SAN DIEGO (CNS) - More than 28,000 defaulted bills were sent out to San Diego County taxpayers this week, but the county's treasurer announced Tuesday that his office is offering penalty relief."We know many of the late bills are due to COVID-19, and we want our taxpayers to know there could be relief," Treasurer-Tax Collector Dan McAllister said. "They may qualify to have their penalties waived if they file for a COVID-19 cancellation request. Our customers must provide documentation as evidence to show how the pandemic impacted their ability to pay their second installment by April 10."The 28,623 defaulted bills McAllister's office sent out went to property taxpayers who failed to pay all their 2019-20 property taxes."We're sending 6,195 more defaulted bills than we sent last year," he said. "We expected to see an increase in tax defaults due to COVID-19's impact on the San Diego economy and workforce."The defaulted bills total over 7 million; last year, million in defaulted taxes was due.The deadline to pay the 2019-20 annual tax bill was June 30. Beginning July 1, late bills will incur a 1.5% penalty each month -- 18% each year -- until they are paid. That is on top of the 10% penalty added for each late installment.Taxpayers who have submitted a COVID-19 penalty cancellation request and have not heard back from the Treasurer-Tax Collector yet will receive a response in the mail. SAN DIEGO (CNS) - A transient who allegedly overpowered a woman in the East Village, dragged her into some bushes and sexually assaulted her before running away pleaded not guilty Tuesday to three felony charges, including assault with intent to commit rape.Gary Ryan Cushinberry, 51, who is on felony probation for robbery and failing to appear in court, was ordered held without bail.Late on the evening of Nov. 5, Cushinberry allegedly grabbed a 26-year-old pedestrian walking by herself in the 400 block of 13th Street, pulled her off the sidewalk and assaulted her before fleeing.Detectives identified Cushinberry -- a recent transplant from Indiana who has been living on the streets of San Diego -- as the alleged perpetrator by means of ``several tips and leads,'' Lt. SAN DIEGO (CNS) - California restaurant owners from across the state, including San Diego County, filed government claims today seeking refunds of state and local fees assessed during the COVID-19 pandemic, saying public health orders have forced them to shutter their doors or operate under capacity restrictions even as they're charged fees for liquor licenses, health permits and tourism assessments.The claims were filed in San Diego, Los Angeles, Orange, Sacramento and Monterey counties. Claims will also be filed in San Francisco, Fresno and Placer counties, according to the restaurant owners' attorneys.Plaintiffs' attorney Brian Kabateck said, ``Restaurant owners are obligated to pay these government fees just to operate, yet the same government entities who have collected those fees have forced these businesses to close their doors or drastically restrict operations due to the pandemic. SAN DIEGO (CNS) -- A prominent local civil rights leader called on the San Diego County Sheriff's Department Monday to fire a deputy who allegedly shared a "lewd and racist and vile" altered photograph of George Floyd taken from the viral video of the Minnesota man's death in police custody.The doctored image showed a nude male "porn star" kneeling on Floyd in place of Minneapolis police Officer Derek Chauvin, who kept his knee on Floyd's neck for nearly nine minutes as the detainee repeatedly protested that he could not breathe, according to NAACP San Diego Branch President Francine Maxwell.
