SAN DIEGO (KGTV) -- A man was killed after crashing into a parked truck on Interstate 5 in East Village near Petco Park Monday afternoon. The crash happened shortly after 1 p.m. on southbound Interstate 5 at Imperial Avenue, according to California Highway Patrol. CHP says the 21-year-old victim from Calexico was reportedly traveling at a high rate of speed when he crashed his 2015 Nissan sedan into a parked cargo truck. CHP says the victim, who hasn't yet been identified, died at the scene. SAN DIEGO (KGTV) — A San Diego hairstylist is suing Governor Gavin Newsom over closures of indoor salons. It comes even after a revised order that allows them to operate outside.Amy Mullins-Boychack doesn’t take just any client.“They might have to pace for 15 minutes before they can regulate their anxiety to get a hair cut,” she said.She’s been cutting hair for children with special needs at her salon “THAIRapy” for eight years. Under restrictions from the state, salons are only allowed to operate outdoors.She says that’s not an option with her clients.“I have clients that don’t have impulse control,” said Mullins-Boychack. “They don’t have the ability to just sit anywhere and get a hair cut.”So she joined a lawsuit filed against the governor in March. The plaintiff, JD Bols, is a landlord to several churches and beauty salons in San Diego.The lawsuit also names Mayor Kevin Faulconer, Sheriff Bill Gore, and the County Board of Supervisors as defendants. It claims the pandemic-related restrictions violate civil rights and have financially crippled businesses deemed non-essential.“This isn’t about vanity," says Mullins-Boychack. “This is a life skill for them, this is routine, this is repetition, this is part of their livelihood, part of their social skills.”In addition to the lawsuit, she’s working to get an exemption from the governor to continue her business indoors. 1398

SAN DIEGO (KGTV) – A mother and son who died in a shooting at a Linda Vista home earlier this week were identified by San Diego police.On Dec. 7, at around 3:15 a.m., officers were called to a home in the 2200 block of Crandall Drive in response to a shooting.Responding officers found a man and a woman inside the home with gunshot wounds to their upper bodies, according to police.The woman, identified as 46-year-old Hue Le, died from her injuries at the hospital.RELATED: Mother dead, son gravely injured in Linda Vista shootingThe injured man, identified as the deceased woman’s 28-year-old son Justin Le, was placed on life support but police said he passed away on Tuesday evening.According to police, Justin Le’s injuries appeared to be self-inflicted.The case is being investigated as an apparent murder-suicide, San Diego police said.No other details on the case were released. 895

SAN DIEGO (KGTV) -- A massive police presence was seen on the border of Clairemont and Bay Park after police received a call about a possible assault with a deadly weapon Monday. According to authorities, the incident happened on the 3300 block of Clairemont Avneue. After investigating, police say there was no assault. A child's grandmother called police saying there had been a shooting.The child's mother also showed up at the scene and told police the grandmother has a mental issue and that there had been no assault.  557

SAN DIEGO (KGTV) — A North Park gym owner who defied the governor's health order and moved workouts indoors was served with a violation notice from the county, threatening ,000 daily fines. Owner Frank Kole initially complied with last month's order and moved everything outdoors, but after five days made the decision to go back inside. That's because he says the sidewalks outside his gym were littered with feces, blood stains, and trash. Kole instead instituted strict rules indoors, requiring masks and social distancing. But the county, while acknowledging the tough reality outside, still served him with the violation, saying it was the law. RELATED: North Park gym moves back in after 'disgusting' outdoor workouts"I appreciate that you previously complied with the state and local orders by moving your operations outdoors and had difficulties due to the surrounding environment," said the violation letter, signed by Public Health Officer, Dr. Wilma Wooten. "I encourage you to work with the city of San Diego to see what can be done to resolve the difficulties you previously faced." On Friday, however, Kole took everything back outside. Immediately, he and his staff discovered a syringe on the sidewalk as they were setting up equipment. The city of San Diego power washed the sidewalk on Wednesday, but Kole says it was a quick job without trash pickup. "If we weren't out there cleaning that sidewalk up everyday, that needle would still be there," Kole said. A spokeswoman for the city of San Diego says environmental crews will pick up syringes with biohazard boxes when they encounter them. In the meantime, residents can report the on the city's Get-it-done App. Kole says he will comply with the order and keep the gym outside, even if it means reduced hours and more staff time moving everything in and out everyday.
