SAN DIEGO (KGTV) -- A mistrial has been declared in the trail of the man accused in the disappearance and murder of his stepson.Tieray Jones was charged with the murder of 2-year-old Jahi Turner. Jahi was last seen at a park near Balboa Park in April of 2002.Jones was facing several charges including 2nd degree murder and involuntary manslaughter. Two jurors found Jones guilty of murder while 10 did not while 10 jurors found Jones guilty of involuntary manslaughter and two did not.RELATED: Stepfather facing trial in Jahi Turner murder?During the trial Friday, the judge asked if jurors would be able to reach a verdict if given more time to deliberate. They responded by saying no. The District Attorney will now decide whether or not to retry Jones. Jones reported the boy missing, telling police Jahi wandered off. Jahi was in Jones’ care while the 2-year-old’s mother was on deployment.A countywide search followed with thousands of people looking for the young boy in the park and Golden Hill neighborhood.People also searched the Miramar Landfill, but Jahi was never found. Jones was arrested in North Carolina and charged in the death in April of 2016.Jones faces 25 years to life in prison.  1232

Romy Meraz finds joy in watering her yard at her home in Bonita."I know the plants are happy and I'm happy for them," said Meraz.It was a different story amid the state-mandated restrictions, when she cut her watering to once a week. Years later, she'll be watering four or five times a week this summer."I want my garden to be beautiful and green," said Meraz.Meraz isn't alone. According to a report from the research group Equinox Project, The Nonprofit Institute at University of San Diego, the average daily water consumption increased from 84 gallons per person to 91 gallons per person.That's an increase of 8.3 percent. It's still shy of the 119 gallons per day in 2007, but the usage has been steadily going up since restrictions were lifted."Even with the rains, with climate change ... we know another drought will come along so we need to be prepared. We've done it in the past. It's not a matter of whether we can do it. We can," said Nilmini Silva-Send, a researcher with the Equinox Project.When it comes to the biggest daily water users, the Santa Fe Irrigation District is tops at 363 gallons per person, followed by the Rainbow Municipal Water District and Valley Center Municipal Water District. SAN DIEGO (KGTV) — A man under arrest was hospitalized Sunday night after San Diego Police said he slipped out of his handcuffs and got a hold of an officer's gun, leading to an officer-involved shooting at the department's downtown headquarters.According to police, a 25-year-old Hispanic man was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel. A hotel security guard reported the man was “acting strange” and threatening others.Officers took the man to SDPD headquarters on 1401 Broadway, but just after 8 p.m. police said the man somehow freed himself from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said it was in the cargo area were the man located an officer’s backpack that contained a backup handgun.Officers went to check on the arrestee after hearing noise and saw that he was still in the vehicle but armed with a gun. Officers drew their weapons but backed up from the car.Police said, “Officers gave the male commands to drop the weapon, but he refused to do so. The male fired at least one round from the handgun.”The officers felt threatened at that point, prompting them to fire at least one round, hitting the man at least once in the torso.According to police, “The male reached out the car window, opened the door and exited the patrol vehicle. He was still armed with the handgun and would not comply with officers’ directions. The male tried to open both the rear cargo compartment and the driver’s door of the patrol vehicle, despite officers’ orders to stop. Because he still posed a threat, a Police Service Dog was deployed on the male. The canine bit the male and officers were able to approach and subdue him. The male was still armed with the handgun at the time of his arrest.”After officers provided aid to the man at the scene, he was taken to the hospital with non-life threatening injuries, according to police.SDPD’s Homicide Unit is investigating the officer-involved shooting.Police stated the following information in a news release:“The names of the officers involved in this incident are not being released at this time, but they have been with the department for 8 years, 6 years and 10 months, respectively.The investigation and review process for an officer-involved shooting is extremely thorough. When the Homicide Unit completes their investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.”The San Diego NAACP released the following statement regarding the shooting: 3085

  

SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) - A local Naval officer is making a plea for tips after thieves made off with some priceless military heirlooms.On Tuesday, Gervy Alota's wife called him after she returned to their home on Linbrook Drive."Just completely ransacked my house...my heart sunk," said Alota.Since there were no clear signs of entry, Alota believes the thieves got in through the doggie door in the back of the home.Among the missing items were several dozen collectible Jordan sneakers and about 15 pieces of jewelry, including Alota's class ring from the Naval Academy.  He calls it a symbol of the start of his 20-year Navy career.  A class ring belonging to his wife - also a graduate - was also stolen. 720
