SHANGHAI, Oct. 18 (Xinhua) -- Wang Lihua sent her son to a Shanghai rehabilitation center for the disabled when he was three years old. Now about to turn six, her son, who has cerebral palsy, a neurological disorder that permanently affect body movement and muscle coordination, has regained use of some parts of his body."When he first came to the center, he was not able to crawl, kneel, or stand. Now he has not only learned these abilities, but also learned to walk, even just for a short distance," Wang said.Opened in 1999, the Shanghai Rehabilitation and Vocational Training Center for the Disabled specializes in medical, educational, engineering, and vocational rehabilitation for the disabled.Feeling timid and afraid of the strange new environment at first, Wang's son now very much likes the therapists at the center."The therapists here work very hard, since they provide training to children with cerebral palsy one at a time from dawn to dusk. The children have a busy day as well. My son spends his day either having meals or training," Wang said.The hard work has paid off. Her son has learned by heart many lines of a nursery rhyme and Chinese poem, as well as addition and subtraction.Largely satisfied with the results of the rehabilitation, Wang said she was thinking about sending her son to a regular primary school next year.According to Xu Shenglin, the center's vice director, the center treats children suffering from cerebral palsy or autism with a combination of therapies such as acupuncture, massage and sports, and every child with cerebral palsy is treated in a one-on-one rehabilitation program which has an effective rate of 95 percent.The center also runs a course for parents of children with cerebral palsy to teach them about home rehabilitation.Monthly fees for each child with cerebral palsy at the center is 3,000 yuan (495 U.S. Dollars), with 60 percent covered by health insurance. Families with children with cerebral palsy receive an annual subsidy of 10,000 yuan from the Shanghai municipal government.In Shanghai, the economic center of China, there are 942,000 disabled people, accounting for 5.29 of the city's population. The city's government has spent about 4.4 billion yuan in aid programs for the disabled since 2007, which has helped set up over 2,000 aid institutions and allows 100,000 disabled people to receive subsistence and other kinds of government subsidies.Under a program that offers health and medical services at home, some 130,000 disabled people have received basic rehabilitation services and 160,000 have received health check-up service.The government in Shanghai has also financed at-home care for 15,000 unemployed and severely disabled people who are not committed to any institutions or do not receive any subsidy for day care.In China, the rights of the disabled have always been a priority of the government. A national human rights action plan for 2009 and 2010 specifies targets about guaranteeing the rights of the disabled.The Chinese government's efforts to guarantee these rights are evident at the ongoing Shanghai World Expo. Some 1.86 million people have visited the first-ever pavilion dedicated to the disabled in the history of the World Expo, as of the middle of October."The number of visitors far surpassed our expectations. I think this shows more and more people have concern for the disabled," said Cao Ziping, the director of the pavilion.

Over the past three decades, the U.S. enterprises have altogether invested over 62.2 billion dollars in 58,000 projects in China, and in 2008 alone, their profits amounted to approximately 8 billion dollars, according to the official data provided by the Chinese government.Wen said the RMB exchange rate isn't responsible for the mounting U.S. trade deficits. The reason lies in the structure of Sino-U.S. investment and trade. Both countries should carry out a large-scale trade investment cooperation based on equality, mutual trust and mutual benefit.China has taken it as its national strategy to expand domestic demands, protect intellectual property rights and promote sustainable development, Wen said.Foreign companies in China have always enjoyed national treatment and are welcomed to play a more active role in boosting China's development, he added.During the discussion, participants from the U.S. side, including former U.S. Secretary of State Henry Kissinger and former Treasury Secretary Robert Rubin, also called for closer cooperation between the two countries, adding that China is a stabilizing factor for global economic and financial system.They said the development of a sound U.S.-China economic and trade relationship would benefit both sides. JILIN, Jilin, Nov. 6 (Xinhua) -- A fire that broke out in a northeast China shopping mall lasted 12 hours, leaving at least 19 people dead and 27 injured in the country's worst fire since 2009, government officials said Saturday.The deadly fire sounded an alarm to fire departments throughout the country just four days before national Fire Prevention Day, and has prompted a nationwide campaign to stamp out fire threats during this dry and windy winter season.The mall rescue operation ended at 8:30 a.m. Saturday, nearly 24 hours after the fire broke out at Jilin Commercial Building on Hunchun Road, Jilin City, Jilin Province, Liu Qizhi, a spokesman with the municipal government told reporters. Further, Liu said that 24 of the 27 injured remain hospitalized, but their conditions are stable.On Saturday, officials expressed relief about news that over 80 older women who were trapped in the blaze managed to escape unharmed.Zhang Liying, one of the women, said they were participating in their usual morning dancing group on the mall's fifth floor when the fire broke out."We saw flames and thick black smoke surge from downstairs. We called the firemen, told them where we were, and then climbed out of the window to the balcony, one by one," Zhang said.After being rescued, some of the women tearfully hugged each other following their near-death escape.Businesses started to reopen in the shopping area on Hunchun Road on Saturday night, while insurance company workers and store owners began assessing their losses.Currently, work crews continue combing the ruins of the five-story shopping mall, built in 1987, to determine the cause of the fire. Also, officials report that the complex's general manager has been detained for questioning.An initial investigation points to the fire originating on the mall's first floor, where home appliances and cosmetic products are sold, but soon spread to the fifth floor. Clothes, bed covers, quilts and other highly flammable goods were on display from the second to fourth floors.Following the mall fire, the Ministry of Public Security issued a circular ordering fire departments across the country to learn from the incident, stay on high alert, and review prevention measures to guard against similar incidents.The circular reported that casualties in the Jilin mall fire were the biggest since 2009. Officials said a team of investigators, led by ministry officials, were on their way to Jilin."As the northern region enters winter and temperatures starts to drop in the southern region, fire threats have greatly increased," the circular notes, adding that there has already been a string of fires that caused heavy casualties in October.According to the latest available data, 729 people were killed in more than 89,049 fires that broke out across China in the first eight months of this year.In 2009, at least 945 people were killed in fires across the country , official statistics indicate.

  

ROME, Oct. 7 (Xinhua) -- China and Italy enjoy a good foundation for cooperation and China would like to expand that to other areas such as trade and investment, environment and culture, Chinese Premier Wen Jiabao said here Thursday.
