(KGTV) - Three San Diego residents were shot to death during a weekend of violence in Tijuana.Multiple Tijuana-based news services said a triple homicide was reported on the morning of Nov. 25 in front of a building in the Lomas Verdes housing complex. When the bodies were found, they each had gunshot wounds to the head.According to news outlet Punto Norte, investigators believe the three people killed were taken from an apartment at gunpoint, forced to kneel and then shot.10News spoke to 23-year-old Katheryn Garcia. She told us her cousin, 17-year-old Christopher Alexis Gomez was among the three people shot to death. Garcia said her cousin is a senior at O'Farrell Charter School (OCS) in Encanto. She said he was a proud starting Lineman for the school's new football team. Last week, Gomez told Garcia that he was going to a barbecue party in Ensenada on Friday with his friend, 18-year-old Juan Suarez Ojeda. Dr. Jonathan Dean, the Superintendent at OCS, told 10News Ojeda wasa recent O'Farrell Charter graduate, class of 2018. Garcia said she has never met the third victim, but knew the teen was Ojeda's friend who lived in Tijuana.Garcia said the three were tortured, likely in a different location, before being shot execution style.Garcia said her family are now left with more questions than answers. Why would Christopher, a boy who had never been in trouble, be killed? Was this a case of mistaken identity? Was he at the wrong place at the wrong time? Who would do this?“They’re monsters. Who does that to three young boys who had their whole life ahead of them," Garcia said in tears. A 4-year-old girl was left alone inside a minivan overnight in a Milwaukee tow lot, Public Works Commissioner nominee Jeff Polenske said Tuesday at a news conference. Late Monday night, an impaired female driver was pulled over and arrested for an OWI when the vehicle was towed. Officers removed a 10-month-old child from the vehicle, but neglected to remove a 4-year-old girl from the backseat.Polenske said it wasn't until a tow lot employee heard the young girl crying that the girl was removed. Officials towed the car to the lot on around 12:30 a.m. The child was not discovered until around 8:30 a.m. Upon discovery, the child was checked by fire officials for immediate harm and later transported to the hospital for further review. Data from local meteorologists shows temperatures dipped as low as 19 degrees Monday night while the child was in the car.Milwaukee Public Works is reviewing more on the situation.   976

A 2-year-old girl died on Friday after a mirror fell at a Payless Shoes store near Atlanta, the Atlanta Journal-Constitution reported. Ifrah Siddique was pronounced dead at a Georgia hospital shortly after being transported from the shoe store. The mirror was reportedly unsecured when it fell on Ifrah.“She had internal bleeding and she lost a lot of blood,” Aqib Iftkhar told the Journal-Constitution. “At least they are fixing it, but still the question is why wasn’t it secured in the first place,” Iftkhar added.Payless Shoes released a statement to the Journal-Constitution responding to Friday's incident. "We are devastated by this tragic event and are fully cooperating with authorities to research and understand the nature of this accident,” the statement said. “Out of respect for the family, no further information will be provided at this time." 897

(KGTV) - The start of a new year will bring significant changes to laws for California drivers, including those with a history of driving under the influence. First time and repeat DUI offenders whose violations resulted in injury will be required to use an ignition interlock device for a period between one and two years. The device is the size of a cell phone and wired into a vehicle’s ignition system. In order to start the vehicle, the driver must blow into the device. The user’s blood alcohol level must be below a pre-set low limit, usually .02, according to the Centers for Disease Control. RELATED: Here are the new laws going into effect on California roads in 2019If a measurable amount of alcohol is detected, the ignition interlock enters a brief lock-out period of a few minutes, with a longer lockout for any subsequently failed test. The system is also capable of detecting mouthwash, which will trigger a positive test until the alcohol dissipates from the driver’s mouth, usually within minutes. Once on the road, the devices have ‘running retests’ which require drivers to blow into the locks at random intervals. If the driver fails, the vehicle’s horn will honk or the lights will flash to alert law enforcement to a violation. The devices aren’t cheap for DUI offenders. They must pay between -150 to install, and about -80 per month for monitoring and calibration. The standards for the devices are established by the National Highway Traffic Safety Administration (NHTSA). The CDC has linked ignition interlock devices to lower DUI rates. The agency’s research found repeat offenses dropped about two-thirds due to the locks. Mothers Against Drunk Drivers reports the average drunk driver has driven under the influence 80 times before a first arrest. More than 2 million drunk drivers have had three or more prior convictions, according to MADD. California is one of 31 states to approve the devices. 1941
