SAN DIEGO (KGTV) -- At least five food handlers have tested positive for COVID-19 -- four restaurant employees and one grocery store employee, according to San Diego County health officials.County Supervisor Nathan Fletcher said Sunday that the grocery store alerted county officials and followed sanitation protocols before reopening the store.Fletcher also stressed that there is no evidence of COVID-19 association with food, citing the U.S. Centers for Disease Control and Prevention guidelines.MORE: SAN DIEGO COUNTY COVID-19 TRACKER"If you have a sick worker, they must stay home," Fletcher said. He said the county is adding more food inspections throughout the county.Health officials did not identify the four restaurant employees who contracted the disease or where they work.A spokesperson with Albertsons Companies confirmed to 10News on Saturday that an employee of an Escondido grocery store tested positive for COVID-19.INTERACTIVE MAP: Confirmed coronavirus cases in San Diego CountyAlbertson's Public Affairs Director Melissa Hill told 10News that the employee is receiving care and has not worked at the store since March 24. Hill said the Escondido store has been through multiple sanitizing and disinfecting cycles, and used third-party expert service.Dr. Eric McDonald, the county's medical director of epidemiology, said there are no pending COVID-19 tests of staff at Albertson's, but any workers who present symptoms of the virus will be sent home.Employers are urged to call 858-505-6814 to report any sick workers. 1549

SAN DIEGO (CNS) - The UC San Diego School of Global Policy and Strategy's Center for U.S.-Mexican Studies released a report today detailing recommendations for both countries to cooperate on border security and drug trafficking policy.Chief among the report's recommendations is the creation of a joint cooperating group to help both countries reconcile their differences to achieve the best policies possible. The report also suggests the creation of a joint task force to disrupt trafficking of opioids like fentanyl.Bilateral cooperation is made difficult at the moment, according to the center, due to the divergent policy views of U.S. President Donald Trump and Mexican President Andres Manuel Lopez Obrador, who took office last December.While Lopez Obrador declared an end to the country's war on drugs in January, Trump has sought to build a wall on the U.S.-Mexico border to deter drug traffickers and violent criminals in addition to immigrants entering the country illegally."Despite these challenges, we see this as an opportunity to resume a dialogue at the highest level around bilateral security,'' said Rafael Fernandez de Castro, the center's director. "Our report offers concrete and implementable policy recommendations over the next six years of Lopez Obrador's presidency, ensuring policymakers are informed and prepared to continue cooperation efforts in a difficult phase in the bilateral relationship.''In addition to the two joint groups, the center suggested that the U.S. should improve its cooperation with and support for Mexico's newly established National Guard, its criminal justice system and community policing efforts in both countries. Lopez Obrador has repeatedly stated his intention to snuff out acts of corruption and extortion in Mexico, a measure the U.S. should assist in investigating, according to the Center for U.S.-Mexican Studies."It's critical that the two countries align their shared security interests, as the safety of Mexican and U.S. citizens and the security of both countries are intertwined,'' said Cecilia Farfan-Mendez, at postdoctoral scholar at the center.Fernandez de Castro, Farfan-Mendez and former U.S. Ambassador to Mexico Earl Wayne presented their report to the Brookings Institution in Washington, D.C., last month. SAN DIEGO (KGTV) - A cold-case murder shrouded in mystery for decades just led investigators across the country, straight to a San Diego man. In June of 1984, 15-year-old Reesa Trexler was found naked, raped and stabbed to death in her grandparents' home in Salisbury, outside Charlotte, N.C. For more than 35 years there were few answers. Last year, Trexler's younger sister, Jodie Laird, appeared on the Dr. Phil show to quash long-held speculation that she was the killer. On the show, she took and passed a polygraph test.RELATED: 40-year-old San Diego cold case solved with help of genealogical databaseThis week, an emotional scene unfolded for her and other family as Salisbury police announced the case was solved. The big break was DNA evidence uploaded to a public genealogy website, which pointed to a suspect. According to search warrants obtained by WBTV, the suspect was Curtis Edward Blair, who was still living in San Diego when he died of heart failure in 2004. His body was exhumed from his grave in North Carolina for DNA samples, before police closed the case. Police say he was working at a Frito Lay plant near the home and had no connection to the family.RELATED: Suspect in 1986 Escondido cold case homicide arrested“Thirty-five years is a long time and we’re just as happy as we could possibly be," Laird said. “I know that we’ll never get all of the answers that we want, but at least we have the answers that we need.”10news uncovered some answers about his criminal resume during his time in San Diego. Records show he moved to the area two years after the murder. The 43-year-old was arrested and charged in 1986, accused of robbing two men, one at knife point. SAN DIEGO (KGTV) - A broken water line in Tijuana sent a mixture of potable water and untreated sewage across the U.S.-Mexico border. The 7.8 million gallon spill, which started Sunday night at 7:30 p.m., was stopped Monday afternoon, according to a spokesperson from the International Boundary Water Commission.A spokesperson for the IBWC said the 16-inch potable water line broke near Agua Caliente Blvd. in Tijuana. The ruptured portion of the pipe has been repaired.Mexican water officials shut down Tijuana’s pump station because the water flow exceeded the station’s capacity, the IBWC said. “Water and untreated waste water continues to flow into the United States,” said IBWC officials.County Beach and Bay Monitoring Program staff members tell 10News the flow was stopped before it could impact local beaches and there is no risk at this time. 860

  

SAN DIEGO (KGTV) – A former San Diego County Sheriff’s Captain pleaded guilty in federal court on Tuesday to illegally trafficking firearms.In a gray suit and a mask, Marco Garmo made his way into the downtown courthouse. ABC10 News’ cameras were not allowed in the courtroom, where Garmo stood before the judge and pleaded guilty to one count of engaging in dealing firearms without a license.The case stems from last year's bombshell allegations that five defendants including Garmo, prominent jeweler Leo Hamel, and former Sheriff's Lieutenant Fred Magana were involved in a massive gun running operation.ABC10 News was there as agents raided Leo Hamel's Fine Jewelers in Old Town.Hamel and Magana were charged with working with Garmo to re-sell guns and falsify records. Both have since pleaded guilty.The U.S. Attorney’s Office said Tuesday that the cases for the other two defendants are still pending.According to prosecutors, Garmo used his position to buy and re-sell guns that are intended only for law enforcement, not the general public, so-called off roster guns. Over six years, investigators say he sold more than 100 firearms for cash or to collect favors from those who might support him in a future run for San Diego Sheriff.Garmo faces a maximum sentence of five years in prison, a fine of 0,000 and supervised release for up to three years. His sentencing hearing is scheduled for December 9th. 1425
