SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices. The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. The list below shows all the areas where speed limits would be enforced:  726

SAN DIEGO (KGTV) -- All 289 playgrounds in the city of San Diego will reopen to the public on Saturday, Mayor Kevin Faulconer said Friday.Earlier this week, California health officials issued guidelines that allowed for the safe reopening of outdoor playgrounds in parks, campgrounds and other publicly accessible locations. The county reopened 100 of its playgrounds on Wednesday; the city of Carlsbad reopened its parks on Friday. In a statement, Faulconer said, “We already encourage families and children to recreate outdoors at beaches and parks while taking safety precautions, so there’s no reason why we can’t reopen playgrounds the same safe and responsible way. Along with other local leaders, we urged the Governor to deliver the proper guidance to make this a reality for our parents and children, and now that we can reopen we’ll do it responsibly with safety front and center.”Under the state’s guidelines, playground visitors must abide by these requirements:1. Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use.2. Do not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached.3. Caregivers must monitor to keep adults and children from different households at least 6 feet apart.4. Consider coming on different times or days to avoid wait times and potential crowded times.5. No eating or drinking in playground, to ensure face masks are worn at all times.6. Wash or sanitize hands before and after using the playground.7. Elderly and persons with underlying medical conditions should avoid playground when others are present.8. Limit visit to 30 min per day when others are present. 1791

SAN DIEGO (KGTV) - A Vietnam veteran who lived on the streets for 20 years is leaving behind a legacy of color and love."It's healing. And also for his legacy. I think he would be so happy that people are seeing his art," said Mary Anne Nucci.Nucci's brother, Roger Francis Reed, was drafted into the Marine Corps when he was 18-years-old, serving two years in Vietnam. "He had a tough time in civilian life. War, being that young, was tough on him," Nucci. Nucci says those years were hard on her. "Very difficult, very sad, just sad. Yeah, you just hate to see that."But after 20 years, Reed was ready to accept help. He moved into low-income housing and got benefits from the VA."That's when he started painting and painting and painting. And that was his passion," said Nucci. The family decided to share Reed's art with the world. His nickname, Francis Love, is signed on each one. The art was first featured in a downtown gallery and now hangs in Carlsbad, at the North Coastal Gallery, owned by the Carlsbad Oceanside Art League (C.O.A.L.)RELATED: San Diego Enforcers supporting Honor Flight in season opener"The initial reaction was if there's a way we could help out, we'd be happy to do it," said Chuck Dozer, president of C.O.A.L.Each one is a minimum donation of , with all the profits going to the Alpha Project to help homeless veterans. SAN DIEGO (KGTV) — A teenager was injured after jumping from an Uber driver's vehicle on Interstate 8 in Mission Valley late Tuesday. The 13-year-old boy, who's from Yucalan, Mexico, was traveling on westbound Interstate 8 in an Uber ordered by his father at about 9:20 p.m., according to San Diego CHP officials. SAN DIEGO (KGTV) - An advisory committee made up of medical experts met Thursday virtually and recommended that the FDA authorize the Pfizer vaccine for emergency use for Americans 16 and older. The vote was 17 to 4.Hospitals across the San Diego County are preparing their staff and most vulnerable patients for the rollout of the vaccine. They are in the first groups of people to be vaccinated. The county expects to get 28,275 doses of the Pfizer vaccine next week if it gets FDA approval. The initial shipment of doses is not likely enough to meet the large demand said Dr. Davey Smith, the Chief of infectious diseases and Global Public Health at UC San Diego Health."There probably won't be enough for the frontline workers, so we even triage between the frontline workers. So who has the most contact in terms of emergency room workers, nursing staff, those on the front desk, those are the people who should and will get it first, all across the institution," Smith saidThe vaccine is expected at a time when COVID-19 infections are on the rise, and ICUs are filling up."We have hospital beds available, and ICU beds available," Smith said. "If we hit 100 percent in one unit, we're going to open up something else. We have other outside facilities with tents. We thought through this, through every single scenario. We have people who are not taking a vacation. We have backup upon backups to keep San Diego safe." 1433
