The Trump administration is waiving federal contracting laws to speed construction of a U.S.-Mexico border wall, moving the president closer to fulfilling a signature campaign promise in an election year but sparking criticism about potential for fraud, waste and abuse. The Department of Homeland Security said Tuesday it'll allow 177 miles of wall to be built faster in California, Arizona, New Mexico and Texas. A 2005 law gives the Homeland Security secretary sweeping powers to waive laws to expedite border barrier construction. Last week, the Trump administration announced that .8 billion in funds appropriated by Congress earmarked for defense projects would be diverted toward funding the border wall. Nearly .5 billion of those funds were intended for projects earmarked for the National Guard, while the rest was intended to be spent on replacing aircrafts and ships. 896

The United States Army wants more soldiers. Last year, the recruitment goal was gaining 76,500 new recruits. The Army didn’t make that mission, enlisting only about 70,000 soldiers. This year, the recruitment goal is getting 68,000 new pairs of boots on the ground. Finding qualified candidates, however, isn’t what it used to be. “Ten years ago, it was pretty easy to find qualified individuals,” says U.S. Army Sgt. First Class Robert Dodge. “In the last couple years, it’s gone down.”In an attempt to help with recruiting, the US Army is trying something brand new this year: it built a gaming trailer on an 18-wheeler that will be taken across the country with the idea of getting more young people interested in joining the military through video games. “It is a way to attract a younger audience,” Sgt. Dodge says. “Sixty percent of Americans have some sort of gaming console.”Sgt. Dodge says 71 percent of Americans between the ages of 17 and 24 do not qualify to for military service. The reasons range from drug history to health problems with obesity being the number one disqualifier.Now, recruiters are shifting gears and setting their sights on a new pool of potential soldiers: gamers.“We’re looking for that 17 to 24 year old and we’re looking for the best and the brightest that America has to offer,” Sgt. Dodge says.So far, this tactic appears to be raising some interest in attracting potential soldiers.At 20 years old, Adrian Bugarin is in the age range the military is looking for.“Definitely something to think about, especially with this, because I want to get into computer science, too,” he says. “I know they do stuff with college. The Supreme Court won't upend the conviction of a Massachusetts woman who sent her boyfriend text messages urging him to kill himself. Michelle Carter is serving a 15-month sentence after being convicted of involuntary manslaughter in the 2014 death of her boyfriend, Conrad Roy III. Despite the ruling, law enforcement in Massachusetts said that Carter will be released next week.A judge determined that Carter, who was 17, caused the death of the 18-year-old Roy when she ordered him in a phone call to get back in his carbon monoxide-filled truck that he'd parked in a Kmart parking lot. Carter's case has garnered national attention and sparked legislative proposals in Massachusetts to criminalize suicide coercion. The University of Florida's band director says he was attacked Saturday night after the school's football game against the University of Miami in Orlando.The band was marching in uniform from the stadium to its buses following the game when a female Miami fan tried to cross the line of band students, University of Florida spokesman Steve Orlando told CNN, based on the director's account.That's when the band director, Jay Watkins, said he put his arm out to stop her and when he did, another person grabbed him from behind in a choke hold and threw him to the pavement, Orlando said."Jay suffered bumps and scrapes to his head and elbow," Orlando said. The director was doing "OK" Sunday, the spokesman added.No students were injured and a report has been filed with the Orlando Police Department, Orlando said, but no arrests have been made.Orlando police told CNN affiliate 890

  

Transportation Security Administration (TSA) employees are one group who are expected to work without pay during the shutdown. Now, some of them have been choosing not to come in by calling in sick. Brian Turner, a TSA agent, and his wife are new parents. Thanks to the government shutdown, Turner has no idea when he'll get his next paycheck, and the couple is worried they could run out of money by the end of the month. “We are a paycheck to paycheck family, in the reality of it,” Turner says. “So, we do depend on that constant income.” Turner is considered an essential employee, so he still has to work even though he's not currently getting paid.“When you don't have a paycheck coming in and you don't have a guaranteed source of income when you thought you did, it's disheartening and it kind of makes you feel a little panicked,” he says.For some TSA agents, the shutdown is taking its toll. A growing number of agents are now calling out sick to work other places or to find new jobs. Safety and long lines could become another concern if the shutdown continues. “Poor morale or other issues that could affect the TSA because of the shutdown and not getting paid, that could have some sort of intangible effect on how well they're doing their jobs,” says David Inserra, with the Heritage Foundation. “People are people, and if you're not getting paid, if you're upset, you're probably not going to be doing as good of a job as you otherwise would.” For now, Turner is still going to work. He hopes Congress and President Trump do the same and find a shutdown solution. “You feel hopeless and you feel helpless,” Turner expresses. “I'm not in Washington. I don't have the influence these people of power have, and we rely on them. We elect them to these positions to get a job done.” 1807
