SAN DIEGO (KGTV) -- About 40 demonstrators aired grievances Tuesday at the last San Diego City Council meeting of 2019, although not explicitly in the spirit of Festivus.The protesters, largely from the Racial Justice Coalition of San Diego, highlighted a range of concerns including homelessness, affordable housing, police tactics, smart street lights, racial bias and more. Much of the demonstrators’ criticism was aimed directly at Mayor Kevin Faulconer, who is entering his final year in office and was not in council chambers Tuesday morning. Last April, San Diego’s Regional Task Force on the Homeless Point-In-Time Count survey put the county's homeless population total at 8,102, with 4,476 unsheltered people and 3,626 sheltered people in the county.RELATED: City Council passes controversial affordable housing planSince the count, downtown tent shelters and overnight parking lots have been established to help address the issue.In October, the city council unanimously approved a 10-year, .9-billion plan to address homelessness through a series of initiatives. Plans include making more than 5,400 housing units available for homeless residents, providing more housing assistance services, and creating a leadership council. The city's plan also adopts three-year goals to halve San Diego's unsheltered homeless population and eliminate homelessness among youth and military veterans. 1925

SAN DIEGO (KGTV) -- A winter storm warning has been issued for the mountains in San Diego County ahead of a strong winter storm expected to move in Monday night.The winter storm warning goes into effect from 7 p.m. Monday to 10 p.m. Tuesday.Snow accumulations are expected to be anywhere between six to 12 inches with difficult travel conditions expected, warned the National Weather Service.More than a foot of snow is expected above 6000 feet with accumulation between 4000 and 6000 feet expected to be four to eight inches and accumulations between 3000 to 4000 feet expected to be between two and four inches.The National Weather Service also said snow is expected to fall to 2000 to 2500 feet Tuesday.  RELATED: Ski Reports | Today's Forecast | Traffic conditions | Strong winds, light snow hit Laguna Mountains In addition to heavy snow, winds could top out at 50 miles per hour.The San Diego County Sheriff’s Department says mountain residents should be prepared for crowds as families from low-lying areas travel to snow-packed mountains.Area businesses also say they typically see an influx in visitors during snowy periods.An employee with the Julian Lodge Bed and Breakfast says visitors usually come from San Diego, North County, Los Angeles and that the lodge has even hosted visitors from as far away as China and Japan.In San Diego, 280 beds are being made available downtown as cold winter temperatures are set to swiftly fall over the county after sunset.Father Joe’s Village will house 250 people at its building on 1501 Imperial Avenue. Check-ins will also be made available throughout the night with meals also being provided.As many as 30 others will be sheltered at the PATH San Diego/Connections Housing Shelter at 1250 Sixth Avenue. SAN DIEGO (KGTV) - Across the county, doorbell camera video has caught 'grinches' behaving badly."Upsetting and makes me feel violated," said Catherine Butler, who lives on Palm Avenue in La Mesa.When Butler woke up Wednesday morning, she came upon a mess outside her home. A wreath hanging on the side of her home was on the ground. A lighted garland was cut and left in her yard. She found a string of cut-up Christmas lights near the sidewalk.RELATED: How to stop porch pirates from stealing your packages around the holidays"It makes me mad. It's not right and it's very grinchy," said Butler.Surveillance video reveals the culprit: a man walking barefoot on her patio railing, yanking down her lights. "I put up things because it's fun to be in the season. To have something negative happen, it just feels really personal," said Butler. Butler is hardly the only one feeling that way. There have been a plethora of videos posted this week of package thieves throughout the county, likely targeting Christmas presents. In Chula Vista, a video posted on the Neighbors App by Ring shows a man wrangling a large holiday wreath off a front door. In the post, the homeowner says the wreath had been put up for the last 15 years.In another post from Spring Valley, a person seen walking away from a home and into a waiting car took a Mickey Mouse projector light. Sometimes, a grinch can be dangerous. Part of their living window was shattered, as their children were inside watching 'The Polar Express."Ring videos show several grinches in a neighborhood in Del Sur, but these thieves had a change of heart. Teens are seen nabbing a 0 projector light. The victim posted the video on social media Wednesday and hours later, a teen was recorded dropping it off on the front doorstep. 2075

  

SAN DIEGO (KGTV) -- An online petition is growing among San Diego State University students who feel they should be partially reimbursed for tuition and other campus fees because of the pandemic. SDSU senior Kelsey Santin created the petition on Change.org Monday night. Since then, the petition has received over 3,000 signatures. Santin argues that since the way of learning has changed, so should the amount they have to pay. She also says they're paying for campus fees for services they aren't able to access on campus. SDSU started the school year with limited in-person classes and returned to all online learning after hundreds of students tested positive for COVID-19.ABC 10News reached out to SDSU for comment and a spokesperson referred us to the CSU System. A spokesperson from CSU says the money for tuition covers instruction, which students are still receiving online. Campus-based mandatory fees for things like the health center and advising are still available in a virtual format. Other mandatory fees, the spokesperson says, are fees that fund facilities that are often of a result of student referendums voted and approved by students, for things like construction or renovation of a facility. Still, students argue, they should be reimbursed some of their money, since the learning isn't the same as to what it was before the pandemic. To read the full petition click here. 1403
