SAN DIEGO (CNS) - The San Diego City Council unanimously voted Monday to amend the Mission Bay Park Master Plan to add a large fenced-in, off-leash dog park to the southwest corner of Fiesta Island. The council considered two options to update Fiesta Island's southwest section, which is partially undeveloped. The plan dubbed ``option A'' would have reserved much of the area for a smaller fenced-in, off-leash dog park while also including a launching area for non-motorized boats, a road extension through the park and a dedicated swimming beach. Option B, which the council chose to adopt, will allocate almost all of the southwest area as a fenced-in dog park with adjacent parking spaces and walking trails surrounding it. The dog park, parking and walking trails will span roughly 470 acres, according to the city. City officials developed the amendment options to the Mission Bay Park Master Plan for roughly two years. The vast majority of public speakers at the council meeting voiced their support for option B, arguing it will preserve existing habitats and serve as the only off-leash dog area in Mission Bay Park. ``I'm a strong supporter of everything we can do to keep Fiesta Island in its most natural form,'' said City Councilwoman Jennifer Campbell. ``Preservation of open space is so very, very important.'' In addition to support for the dog park, option B's supporters argued it would cost less than option A because the city would not have to make significant modifications to the area such as adding a paved road through the park. City Councilman Scott Sherman suggested the city should look into designating the South Shores boat launching area as a launching port for non- motorized boats as well in an effort to appease non-motorized boat owners. South Shores, located across the bay from the south end of Fiesta Island, is used sparingly by boat and watercraft owners and includes all of the amenities that option A would have added to Fiesta Island. City officials told Sherman they would start the process to modify South Shores' usage. ``South Shores is incredibly underutilized and we spent a whole bunch of money building that thing in the first place,'' Sherman said. ``It would be really nice to see more utilization of that spot.'' 2275

SAN DIEGO (CNS) - San Diego Loyal SC will play at Torero Stadium at the University of San Diego for the first time in more than four months tonight when they face LA Galaxy II.Like most sporting events around the world, fans will be barred from attending the USL Championship Division II men's soccer game under public health directives prohibiting public events and gatherings because of the coronavirus pandemic.SD Loyal (2-0-1) resumed their inaugural season July 11 with a 1-0 victory over Real Monarchs SLC in Sandy, Utah with defender Grant Stoneman heading in a corner kick by Jack Metcalf in the 17th minute and Jon Kempin making two saves for the shutout.Stoneman was selected for the league's Team of the Week by the USL National Media Panel, which is made up of representatives from each media market in the league, for completing 90 of 97 passes, winning three of four duels and registering two clearances in addition to his first goal in the league.LA Galaxy II, the reserves team of the Los Angeles Galaxy of Major League Soccer, lost to Phoenix Rising FC, 4-0, July 11 as it resumed play, dropping to 1-1-0.In their lone regular-season game at Torero Stadium, SD Loyal drew a capacity crowd announced at 6,100 for their 1-1 tie with the Las Vegas Lights March 7.The 7 p.m. game will be televised by The CW San Diego and the Spanish-language cable network ESPN Deportes. 1392

SAN DIEGO (CNS) - San Diego City Attorney Mara Elliott announced today that the city will use a 5,850 grant to fund a team of specialized prosecutors to handle cases involving drug-impaired drivers. The City Attorney's Office will use the renewed Drug DUI Prosecution Grant to handle cases of both drug-impaired and drug/alcohol-impaired driving, from arrest through conviction and sentencing. The state Office of Traffic Safety administers the grant from the National Highway Traffic Safety Administration."Driving under the influence of drugs can have devastating effects on San Diego drivers and their families," Elliott said. "Our city continues to see DUI cases involving the misuse of prescription drugs, marijuana and illegal drugs, often in combination with alcohol. This grant allows our highly specialized prosecution team to work closely with law enforcement to hold accountable those who endanger our community."Specialized prosecutors working under the previous grant from Oct. 1, 2017, to Sept. 30 of this year filed 228 misdemeanor cases of drug-impaired and drug/alcohol-impaired driving while the City Attorney's Office filed a total of 3,110 impaired driving cases during that time. The office has received grant funding for drug DUI prosecutions since the fall of 2014.Officials warn that use of prescription drugs and/or marijuana, especially in conjunction with alcohol use, can lead to a DUI arrest and conviction. San Diego County saw a total of 90 deaths and 2,364 serious injuries due to DUI crashes in 2015."Driving under the influence is a crime that will not be tolerated," said Office of Traffic Safety Director Rhonda Craft. "Funding the prosecution of individuals who put lives at risk is one of many ways we are working to educate the public on the dangers and consequences of driving under the influence." 1848

SAN DIEGO (CNS) - San Diego Mesa College announced Friday the opening of its on-campus support center for current and former foster youth. The Fostering Academic Success and Transitions Center opened Thursday, coinciding with Mesa College's first week of classes in the fall 2019 semester. The FAST Center offers services such as tutoring, computer access and a food pantry and will serve as a gathering space for youth who have gone through the foster care system."The number one goal we had in creating this program was to make it extremely difficult to NOT be successful," FAST Scholars Program Coordinator Sade Burrell said. "The center is a place for students to get the resources they need, whether that includes counseling, tutoring, food, child care, emergency housing and any other need unique to their situation."Mesa College is the first community college in San Diego County to open an on-campus support center for students in the foster system. Currently, only about one-in-10 foster youth graduate from college and one-third of former foster youth are homeless by age 25. College officials hope the FAST Center will help quell those numbers for students in San Diego."What this center does is say, we see our foster youth. We see their experiences. We see the unique contributions that they bring to the campus; that we understand the many challenges or systemic barriers that are often placed in their way," said Ashanti Hands, the college's vice president of student services. "The message we want our students to hear is: Bring your full self."The FAST Center will be open 8 a.m. to 6 p.m. Monday through Thursday and from 8 a.m. to 3 p.m. on Fridays. The FAST Center can be reached at 619-388- 5895. 1724

SAN DIEGO (CNS) - San Diego Loyal SC is scheduled to resume play Saturday evening, facing Sacramento Republic FC at Torero Stadium three days after both teams had games postponed because of positive coronavirus tests by LA Galaxy II.SD Loyal's game Wednesday against LA Galaxy II at Dignity Health Sports Park in Carson was postponed after individuals scheduled to be involved in the game tested positive for COVID-19 as part of weekly routine testing, USL Championship announced. The individuals were immediately isolated at home, demonstrating no symptoms, and in good spirits under the care of team physicians, according to the league. All league, local and state health and wellness protocols were being followed, the league reported.USL Championship also postponed Wednesday's Republic FC-Orange County SC game scheduled for Sacramento after the league was notified of a positive COVID-19 test result from a "previous opponent."Republic FC lost to LA Galaxy II, 1-0, last Saturday.USL Championship announced on Thursday that 11 "covered persons" with LA Galaxy II had tested positive in testing conducted Tuesday.USL health and safety protocols require all covered persons to undergo weekly testing. All tests for LA Galaxy II before Tuesday had been negative, according to the league."There are a lot of adjectives to describe the last 24 hours, certainly wild, crazy," SD Loyal coach Landon Donovan said on Thursday. The team has not had a positive test result, Donovan said.Like most other sporting events around the world, fans will be barred from the Division II men's soccer game under public health directives prohibiting public events and gatherings because of the coronavirus pandemic. The 7 p.m. game will be televised by The CW San Diego and ESPN+. 1970
