DENVER (AP) — A Colorado police officer will not face charges for fatally shooting a homeowner who had just killed an intruder inside his suburban Denver home, prosecutors said in a letter released Monday.Adams County District Attorney Dave Young described Richard "Gary" Black's death as a "harrowing tragedy" but said his role was to determine whether the Aurora Police officer who shot the 73-year-old Vietnam War veteran was justified in using deadly force.Based on witness interviews and more than 90 videos captured by officers' body cameras, Young said Officer Drew Limbaugh did not know who Black was and fired when the homeowner refused police commands to drop his handgun.Young said Limbaugh's belief was reasonable and prosecutors cannot prove that the officer was not justified in firing. He said there also is no evidence that Limbaugh was reckless or criminally negligent."Officer Limbaugh engaged in conduct that was consciously focused on minimizing the risk to public safety," Young wrote.At the time of the shooting, Young said police did not know that Black had woken after midnight to investigate banging sounds and soon heard his 11-year-old grandson screaming as an intruder attacked him inside the bathroom. Police also did not know that the intruder, later identified as Dajon Harper, was lying on the bathroom floor after being shot twice by Black, he said."The evaluation of Officer Limbaugh's reasonable belief must be based not upon what we now know, but the circumstances as he perceived them at the time: hearing gunshots and then seeing an armed man emerge from a back room who refused commands to drop the weapon," Young wrote.The witnesses and police officers interviewed by investigators paint a chaotic scene. Young said police arriving at the home in Aurora around 1:30 a.m. on July 30 had little information and no description of a suspect.Within seconds, he said police heard gunshots inside the house and saw Black come into the hallway holding a handgun in one hand and a flashlight in the other. Young said the body camera footage shows police repeatedly told Black to drop his weapon before he came toward officers, raising the flashlight, and Limbaugh fired three times.Police have said Black had hearing impairment due to his military service. Young wrote that Black may not have heard the commands or recognized the officers as police but said that does not change Limbaugh's "reasonable belief that Mr. Black presented a threat."Witnesses told police that Harper was at a party at a family member's home nearby and may have been using drugs. Early that morning, he ran away and apparently broke down the Black family's front door.Black's grandson told police he woke up after feeling a cold breeze. He described walking toward his father's bedroom but then seeing a stranger showering as he passed the open bathroom door.The boy said the man grabbed him, locked the bathroom door and was strangling him before his father and grandfather were able to get inside the room.Harper, who was 26, died after being shot twice in the chest by Black. DEL MAR (CNS) - A 3-year-old filly suffered a fatal injury during a morning workout Saturday at the Del Mar.Lovely Lilia pulled up after the workout at about 5 a.m. and veterinarians said the horse could not be saved and was euthanized, according to Mac McBride, Del Mar's director of media.Lovely Lilia was eased in her final race, a mile turf race at Santa Anita Park June 12, which she led at the halfway point.Lovely Lilia made seven starts, winning twice and finishing second once, earning ,551.Del Mar made the safety of people and horses the leading theme of its 81st summer meet which began Friday with no fans in the stands for the first time because of the coronavirus pandemic.The meet's horse and rider safety initiatives amplified measures Del Mar introduced over the last several seasons of racing that led it to being recognized as one the nation's safest racetracks for 2018 and 2019, according to figures from The Jockey Club's Equine Injury Database provided by the track.Del Mar had a rate of 0.79 fatal injuries per 1,000 starts in 2018 and 0.62 in 2019. The national average for track's reporting was 1.68.While there were no racing deaths, there were four training deaths during last year's summer meet and three racing deaths and two in training during the fall meet.Del Mar is continuing its Entry Review Panel of regulatory veterinarians who will oversee the entries of all horses and provide an additional review of each of their medical, training and racing histories. The panel will recommend to the track's stewards that any horse it deems unfit for competition be barred from racing.Del Mar is furthering its adoption of reforms modeled after the International Federation Horseracing Association requirements. Rules surrounding nonsteroidal anti-inflammatories have been enhanced and extended, and additional rules regarding other equine medications have been clarified and codified.Random testing will continue for any horse at Del Mar, including ones readying for, or having just completed, morning workouts.Just as they were last summer, veterinarians are stationed at elevated observation points at the facility to oversee morning workouts and will have the ability -- through communication with outriders -- to remove horses from the racetrack and have them undergo a follow-up soundness examination.Exercise riders and jockeys again will be prohibited from using a riding crop to encourage their horses during morning workouts.The Del Mar Thoroughbred Club created a stakeholder advisory committee last summer represented by trainers, veterinarians, jockeys, racing surfaces maintenance personnel and management that met regularly to discuss safety practices, operations and track surfaces. The committee will also be in session during the 2020 meet."Safety and health will be our focus for the people involved with putting on this year's extraordinary race meet, but we'll also be continuing with our safety reforms for the wellbeing of our riders and horses," Del Mar Thoroughbred Club CEO Joe Harper said before the start of the meet. 3084

Las Vegas even has its own museum devoted to the iconic neon of its heyday.It was a dying business, or so it seemed. Friedman says smaller scale, specialty signs are now more popular than ever.  Smaller businesses want to craft a unique sign that stands out and might even be Instagram-worthy.“For us, we’ve never made more neon, and we still can’t make it fast enough, Friedman says.“I think because there's a fresh appreciation of artisanal goods, and people with this instant gratification are appreciating slow process, handmade items, and neon is clearly one of those.”The process can take days to craft just one neon sign.Thomas Rinaldi, a historian who's catalogued some of New York’s most iconic neon signs, says the abundance of new neon is real."People have really kind of seized, maybe more than ever in the last few years, on the kind of unique aesthetic of these exposed tube neon signs,” Rinaldi says. “And it’s become enormously desirable for restaurants, retail environments."However, Rinaldi acknowledges that, in terms of glass blowers still working in neon today, there are fewer of them.
