ST. PETERSBURG, Fla. — Governor Ron DeSantis announced Florida will enter Phase 3 of reopening the state's economy.Effective immediately, Gov. DeSantis announced Friday in his press conference in St. Petersburg that restaurants and select businesses can operate at full capacity.Phase 3 of Gov. DeSantis' "SAFE. SMART. STEP-BY-STEP PLAN" ensures Floridians that restaurants can reopen at a minimum 50% capacity if the local government prohibits them from reopening at full capacity.“Everybody has an opportunity and the right to work. Every business has the right to operate,” said Gov. DeSantis said.With Phase 3, Gov. DeSantis said he will no longer place limitations on businesses due to coronavirus concerns."There will not be limitations from the state of Florida," Gov. DeSantis said.The Florida Restaurant and Lodging Association (FRLA) President and CEO Carol Dover said the pandemic has caused 336,000 people in the industry to lose their jobs.“The effects on the local and state economy have been significant. I want to thank Governor DeSantis and DBPR Secretary Halsey Beshears for their support as we have navigated this unprecedented time and for allowing us the opportunity to get back to work,” Dover said in a press release.The announcement comes just days after bars and breweries were allowed to reopen in Florida.Florida's top business regulator Halsey Beshears announced just 15 days ago that the state is rescinding Executive Order 20-09. The executive order, issued earlier in the summer, suspended bars from serving alcohol on their premises.Gov. DeSantis said if the local government wants to keep businesses from reopening at a minimum of 50% capacity, they must make their case to the state on why they want to place the restrictions and identify the costs involved.Gov. SPRING VALLEY (CNS) - A 48-year-old man who went missing during an outing near Sweetwater Reservoir two weeks ago has been found dead, authorities reported Friday.A search-and-rescue team came across the body of Edward Leonard in a remote spot near the Spring Valley-area manmade lake on Thursday morning, according to San Diego County Sheriff's Department.There was no immediate evidence of criminal involvement in Leonard's death, authorities said.Leonard had been missing since July 2, when a friend dropped him off at the reservoir to go fishing, officials said. Some relatives of Mollie Tibbetts are pushing back against politicians who are blaming the country's immigration system for the Iowa college student's death.A body believed to be Tibbetts' was found in Iowa on Tuesday, a month after she went missing during an evening jog. The man arrested in her death is an undocumented immigrant from Mexico.President Donald Trump and other Republican politicians have highlighted the case to argue for stricter enforcement of immigration laws.But some of Tibbetts' family members, including her aunt, Billie Jo Calderwood, say they don't want her death to be used for political leverage."I don't want Mollie's memory to get lost amongst politics," Calderwood told CNN, emphasizing that she's speaking only for herself.She said her family received an outpouring of love from people of all races, religions and ethnicities during the search for her niece."It's not about race, it's about people joining together to do good," said Calderwood, who posted a similar message on Facebook.One of Tibbetts' second cousins, Samantha Lucas, also told CNN she wants Tibbetts' death removed from political discussion.Lucas said she didn't know her second cousin well, and isn't speaking for the whole family. But she says knows enough about Tibbetts to believe "she would not want this to be used as fuel against undocumented immigrants."CNN contacted Lucas after she pushed back against people on social media who mentioned Tibbetts as they railed against illegal immigration.Few of Tibbetts' relatives have spoken publicly on the issue.
