SAN DIEGO (KGTV) — The 19th annual True Blue Luncheon celebrated the bravery shown by three officers who shared their experience in the Rolando shooting almost a year later.The very shield that protected Officers Francisco Roman and Dan Bihum was at the luncheon, helping SD Police Foundation donors understand what their money is going toward. The shield is hefty, with a steel plate inside, according to Officer Trevor Philip.Bihum said he saw two bright flashes, "two of the rounds struck me." "He literally fell right in front of me it was probably one of the hardest moments of my life," Roman said.RELATED: Body camera video shows San Diego Police shooting in RolandoThat night, June 23, 2018, the distress call from a neighbor concerned about Joe Darwish turned into a gunfight injuring two officers and ultimately ending with Darwish's death.The shield was handed to Roman and Bihum while they were trapped in the hallway."As soon as Francisco got the shield in front of them he took another volley of gunfire and two of the rounds hit the shield," a SWAT Officer said."Just a great feeling because we had some form of protection," Roman said. Both officers struggled to share, as they relived the moments on that day."The shield absolutely saved our life," Roman said tearing up. He looked away, clenched his jaw and continued, "it definitely saved us for sure."Thursday, they shared their story with a room full of donors in the Harbor Island Sheraton. Their goal is in sharing their trauma, they hoped to inspire San Diegans to open their wallets and help them buy 758 more shields so that their brothers and sisters in blue are protected. The money raised by the luncheon goes to the San Diego Police Foundation, who helps buy whatever the department needs. In 2018, the luncheon raised 0,000. This year they hope to raise 5,000.The 19-year tradition has a new name and has been filling the gap between city funds and SDPD's needs. 1957

SAN DIEGO (KGTV) -- The City of San Diego is moving forward with a plan to underground utilities in eight neighborhoods throughout the city. In a meeting Monday, San Diego’s City Council voted to establish underground utility districts. The district's would include the neighborhoods of Otay Mesa-Nestor, San Ysidro, Clairemont Mesa, Encanto, Southeastern/ Skyline-Paradise Hills, College Area, Navajo, and Mid-City: Eastern Area. So far, the City of San Diego has moved roughly 400 miles of utilities underground. RELATED: SDG&E moves 20 miles of power lines undergroundAlthough Monday's meeting marked the first step in the process, the city says construction won’t begin for several more years. In total, the project is estimated to cost more than .2 million, including .5 million for the electrical utility work and .7 for related work, including administration, streetlight replacement, street resurfacing and related work. Recently, the city increased staff to accommodate more undergrounding districts and increase customer service. SAN DIEGO (KGTV) -- The National Weather Service warned of minor coastal flooding ahead of a King Tide set to hit the San Diego County coastline Monday and Tuesday.The event forced the agency to issue a beach hazards statement from Sunday night through Tuesday evening.Surf will begin to build late Sunday, peaking Monday and Tuesday. By Tuesday night, the surf is expected to diminish, the agency said.High tides Monday will be 6.9 feet at 8 a.m. High tide on Tuesday will be 6.8 feet at 8:40 a.m.The agency warned that the King Tides will create water run-up into some beach parking lots and other low-lying areas.Beaches most prone to flooding include Sunset, Seal, Newport, Oceanside, Cardiff, La Jolla Shores and Imperial Beach.Elevated surf will also create strong rip currents and dangerous swimming conditions, the National Weather Service says. 861

The NRF says an "estimated 147.8 million U.S. consumers [are] expected to participate, up from 134.3 million last year, according to the annual survey released today."This includes both in-store and online shopping.This year had the shortest shopping window between Thanksgiving and Christmas, leaving shoppers nervous.Jessica Ramirez said she was so busy working she could only start shopping Saturday. She said the family had been to a few stores that day and she will get as much done as possible in the final countdown before Christmas.Dana Giusti was eating a candy cane while she shopped in Best Buy, saying her sugar fix was staving off anxiety about finishing up Christmas shopping and wrapping all the presents for her family.In Mission Valley, the Target parking lot was filled with lines of cars. Families had different plans of attack to tackle their lists. Some shopped online and picked up curbside, while others braved the crowds inside."NRF defines the holiday season as November 1 through December 31 and has forecast that sales will total between 7.9 and 0.7 billion.
