SAN DIEGO (KGTV) -- More victims have come forward, saying their financial advisor stole thousands of dollars in an alleged Ponzi scheme."He preyed on the elderly folks," said San Diego resident, Brian Taylor. Brian and his wife Sharon have been married for more than 50 years. Brian, a Navy veteran, said this is not how they planned to spend their retirement. "We enjoyed our lives. We don't enjoy our lives anymore," Brian said. Christopher Dougherty was their neighbor. Sharon said they knew their family well and often met for parties or gatherings over the years. They stated investing with Dougherty in the early 2000s. A few years ago, they moved money into his company C & N Wealth Management. The Taylors said Dougherty told them they were investing in tax-free municipal bonds. They learned later that was not true. "It was actually invested in heavy equipment," Brian said. "I couldn't believe it." They said it was all done without their knowledge. The couple learned about this just this past October. "He said, don't worry, you're getting your money back and we didn't know that was the day after he filed bankruptcy," Sharon said. The Taylors are the third couple Team 10 has interviewed regarding this alleged Ponzi scheme. Sharon and David Vega said Dougherty stole about ,000 from them. That money was meant to help their grandchildren when they go to college. "We have not received any funds back," Sharon Vega told Team 10.Diane and Jerry, who declined to use their last name, said Dougherty took more than million dollars from them, meant for their retirement. "We can't even afford a burial plot at this point," Jerry said. Late Tuesday afternoon, the Sheriff's Department confirmed a criminal investigation into Christopher Dougherty with at least 30 potential victims. Bankruptcy attorney Larissa Lazarus is with the Law Offices of Mark Miller. Their firm represents 11 people in the Dougherty bankruptcy case. "They are all just good, really kind people who unfortunately trusted someone who was a licensed financial advisor and wasn't actually looking out for their best interest." She said she could not say whether or not it was elder financial abuse, but Lazarus said Dougherty was "doing things he was not supposed to be doing as a licensed financial advisor." In 2011, Dougherty was charged with a felony for taking thousands of dollars from a youth sports league. He ended up pleading guilty to a misdemeanor and was sentenced to three years summary probation. Records from the Department of Insurance showed that Dougherty "took somewhere between ,000 and ,000 from the League's bank account" when he sered as volunteer treasurer. In a letter dated April 19, 2012, Dougherty wrote to the Department: ".. due to extreme financial hardship and personal issues, I suffered a lapse in judgment that was fortunately resolved within a short period of time due to my efforts." SAN DIEGO (KGTV) -- Nearly 140 pounds of liquid methamphetamine and two pounds of heroin were discovered inside a vehicle’s gas tank and spare tire at the Otay Mesa Port of Entry Monday, U.S. Customs and Border Protection says.According to the agency, the drugs were discovered after a detector dog alerted officers to the undercarriage of the vehicle around 4:30 a.m. Monday.Following the alert, officers guided the driver, a 52-year-old woman who is a citizen of Mexico and lawful U.S. resident, to a secure location for inspection.RELATED: Previously-deported sex offender arrested by Border Patrol in San DiegoThat’s when, according to CBP, officers found the drugs hidden inside the gas tank and spare tire.The driver was turned over to agents with Homeland Security Investigations while a 71-year-old female passenger was released.The narcotics are estimated to have a value of 5,000. 901

SAN DIEGO (KGTV) - More than 70 non-profit groups and organizations teamed up and collected supplies for the thousands of migrants that arrived in Tijuana after leaving Central America.  Many are looking to enter the United States.Enrique Morones, the founder of Border Angels, say dozens of people will meet in San Diego Sat 10:!5 a.m. Saturday. They expect to pack 15 to 20 vehicles with much-needed supplies and bring them to Tijuana.  Morones calls it the ‘Caravan of Love.’Morones says atlas 30 groups will be represented when they make the delivery, which consists of non-perishable food, sleeping bags, toiletries, and more.“Just imagine if your house was on fire and you have to run out, and you have to live in the street, what would you need? SAN DIEGO (KGTV) - Nearly a year after the city opened a facility for the homeless to store their belonging in, residents say they are still being impacted.“There’s human feces all over the alleys,” said one community member during the public comment.At the meeting, a Lieutenant with the San Diego Police Department’s homeless outreach team announced they would be adding a foot patrol in the area starting next week.For the first time, representatives from the County of San Diego said they will also be diverting resources to the area to help with mental health issues.Meantime, the city is searching for another location to open a storage facility in District 9.While the exact location has not yet been announced, officials said two sites are currently being considered, at least one of them is in City Heights. 824

SAN DIEGO (KGTV) - Only in their second year of operation, Wheels of Change is preparing for a major expansion this year.San Diego teenager, Kevin Barber, and his mom, Carolyn Barber, MD, initially launched the program in 2018 in partnership with Alpha Project.Homeless individuals are paid /hr to clean up trash, traveling together in a van to different job sites. Thanks to new sources of funding, the nonprofit will be able to expand crews from 10 to 20 individuals, serving the community five days a week. "We were able to show the world, hey this works! Let's keep funding it more and let's expand the program," said Kevin. The city committed 0,000 to help fund the program, and they've also raised additional funding privately and from foundations. The Lucky Duck Foundation, Davis Charitable Fund, SDGE, the Danna Foundation, and multiple others, have been financial and/or strategic supporters of Wheels of Change at Alpha Project.Wheels of Change plans to employ over 5,200 homeless individuals in 2019, up from 375 their first year. 1057
