SAN DIEGO (KGTV) — An elderly Army veteran is warning others after he was brutally attacked while riding his mobility scooter in North Park.Around 3:30 p.m. Tuesday, 81-year-old Phil Severns was headed to a grocery store on the scooter when it happened."I just felt a sharp blow on the right side of my head. It almost knocked me out ... My glasses came off and were broken,  and my head hurt terribly," said Severns.Severns says he turned around and saw two concerned women who described his attacker. He looked and saw a man on the run a block away, described as a black man in his mid-20s with long hair, a lean build, and blue shirt and shorts.MAP: Track crime happening in your neighborhoodAt that moment, Severns says he kept thinking that he had to find out who did it. Severns decided to go after him, following him into a nearby CVS Pharmacy parking lot, where he found the man swinging a sock that appeared to be filled with rocks."Confronted him and asked him why he hit me," said Severns.The answer? A claim that Severns had hit him first, which Severns calls untrue. Before the man took off, there was more odd behavior.    "Just walking in circles and waving that sock," said Severns.It appears he wasn't done. Across the street at Walgreens, managers tell 10News they believe the same homeless man punched a clerk an hour later, the second such altercation with the man in the past year. It's a revelation that makes Severns more fearful."He's dangerous and acting crazy. SAN DIEGO (KGTV) - A thief struck an ugly chord with residents in a Del Cerro neighborhood, after zeroing in on a porch and warming up his pipes.    Just off College Avenue, Katherine - who asked us not to reveal her full name - says the first feeling was confusion when she and her husband returned home from Julian on Saturday night.  On their porch, the couple says they found an opened letter addressed to a man in El Cajon. When they looked at the surveillance video, they saw him:  a casually dressed man pulls up in a pickup truck.            "He is holding the letter so he has a plan, a story if anybody stops him," said Katherine.On the video, the man heads right for the package at the front door and swipes it.  He throws the package in the truck, tosses the letter and as gets back into the truck, he appears to belt out a note.  As he backs out of the driveway, he keeps on singing."The singing clearly shows he's completely comfortable, really cocky...just going to his next gig.  I think it's his weekend job," said Katherine.Katherine can't help but smile about the likely sour note he experienced once he looked inside and found - a dog brush and mug.  Now she's hoping the video will lead to an arrest."He's clearly done this before.  No doubt he's out doing this again," said Katherine. 1414

SAN DIEGO (KGTV) - A strong series of earthquakes struck Baja California Monday morning, but was felt throughout San Diego, according to United States Geological Survey data.The first tremor,was reported at 8:09 a.m. and was centered in San Vicente, Mexico -- about 93 miles south of San Diego, according to the USGS. The quake registered 4.4-magnitude.The jolt was followed by two more in quick succession at 8:30 a.m. and 8:31 a.m., both registering 5.2- and 5.1-magnitude respectively, USGS reported.No known injuries or damage have been reported.Various people reported feeling the quake all over Southern California, including numerous locations in San Diego, some as far north as Escondido and east in El Centro. 727

SAN DIEGO (KGTV) - Amid sky high gas prices and commuting headaches, more San Diego commuters are turning to telecommuting.Like many, Maria Parra's day at work begins with a cup of coffee.  The difference is her coffee is brewed in the kitchen at her City Heights home, feet away from her office.  Parra, who does coding for Sharp Health, started telecommuting in 2010."It only took me about a week to realize how great a situation it was," said Parra.RELATED: How to convince your employer to allow you to telecommuteParra says she saves thousands every year in commuting costs, from gas to wear and tear on her car.   Gone are those rush hour headaches."The time you are saving and the stress you are alleviating is great," said Parra.According to SANDAG, the average San Diegan spends the equivalent of 22 work days every year commuting to work. SAN DIEGO (KGTV) -- An official with the Encinitas Union School District confirmed Sunday a presumptive positive case of COVID-19.In a release sent to families of the district, Superintendent Andree Grey said "individual at Olivenhain Pioneer Elementary" tested positive. Grey could not provide further details citing privacy restrictions."I understand that it can be disconcerting to not have specific information surrounding the individual, however, it is important that we respect the privacy of our students and staff. In situations with infectious diseases, we are required to follow the direction of the Center for Disease Control, California Department of Health, and the San Diego County Health and Human Services Agency (HHSA). This includes following procedures related to HIPAA and privacy standards. I understand that it can be disconcerting to not have specific information surrounding the individual, however, it is important that we respect the privacy of our students and staff. At the same time, we want to provide you with as much information as possible. The San Diego County Department of Health and Human Services is currently in the process of investigating and the individual is in home isolation and being monitored. EUSD is notifying individuals who may have been exposed and asking them to self-quarantine. Coronaviruses are a large group of viruses that are common among animals and humans. This novel coronavirus that causes COVID-19 is a newly discovered coronavirus causing respiratory illness that has not been previously detected in animals or humans. The source of this virus is not yet known. Symptoms can include fever, cough and shortness of breath and can appear 2-14 days from exposure. Due to the way the COVID-19 virus is spread, per current protocol (directed by the Centers for Disease Control), HHSA suggests we consider all of us as being potentially exposed. Anyone who is ill should stay home except to get medical care. If you are ill, it is recommended you separate from others in the home, wear a face mask, cover cough and sneezes, clean hands and surfaces often, and avoid sharing personal items. It is important to monitor symptoms for potential worsening including shortness of breath. It should be emphasized that anyone experiencing symptoms should self-isolate and contact your doctor. We recognize and understand how concerning this information is. We will continue to monitor the situation and update you as we have additional information.
