SAN DIEGO (KGTV) -- A developer is proposing to build 1,200 housing units over the now-shuttered Carmel Mountain Ranch Country Club golf course.New Urban West is planning what's called "The Trails at Carmel Mountain Ranch." The plans, submitted to the city, call for 1,200 multifamily homes - a mix of for sale, and for rent - plus 111-acres of open space, including six miles of trails. The 164-acre project would make 10 percent of its rental units available for low-income households at 65 percent of the median income. "The plan features affordable and market rate housing for young families, working professionals, and seniors in very close proximity to thousands of jobs and a major transit center," said a statement from Jonathan Frankel, a vice president at New Urban West.Carmel Mountain Ranch golf course closed in 2018, amid a series of golf courses shutting down due to skyrocketing water rates. The course has since been fenced off, and is dominated by weeds and overgrowth. Now, a group of residents called Carmel Mountain United is raising concerns over the development in the golf-centric neighborhood. The neighborhood has several golf-cart crossing warning signs and its streets are named after famous courses.Troy Daum, who heads the group, says many people bought in the neighborhood because of the golf course. Now, his group is raising concerns that the development could increase traffic and make it more difficult to evacuate quickly in the event of a wildfire. Daum said New Urban West has ignored those calls and should instead focus on redeveloping area retail centers into mixed-use housing. "I don't think there's compromise with 1,200 homes," Daum said. "There's just not room in the community to handle that."Frankel says the project comes after neighborhood workshops and online surveys. A release from New Urban West notes upwards of 1,600 units could have been built on the property. SAN DIEGO (KGTV) -- A group of Black student leaders from Poway Unified School District schools met last week with administrators, principals and counselors to discuss ways to address issues of racism and inequality in the district.The students are the presidents of the Black Student Unions at each of PUSD's five high schools.It was the first meeting since the student leaders sent an email asking to see changes in the district to improve the lives of students of color."Making PUSD not just not racist but transparently anti-racist," said Jade Thompson, president of the BSU at Rancho Bernardo High School.Thompason helped write the email, which also talked about the recently created Instagram account "Black in PUSD,” which anonymously details students' experiences with racism."We just think it was a great way to open up people's eyes cause people like to say not in this community," said Thompson.Superintendent Dr. Kim Phelps agrees, saying, "To hold people accountable, including the district and our teachers and everybody ... I'm proud of our students for doing that.”Phelps and Thompson both described the meeting as productive and positive.Among the issues discussed were student education and assemblies addressing racism. The district is also committing to more diverse hiring and curriculum."It's upon us to try to do better; we have a lot of work to do and we want to do better so it’s a growing and learning opportunity for all of us," said Phelps.The students and administrators also talked about the consequences for racism-related incidents.Students said they'd like to see a form of restorative justice instead of just punishment.Although both students and staff agree there's a lot more to be done, they also say the first step is recognizing the problem and starting the conversation."I have a lot of hope for the future of this year and the years to come," said Thompson. 1906

SAN DIEGO (KGTV) -- A bankruptcy judge told a San Diego-based financial investment advisor that he was spending against her orders. She told Christopher Dougherty he doesn’t have the right to prefer his kid’s expenses over his creditors.Today the judge ruled Dougherty will be in Chapter seven bankruptcy, meaning that he and his wife are no longer in charge of their own assets.A trustee will investigate and liquidate those assets.Dougherty is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement and taking more than million, according to bankruptcy court records.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and the principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said.The San Diego County Sheriff's Department tells 10News there is a criminal investigation into Christopher Dougherty with at least 30 potential victims.The Securities and Exchange Commission also has an open investigation into Dougherty. 1237

SAN DIEGO (KGTV) - 23 people were injured Saturday night when a structure collapsed at an indoor parkour center in Barrio Logan.21 of them were children. Two were adults, according to the San Diego Fire-Rescue Department.The collapse happened about 8 p.m. at Vault PK, a parkour center on Main St. and Sigsbee. Children who were above and below the structure were hurt.The injuries ranged from minor to moderate.Cory Brizendine, a parent, estimates there were about 50 kids there. They were called up to the platform for pizza."Once the majority of kids got up there the whole platform collapsed," he said.Shannon O'Brien was among the adults on the platform. "It was scary," she said.  She said it was a place parents sit to watch their kids, and she thought it seemed stable.  831

SAN DIEGO (KGTV) -- A 47-year-old man accused of sexually assaulting a woman and threatening to use a Taser on her was arrested Saturday. Police say Phillip Terrell McLeod, 47, was arrested around 4:30 p.m. Saturday on the 100 block of Euclid Avenue. According to police, McLeod drove alongside a 27-year-old woman on the 3900 block of Delta Street Thursday morning. RELATED: San Diego Police release sketch of sex assault suspect who threatened to use Taser on victimMcLeod then reportedly got out of the truck, threatening to use a Taser on the woman if she didn’t comply. Police say he then forced the woman into his truck and drove to an area near 39th Street and Broadway where he sexually assaulted her. McLeod then drove to an area near 32nd Street and National Avenue and let the woman go after she pleaded with him. McLeod was booked into jail on charges including kidnapping, sexual assault and resisting arrest. McLeod’s arraignment is scheduled January 3. 976
