullying or substance abuse.Tim Fraher's 40-second PSA addressed school shootings, raising awareness about the ways it's easier to get a gun than a driver's license. He also wants people to take notice if a friend or classmate is getting bullied or seems depressed.Fraher says he wants people to take school shootings seriously."We need to do something. We can't just sit around and pray that it will go away because it won't. We need to actually get out there and actively reform and make changes so that this won't happen," said Fraher.Fraher won the competition, and his PSA will air on television in the San Diego region this June. "It felt good to know that the message will get across, that it will be out there," said Fraher. He hopes the 40-second message will encourage others to take a chance at making a change. 1216

SAN DIEGO (KGTV) — Several Californians are suing a state senator for blocking them on his Twitter page, a lawsuit which could impact how all members of the public are allowed to interact with their elected officials. The lawsuit alleges that Dr. Richard Pan (D-Sacramento) violated the rights of several people when he blocked them. Pan is the senator who wrote the 2015 California law that requires children to get vaccinated before going to school. Those who are suing Pan are advocates against vaccination. Pan and other lawmakers argue that people should not be allowed to post or comment what he considers to be false and misleading claims about the safety of vaccination on his page, which he says helps spread dangerous information.RELATED: DOJ to appeal ruling that Trump cannot block social media usersBut others argue that the social media pages of elected officials are public forums, therefore open to everyone with speech protected by the first amendment. Specifically, they accuse Pan of viewpoint discrimination.Earlier this year, a judge ruled in a case against President Donald Trump, who blocked several political opponents and was sued on similar grounds. But such a precedent could go beyond protecting the ability to post a point of view. San Diego Assemblymember Lorena Gonzalez-Fletcher put out several tweets on the issue Monday, suggesting that she should have the right to block people who post abusive, threatening and harassing messages.  1482

SAN DIEGO (KGTV) -- Several San Diegans are facing charges for reportedly participating in a college admissions scheme. One of the people accused in the scheme is Toby MacFarlane, who was a senior executive at an insurance company living in Del Mar, according to the indictment. According to the document, MacFarlane participated in the scheme by agreeing to use bribery to get his son and daughter into USC for soccer and basketball. RELATED: Actresses Felicity Huffman, Lori Loughlin charged in alleged college admissions scheme The documents show that MacFarlane reportedly paid an agency to fabricate a soccer profile for his daughter and a basketball profile for his son. MacFarlane reportedly paid 0,000 to various organizations for the admissions. His daughter attended the school from 2014 to 2018 when she graduated, according to the documents. His son attended the school from 2017 to 2018. MacFarlane is being charged with conspiracy to commit mail fraud and honest services mail fraud. The other San Diegan accused in the scheme is Elisabeth Kimmel, a former owner and president of a media company that owned KFMB. LIST: These are all the people charged in the alleged college cheating scamKimmel reportedly participated in the scheme by conspiring to use bribery to get her daughter into Georgetown as a tennis recruit and her son into USC as a track recruit for pole vaulting. Kimmel’s daughter attended Georgetown beginning in 2013 and graduated in 2017. According to the documents, Kimmel paid 0,000 to various organizations for the admissions. Kimmel is being charged with conspiracy to commit mail fraud and honest services mail fraud. Both Kimmel and MacFarlane were taken into custody in San Diego Tuesday morning. Actresses Felicity Huffman and Lori Loughlin were also charged in the nationwide conspiracy. Athletic coaches from Yale, Stanford, USC, Wake Forest and Georgetown, among others, are implicated in the case. The extensive case involved arrests in six states across the country, and accused the defendants of committing crimes between 2011 and 2019.Federal prosecutors said the scheme had two major pieces. In the first part, parents allegedly paid a for-profit college prep organization -- Southern California-based The Key -- to cheat on the SAT or ACT entrance exams by having others take the tests on behalf of students or correct their answers. Secondly, the organization allegedly bribed college coaches to help admit the students into college as recruited athletes, regardless of their actual ability, prosecutors said.CNN contributed to this report. 2604

SAN DIEGO (KGTV) -- SeaWorld San Diego is being allowed to reopen, but certain parts of the park will have to remain closed, a San Diego County spokesman said.A county spokesman told ABC 10News that the park is being allowed to reopen under California’s guidance for zoos.SeaWorld San Diego will be able to open its outdoor areas of the park, but indoor areas -- such as its aquariums -- and rides will not be open to guests under the specific zoo guidance.Under the zoo guidance, the park will have to post a Safe Reopening Plan like other businesses. It remains unknown when the park will officially reopen; SeaWorld San Diego officials did not immediately respond to ABC 10News’ request for comment. The park has been closed since March due to the coronavirus pandemic. The park's website states that for season passholders, tickets will be extended as long as the closure lasted. The company’s most recent earnings report revealed troubling numbers from the second quarter and first six months of 2020, including revenue down 96 percent compared to the same time last year.Parents around San Diego said the news is a welcome sign after a summer of closures. Raquel Cusi said her four kids ask when they can go back to SeaWorld on a daily basis."For me I feel like I’ve been born and raised in San Diego, SeaWorld is a staple, and the fact that we can’t be there is sad, so I think it’ll be really awesome for San Diego families," said Cusi.Claudia Harris is a mom of three and said her kids love going to see the killer whales. In a zoom call, the kids all shared their excitement."I’m so excited to watch the killer whale show because the whales are so cool," said her son, while holding a whale toy.SeaWorld is joining the San Diego Zoo and the USS Midway in partial reopenings, but a LEGOLAND spokesperson said they have not been told when that park will reopen. LEGOLAND General Manager Kurt Stocks said, in a statement, “LEGOLAND California Resort is ready and eager to open once the state and county guidelines are given. All health and safety guidelines that have been approved for other San Diego attractions can easily be observed at our Park even if it means closing the very few indoor attractions.” 2219

SAN DIEGO (KGTV) -- Since March, a UC San Diego health care professional said fake products promoted to cure or prevent COVID-19 have surged. Amid the rollout of coronavirus shots, their focus is now to prevent people from buying vaccines advertised as the real thing.Dr. Timothy Mackey, an associate professor of Anesthesiology and Global Public Health at UC San Diego, said scammers are taking advantage of consumers seeking COVID-19 vaccines because there's a need, but not enough supply."We first saw herbal and nutritional supplements because people were trying to avoid the disease, then a bunch of testing kits we saw when people didn't have access to testing kits,” said Mackey. And now, he said people browsing the web will see advertisements promoting fake COVID-19 vaccines."You cannot get any vaccine on the internet. If you're seeing a post that says you can buy it right away, it's not the real vaccine,” said Mackey. He said falling into a trap could cause serious harm to yourself and others."Middle ground you get sterilized water, and it doesn't work. Then, you go out and risk transmission to others,” Mackey said.Secondly, he said you'd get ripped off and risk having your credit card information and identity stolen. And third, "You get a product that's spoiled or a needle not sterile, and you get another disease or something that's toxic for your body."Mackey said the bottom line is the vaccine will not be available online anytime soon."The vaccine will only be available in registered healthcare facilities and only a few that are specifically validated to distribute the vaccine. It'll be a slow roll out,” said Mackey. If you're looking for official information regarding vaccine distributions, he said your best bet is visiting government sites that end with ".gov"."The internet seems like a quick fix but it's not for vaccines. Vaccines are highly regulated and controlled. Please wait and they will come but don't make the mistake of buying online." 1987
