SAN DIEGO (KGTV) -- Photos captured along the shores of San Diego show the return of a bioluminescent glow cause by a phenomenon known as the red tide. Pictures posted on social media show the eerie neon glow. According to several San Diego photographers who captured the phenomenon, the bioluminescence was captured along the shores of La Jolla and Torrey Pines State Beach Wednesday night. The glow is created by an algae bloom called the red tide. The algae bloom is filled with phytoplankton called "dinoflagellates.” The organisms react with bioluminescence when jostled by the moving water. "Where the wave crashes onto the shore, as it rolls over that’s where the turbulence is highest," said Clarissa Anderson at The Scripps Instutition of Oceanography. "That’s why those are really bright stripes of light. We don’t know the exact smoking gun yet. It’s a certain set of environmental conditions."PHOTOS: San Diegans capture 2018 neon glow of red tideAccording to scientists, the blue glow can be created by stepping in the water or by the crash of waves. It’s unclear exactly how long this year’s red tide will last; however, an algae bloom in September of 2013 lasted a week and a bloom in October of 2011 lasted a month, researchers say.According to the Scripps Institution of Oceanography, the red color of the tide is due to the high number of organisms in the water. 1389

SAN DIEGO (KGTV) - New technology could provide law enforcement and fire departments with round the clock security, infrared and night vision, according to Ron Lee, President of Tactical Drone Solutions. He explained the Hoverfly is as easy to operate as an elevator, with a launchpad that includes a handful of buttons and a joystick. The tethered drone doesn't require an FAA certificate, unlike untethered drones, Lee said. The tether is virtually invisible, three millimeters wide, but don't let that fool you. It is reinforced with Kevlar, a material most commonly associated with bullet-proof vests. The tiny chord serves two purposes, to provide power and send back information. "There's no wireless transmission, no way anyone can intercept it and there's no one who can take control of the drone," Lee said that makes it very appealing to agencies like police and Customs and Border Protection. The Hoverfly already made an appearance at the Holiday Bowl Parade, helping Harbor and San Diego Police oversee the crowd."It has a topography of five million square feet that you can see on the screen," Lee said. The drone uses GPS to center itself over the platform and can go straight up 200 feet in the air."You can put cameras on it, communications payloads, you can put a lighting system on it, if you need to illuminate a certain area," Lee said it's able to fly potentially weeks at a time. The infrared or night-vision essential for agencies to locate people in fires, or after a crime. Lee said it could also help locating missing people with Alzheimer's."[It's] less expensive, faster to deploy system than rustling up a helicopter and putting it in the air and of course the time on target and staying in the air," Lee said it saves time and manpower. He said they're also in talks with CBP. 1811

SAN DIEGO (KGTV) — Officials have called off the search and rescue operation for eight service members who went missing after an amphibious assault vehicle accident off San Clemente Island last week. The 15th Marine Expeditionary Force said in a release Sunday that all eight members — seven Marines and one sailor — are presumed dead after it was determined, "that there was little probability of a successful rescue given the circumstances of the incident."Officials say they searched for 40 hours covering more than 1,000 square nautical miles in their efforts to find the missing service members.RELATED: Camp Pendleton Marine dies, 8 missing in training accident off San Clemente Island“It is with a heavy heart, that I decided to conclude the search and rescue effort,” said Col. Christopher Bronzi, 15th MEU Commanding Officer. “The steadfast dedication of the Marines, Sailors, and Coast Guardsmen to the persistent rescue effort was tremendous.”Officials said their efforts will now turn to recovery of the missing service members. An offshore supply vessel HOS Dominator, as well as Undersea Rescue Command, are surveying the seafloor to help.“Our thoughts and prayers have been, and will continue to be with our Marines’ and Sailor’s families during this difficult time,” said Bronzi. “As we turn to recovery operations we will continue our exhaustive search for our missing Marines and Sailor.”RELATED: Safety examined after deadly Southern California amphibious assault vehicle accidentOn July 30, 15 Marines and one sailor were participating in the training exercise off the coast of San Clemente Island when the AAV began taking on water and sank. Of the 16 service members on board, eight Marines were rescued, one Camp Pendleton Marine died at the hospital, and two others were hospitalized in critical condition as of Saturday. The cause of the accident is still being investigated. The names of the Marines and sailor will be released 24 hours after their next of kin are notified, officials added. The USS John Finn, the USS Makin Island, the USS Somerset, and the USS San Diego all assisted in the search and rescue effort, as well as 11 U.S. Navy SH-60 helicopters, multiple Navy and Marine Corps small boats, the U.S. Coast Guard Cutter Forrest Rednour and a Coast Guard MH-60 Jayhawk helicopter. 2324

SAN DIEGO (KGTV) — New details are emerging on the latest iteration of plans to turn the quaint but struggling Seaport Village into a local destination. On Tuesday, group Protea Waterfront Development held a news conference on the plans, featuring international developer Bjarke Ingels. "I think the potential, if we do it right, could be comparable to what happened to Sydney when they planned and designed the Sydney opera," he said. RELATED: 467
