MILWAUKEE — Milwaukee’s top cop has been demoted. Milwaukee Police Chief Alfonso Morales is now Captain Morales. The Fire and Police Commission could have taken a number of actions against Morales as they voted on his discipline Thursday night including firing him. Instead, they chose a demotion.“The chief, effective immediately, is demoted to the rank of captain,” said Steve DeVougas, chair of the Fire and Police Commission.Morales listened in virtually as every member voted for his demotion. He never made a comment. However, some of the commissioners weighed in.“I feel you have personally not worked with us as the oversight board,” said Nelson Soler, a commissioner with the Fire and Police Commission.Over a month ago, the FPC issued 11 directives to Morales in order for him to keep his job. They included things like increased transparency around investigations and reviewing the policy on using teargas and pepper spray against demonstrators following recent incidents in Milwaukee.Several other directives are meant to create more communication between Morales and the civilian panel. Morales will be required to attend all FPC meetings and allow commissioners to visit his office at their discretion. The FPC also demands police respond to all of its open records requests.“His conduct is unbecoming filled with ethical lapses and flawed decision. Making it inconsistent with some charged with leading the Milwaukee Police Department,” said Ray Robakowski, a commissioner with the Fire and Police Commission.The last few days exposed a deep rift between Morales and FPC Chair Steven DeVougas. Milwaukee Mayor Tom Barrett described it as a feud. But the issues clearly went deeper than a disagreement between the two as every member of the commission agreed Morales needed to go.Assistant Chief Michael Brunson is now Acting Chief Brunson effective immediately. But if people are playing in the snow and someone coughs on that snow and your kid falls onto that same snow, they have the opportunity to contract the virus," Knite said. "So it becomes a giant petri dish of danger."Scientists say COVID-19 could have an easier time surviving and reproducing in colder temperatures. It's because of the large crowds and cooler temperatures that on Sunday, Cleveland National Forest Rangers closed all their campgrounds, day-use areas, and two of their most popular trails: Three Sisters Falls and Cedar Creek Falls. "When you're hiking the trails, they're very narrow, and with the number of people we had, they absolutely could not have any kind of social distancing," Mike Kobliska, Assistant Public Information Officer of the Cleveland National Forest, said. MOUNTAIN VIEW (CNS) - Police today are looking for answers in the case of a 49-year-old man, who was shot following an argument outside a Mountain View liquor store Saturday.The incident occurred in the 3600 block of Oceanview Boulevard at 11 p.m., according to Officer Robert Heims of the San Diego Police Department.After exiting the store, the victim had a verbal tussle with a group of men, police said.He was shot at multiple times while driving away and was hit in the right shoulder by a bullet.The victim made it to National City and the police were called. Most Americans will spend more to heat their homes this winter, according to the US Energy Information Administration, part of the Department of Energy.As coronavirus pandemic safety measures continue around the country, more Americans will be spending more time in their homes this winter compared to previous years. Spending more time in the home for work and school plus the projected forecast for a colder winter, could combine for an increase in natural gas, electricity and propane heating costs.“EIA generally expects more space heating demand this winter compared with last winter based on forecasts from the National Oceanic and Atmospheric Administration (NOAA) that indicate colder winter temperatures. U.S. average heating degree days in this forecast are 5% higher than last winter,” the agency stated.The EIA is projecting households will spend about 6 percent more than last year if they use natural gas, 7 percent more if they use electricity and between 12-18 percent more than last year if using propane for heat this winter.Those using heating oil could see a decrease of about 10 percent this year over their heating bills last year, according to the agency.In their short-term energy outlook report, the EIA also said renewable sources of electricity will grow in 2020 and into next year.“EIA forecasts that renewable energy will be the fastest-growing source of electricity generation in 2020. EIA expects the U.S. electric power sector will add 23.3 gigawatts (GW) of new wind capacity in 2020 and 7.3 GW of new capacity in 2021,” the report stated.They also expect a 26 percent decrease in US coal production in 2020.“COVID-19 and efforts to mitigate it along with reduced demand from the U.S. electric power sector amid low natural gas prices have contributed to mine idling and mine closures,” they stated.The agency is also projecting a 10 percent decrease in US energy-related carbon dioxide emissions in 2020, as a result of reduced consumption of fossil fuels.
