SAN DIEGO (KGTV) — Santa Ana winds have fueled the most destructive wildfires in San Diego’s history, including the Cedar Fire in 2003 and the Witch Creek Fire in 2007.But why do Santa Anas form and what makes them so effective at spreading fire?Typically, during the day, San Diego’s winds blow from the ocean to the shore. These onshore winds tend to carry a lot of water vapor.However, Santa Ana winds blow the opposite direction, from the east to the west, and they have all the ingredients fires need to spread.“Strong winds,” said National Weather Service San Diego meteorologist Philip Gonsalves. “They’re typically very dry, and we usually end up with warmer conditions.”Strong. Dry. Hot. A fourth key factor elevating the fire danger is the timing of this wind pattern.“They typically occur in the fall, which is that time of the year when the fuel moistures are very low, and so the fuels are primed for ignition,” Gonsalves said.Winds flow from areas of high pressure to areas of low pressure. Santa Anas form when there is high pressure over the Great Basin, located in Nevada and parts of Utah, and low pressure over Southern California.The winds are coming from the desert, but that’s not why they’re hot. They are hot for the same reason that air coming out of a bicycle pump is hot, Gonsalves said. It’s because the air is getting compressed.As the winds flow west out of the Great Basin, they travel over mountains. At high elevations, the air is very cool, but as the winds move downslope into lower elevations where the pressure is higher, the air gets compressed. That compression rapidly drives up the temperature in what’s called the Adiabatic Process.This process also dries out the air, and dry air can heat up much faster.As the winds move downslope, they pass over ridges and through canyons, which act like funnels, speeding up the winds.Santa Ana winds can pop up any time the Great Basin is cooler than Southern California, typically from September to May. But peak season is considered to be October.The Santa Ana event on Tuesday is falling a little before the peak season because of the positioning of highs and lows in the Northern Hemisphere, Gonsalves said, but the end result is the same: strong, dry, warm winds and extreme fire danger. 2281

SAN DIEGO (KGTV) - San Diego Unified is fast-tracking several security-related upgrades on several schools.The first upgrade started this week at Miramar Ranch Elementary school, where a new, taller perimeter fence was installed.The district made the decision last week to prioritize roughly -million worth of projects.  They will be paid for by a voter-approved bond measure. The plans were already on the district's to-do list, but they now moved up the schedule.A district spokeswoman says it is in response to the climate plaguing classrooms across America, where school safety and security are front and center.  Campus security has been under heavy scrutiny following the mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida.“Of course we are worried about school security in the wake of all the shootings,” Diane Hunter, a Miramar Ranch Elementary parent said,  “It’s a naughty problem because we want to balance logistics and ease of access for parents and volunteers, but we also want our kids to be safe.  So I’m glad that the school is taking a look at it and making improvements."The list of projects includes adding and upgrading things like fences, door locks and gate, visitor access control, site radios and security cameras.A timeline for the projects in the individual schools was not readily available.  1380

SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements. The DMV says toll evasion costs local governments as much as million per year. 1256

SAN DIEGO (KGTV) - Students at the Art Institute of California in San Diego say they feel betrayed by the institution after learning it's likely shutting down. They were notified Wednesday that if the school isn't squired by a buyer it will shut down on Friday, March 8.“We could see the cracks in the walls when a lot of the department heads were let go and they had one person running all the programs," said Tom Aleo, who studies game art and design. Aleo had just one quarter left before graduation. He says despite problems in the last year they were hoping for the best. "The emotions here are all over the place; shocked, confused, depressed," said Aleo. In July the Art Institute in Mission Valley stopped enrolling new students. And this week court documents revealed the company which operates the school, Argosy University, is accused of misusing millions of federal dollars.Students are frustrated they only got two days of warning that the school was closing, and are now scrambling to figure out their options. SAN DIEGO (KGTV) - Several San Diego families got their loved ones home in time for the holidays.The Crew of the Future USS Tulsa arrived in San Diego Wednesday.  The ship is a brand new littoral combat ship that completed its maiden voyage from the Austal Shipyard in Mobile Alabama.The crew, from San Diego, had been gone for eight months. Before arriving in San Diego, the ship made several port calls and completed a successful transit through the Panama Canal.The ship’s commissioning ceremony is scheduled for Feb. 16, 2019, in San Francisco.  That is when the vessel will officially join the fleet. 628
