SAN DIEGO (AP) — A former U.S. Navy sailor who was attached to a U.S. Navy SEAL platoon says the 2019 deployment to Iraq was marred by drinking and sexual misconduct. Colleen Grace is the first to give an in-depth view of what led up to an entire SEAL platoon being withdrawn from Iraq following a Fourth of July barbecue and the alleged sexual assault of a sailor. Grace detailed what she witnessed that night and described other misconduct. Special Warfare Operator First Class Adel A. Enayat was charged with sexual assault. He denies any wrongdoing. The AP initially withheld his name because he filed a counter complaint saying the sailor raped him. The Naval Criminal Investigative Service said Friday it has closed that investigation because he did not cooperate. 778

SAN DIEGO (AP) — A federal judge has temporarily lifted a visa ban on a large number of work permits, undercutting a measure that the Trump administration says will protect American jobs in a pandemic-wracked economy. Judge Jeffrey White in Oakland, Calif., a George W. Bush appointee, says President Donald Trump likely acted outside the bounds of his authority. The preliminary injunction applies to hundreds of thousands of members of organizations that sued the administration — the U.S. Chamber of Commerce, National Association of Manufacturers, National Retail Federation, technology industry group TechNet and Intrax Inc., which sponsors cultural exchanges.White said his order didn’t extend beyond those groups but noted they are comprised of “hundreds of thousands of American businesses of all sizes from a cross-section of economic sectors,” including Microsoft Corp. and Amazon.com Inc. 907

SAN DIEGO (CNS) - A COVID-19 vaccine trial sponsored by drugmaker Johnson & Johnson is slated to get underway soon in San Diego, and will include an estimated 2,000 participants at UC San Diego Health, it was announced Thursday.Up to 60,000 participants will be recruited from 10 different countries around the world as the San Diego portion of the trial, dubbed ENSEMBLE, gets underway Oct. 7, according to UCSD.The efficacy, safety and immunogenicity of the drug Ad.26-COV2.S will be tested via a randomized, double-blind, placebo-controlled study, in which half of the participants receive a single-dose injection of the vaccine and the other half receive a placebo. All participants -- who must be 18 years of age or older and in reasonably good health -- will be monitored for signs of infection and COVID-19 over the next two years, according to UCSD.Researchers are particularly interested in recruiting participants at increased risk of SARS-CoV-2 infection due to where they live, their age or personal circumstances, such as working in essential jobs like first responders, health care, maintenance, construction, grocery stores or assisted living facilities. The San Diego trial will also emphasize participation from the region's underserved communities, as communities of color have shown higher rates of COVID-19-related hospitalization and/or death.UCSD cited data from the county showing measurably higher infection rates in the South Bay, including in Chula Vista, Imperial Beach and National City.Susan Little, professor of medicine at UC San Diego School of Medicine and principal investigator of the UC San Diego trial, said, "Many communities of color are experiencing higher rates of hospitalization related to COVID-19 than are observed in white, non-Hispanic people. It is important that these communities are represented in COVID-19 vaccine clinical trials so that we understand if the vaccine will work well within these groups."For more information about participating in the trial at UC San Diego, go to www.covidvaccinesd.com or call 619-742-0433. 2087

SAN DIEGO  – The affidavit accusing San Diego County Congressman Duncan Hunter and his wife, Margaret, of prohibited use of campaign contributions provides shocking details about how the couple allegedly spent the money and covered it up.The grand jury's indictment accused Hunter and his wife of misusing campaign funds on everything from vacations to tequila shots at a restaurant. The affidavit says the Hunters made purchases with campaign funds including more than ,000 for a family trip to Italy, more than ,300 for purchases at Costco, and more than ,000 for airline tickets and hotel rooms for their family and friends.Numerous alleged charges also cover amounts in the hundreds at grocery and retail stores and restaurants, including one charge in 2015 at Disneyland totaling 9.44 for Minnie Mouse Ear headbands and apparel, and another in 2016 for "30 tequila shots and one steak" totaling 2.46 at a restaurant. 983

SAN DIEGO -- Chris Fonseca is beginning the new year with a search for a new place to rent."It's a little scary," he says. Hard to blame him for feeling that way. Fonseca says he lucked out and found a unit in an aging building in Hillcrest for just 0 a month. That building is now up for redevelopment, meaning he and his neighbors have to find a new home, in a county where the average rent is north of ,900 a month. "A couple other friends have been looking for places this year and the prices are much, much higher than anticipated," Fonseca says.Higher rents weren't the only headwinds facing San Diegans in 2018. The record summer heat played a part - leading to some electric bills at 0 or higher. More than 100 thousand San Diego households hit the new state-mandated high usage charge, which San Diego Gas and Electric says added about to the typical bill. Earlier in December, SDG&E formally asked the state Public Utilities Commission to remove that charge. A spokeswoman for the CPUC did not immediately respond to requests for comment. Also in 2018, a city audit found that nearly 3,000 families were incorrectly charged for water, largely due to human error. The department is now undergoing major reforms, which should make billing more accurate - and help residents with questions or disputes get through to customer service faster. In addition to the rising rents, the median price for a home rose 4.6 percent over the year to 5,000, CoreLogic reports. 1497
