SAN DIEGO (CNS) - A 24-year-old woman who succumbed to some type of medical emergency -- possibly a drug overdose -- and became gravely ill after being arrested in University City last week died in a hospital today, authorities reported.Aleah Jenkins was pronounced dead at UCSD Medical Center nine days after being taken into custody, according to San Diego police. On the afternoon of Nov. 27, Jenkins was riding in a vehicle that was pulled over in the 3700 block of La Jolla Village Drive, Lt. Matt Dobbs said. After determining that she was the subject of an outstanding misdemeanor warrant for possession of methamphetamine, officers arrested Jenkins. While still at the scene of the traffic stop, Jenkins became ill and vomited."The officers called for paramedics, but (Jenkins) said she had only had an upset stomach, so medics were canceled," Dobbs said.Jenkins was then taken to downtown SDPD headquarters, where, while being processed for booking into county jail, she passed out, according to police."Officers immediately began lifesaving efforts and called for medical assistance," the lieutenant said.Paramedics took over the emergency aid and rushed Jenkins in for hospital care."During the course of the medical intervention, controlled substances were found concealed in (Jenkins') clothing," Dobbs said this afternoon."At this point, there is no indication any force was used on (her)."A cause-of-death ruling will remain on hold pending autopsy results.Police, however, believe that Jenkins may have suffered a drug overdose, according to Dobbs. The officers who conducted the traffic stop during which Jenkins was taken into custody have been identified as Nicholas Casciola and Jason Taub. A third, Officer Lawrence Durbin, helped transport her following her arrest, Dobbs said. 1805

SAN DIEGO (CNS and KGTV) - The San Diego City Council Tuesday approved a code amendment that prohibits housing discrimination against applicants using Section 8 vouchers or other rent substitutes. The proposed code amendment blocks landlords from rejecting applicants based solely on voucher status, though they would still retain a right, based on other rental criteria, to choose residents who don't use subsidies.Studies have found that prohibiting income-based discrimination leads to increased neighborhood options for residents and decreased segregation.“Hearing from the community was very powerful and I am happy that the Council approved the ordinance to end housing discrimination taking place in San Diego,” said Councilmember Georgette Gómez. “This is one step towards helping increase access to affordable housing for all San Diegans.”Local California governments with such provisions include Berkeley, Corte Madera, East Palo Alto, Foster City, Marin County, San Francisco, Santa Clara County, Santa Monica and Woodland.San Diego's proposed ordinance also establishes a landlord contingency fund for property damage or lost rent related to renters with vouchers.Implementation of the proposal is expected to take two years. Year one focuses on voluntary compliance as well as landlord outreach and education of the potential benefits of renting to Section 8 users, including consistent on-time rent payments, long-term tenancies, flexible leases and background checks.Year two introduces investigation and enforcement services.More than 15,000 low-income households receive Section 8 assistance through the San Diego Housing Commission. That breaks down to 36,478 individuals, 86 percent being people of color. In June, the San Diego City Council's Smart Growth and Land Use Committee advanced the ordinance to the council with no recommendation through a split 2-2 vote. Council members Georgette Gomez and David Alvarez supported the proposal, while council members Scott Sherman and Lorie Zapf did not. 2061

-SAN CLEMENTE ISLAND (CNS) - The remains of seven U.S. Marines and a Navy sailor were recovered Friday after going missing near San Clemente Island when their amphibious vehicle sank during a training mission last month. The remains were recovered during underwater salvage operations, the 1st Marine Expeditionary Force announced Friday evening. The remains will be transferred to Dover Air Force Base in Delaware to be prepared for burial."Our hearts and thoughts of the 15th Marine Expeditionary Unit are with the families of our recovered Marines and Sailor," said Col. Christopher Bronzi, commanding officer of the 15th Marine Expeditionary Unit. "We hope the successful recovery of our fallen warriors brings some measure of comfort."The U.S. military announced Tuesday it had located the amphibious assault vehicle that sank last week off the coast of San Diego County, killing nine young servicemen, and confirmed the presence of human remains where the vessel came to rest on the sea floor. The naval Undersea Rescue Command made the discovery near San Clemente Island on Monday using video systems remotely operated aboard the HOS Dominator, a merchant vessel whose crew specializes in undersea search and rescue. The amphibious troop-transport vehicle was en route to a waiting ship during a maritime training mission about 80 miles west of Encinitas when it foundered for unknown reasons about 5:45 p.m. July 30, according to Lt. Gen. Joseph Osterman, commanding general of I MEF.The 26-ton vessel went down roughly 1,600 yards from a beach on the northwest side of the island in water nearly 400 feet deep.Seven members of the Camp Pendleton-based crew survived the accident. Medics took two of them to Scripps Memorial Hospital La Jolla, where both were admitted in critical status. One was upgraded to stable condition as of Sunday night. The other five rescued Marines received clean bills of health and returned to their units.Pronounced dead at the scene of the accident was Lance Cpl. Guillermo S. Perez of New Braunfels, Texas. Perez, 20, was a rifleman with Bravo Company, Battalion Landing Team 1/4, 15th Marine Expeditionary Unit. The 15th MEU, I MEF and Makin Island Amphibious Ready Group searched in vain for nearly two days for more survivors or their bodies, finally concluding the operation Saturday after 40 hours of scanning some 1,325 square miles of water by sea and air.The other lost service members have been identified as:-- Pfc. Bryan J. Baltierra, 18, of Corona, a rifleman with Bravo Company, BLT 1/4, 15th MEU;-- Lance Cpl. Marco A. Barranco, 21, of Montebello, a rifleman with Bravo Company, BLT 1/4, 15th MEU;-- Pfc. SAN DIEGO (CNS) - A former paralegal specialist for the San Diego division of the FBI was sentenced Monday to 24 months in prison for embezzling nearly 0,000 in government funds.Lynn M. Morris, 56, who pleaded guilty in March to one count of embezzlement of government property, was also ordered by U.S. District Judge Larry Burns to pay 8,000 in restitution."Lynn Morris capitalized on her position at the FBI to line her own pockets with stolen government funds," said Assistant Attorney General Brian A. Benczkowski of the Justice Department's Criminal Division. "This conviction demonstrates the Department of Justice's commitment to investigating and prosecuting government employees who abuse their authority. Individuals who violate the public trust will be held accountable."Between July 2014 and November 2016, Morris embezzled 9,821 that belonged to the United States and converted the funds for her own personal use, according to documents submitted in connection with her plea. The funds were in an account owned by the FBI San Diego Division's Asset Forfeiture Unit, where Morris was a paralegal specialist and the AFU's designated coordinator. The court found that Morris also embezzled ,010 from an additional AFU account and stole ,351 from FBI evidence rooms.Morris admitted that to convert government funds to her own use, she used her knowledge and position within the FBI to withdraw cash from the AFU's account undetected and deposited portions of the stolen proceeds into her personal checking account. 1545
