The government of Puerto Rico has quietly admitted that the death toll from Hurricane Maria -- a subject of great controversy -- may be far higher than its official estimate of 64.In a report to Congress dated Wednesday, the US commonwealth's government says documents show that 1,427 more deaths occurred in the four months after the storm than "normal," compared with deaths that occurred the previous four years.The 1,427 figure also appeared in a draft of the report -- "Transformation and Innovation in the Wake of Devastation" -- which was published and opened for public comment July 9. Officials hired that university to review the toll after news reports, including those from CNN, called it into question.The George Washington University study "will have certainty" about the number of people the government believes died in Hurricane Maria and its aftermath, Pedro Cerame, a spokesman for the Puerto Rican government in Washington, told CNN. Officials initially said that report would be released in May. Now they expect it to publish this month."We understand that the number is higher," Carlos Mercader, executive director of the Puerto Rico Federal Affairs Administration, told CNN in an interview. "We didn't commission the study to prove there were 64 (deaths). We wanted a scientific and epidemiological study that would give us light, not only on the number -- we know the number is higher -- but the reasons why this happened."The 1,427 figure is "an estimate," Cerame said, and it may include deaths that weren't related to the storm.It's an estimate that follows many others like it.In November, CNN surveyed 112 funeral homes -- about half the total -- across the island, finding that funeral home directors and staff had identified at least 499 deaths they believed to be related to Hurricane Maria and its chaotic aftermath, which included months without power for many of the island's 3.3 million residents. In December, the New York Times estimated the "excess death" toll from the storm to be 1,052, based on comparisons with previous years.In May, a team that included researchers from Harvard University published a study in the New England Journal of Medicine estimating that 793 to 8,498 people died in Maria's wake, a range that some academics have criticized as overly broad. The study's midpoint estimate -- 4,645 deaths -- became a rallying cry for activists upset by what they see as a lack of accountability for the scale of the catastrophe by officials in Puerto Rico and the United States.The Harvard estimate was based on surveys of 3,299 households in Puerto Rico, in which residents were asked about deaths in their homes after Hurricane Maria.Mercader, the Puerto Rico official, criticized that study in an interview with CNN on Thursday. "We all know that's impossible, that that couldn't happen," he said of the estimate that 4,645 people may have died after Maria. "We have the data. The first day of October might seem like an odd time to talk about summer camp, but one business has found a way to keep its operation running overtime during the COVID-19 pandemic.Camp Sea Gull is located on a remote part of the North Carolina shore. Typically, it accommodates thousands of campers a year. But once COVID-19 hit, that changed and put the camp in a precarious position along with so many other businesses.“It was really difficult,” said camp director Allison Simmons.Simmons said the camp was able to open this summer but only with a fraction of its normal participants. So, to try to attract more people, she had the idea of opening the bunks to families who wanted a change of scenery as they work or learn from home.“To me, this is giving a lot of our parents and students some hope in breaking up the monotony of whenever their school started,” said Simmons.The reservations allow families to stay at Camp Sea Gull for up to seven days, and Simmons, along with other administrators, came up with five different activity programs for families.The camp installed high-speed WiFi throughout its buildings so parents and their kids could access it during working hours, while it worked to offer activities afterward.A normal day might include opportunities to fish, sail, canoe, and play games from 3 p.m. to sundown.“[Before coming to camp] my kids were all sitting in their rooms by themselves for 6 or 8 hours a day in front of a screen, and that’s just not normal for kids,” said Stan Coerr.Coerr says he has been coming to Camp Sea Gull for 40 years--first as a camper, then as a counselor, and now as a dad who wants to plan a getaway with his three sons ages 20, 16, and 14.“I told my boys [the pandemic] won’t be the worst thing you go through but it will probably be the weirdest,” said Coerr. “And as much as I can get them out and doing things as a family, which is kind of rare these days, I will definitely take that opportunity.”Coerr says the four of them stay in the same bunk and have each claimed a portion of it for their work. Since being at camp for a few days now he says he has noticed his sons are more attentive to their schoolwork and bicker less.It has also allowed Simmons’ business to flourish. The family of an Iowa teen killed in a fiery bus crash in western Iowa has filed a lawsuit against the Riverside Community School District.Court documents show the family of 16-year-old Megan Klindt allege the district knew there was a problem with the bus driver but did not adequately address it.The documents claim Klindt had complained to her school principal that she felt unsafe with Donald Hendricks, 74, driving the bus.Klindt and the 74-year-old driver both died when the bus caught fire in Oakland, Iowa, in December. 545

The Department of Justice on Monday identified New York City, Portland and Seattle as cities that have allowed "violence and destruction of property to persist," as outlined in a presidential memorandum that could restrict access to federal funding.Earlier in September, President Donald Trump issued the Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.The measure allows the DOJ to target city governments that the agency believes has not taken steps to mitigate widespread criminal activity.So-called "anarchist jurisdictions" that meet the DOJ's criteria are subject to a 30-day review by the director of the Office of Management and Budget, who will issue guidance on restricting eligibility for federal grants, according to the presidential memorandum."When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest," Attorney General William Barr said Monday in a statement. The Department of Justice on Monday filed complaints against 11 individuals believed to be members of the?Central American migrant caravan, accusing them of illegally entering the United States.After a month-long journey by bus, train and on foot, about 100 migrants arrived at the San Ysidro port of entry on the US-Mexico border on Sunday evening, preparing to claim asylum. About 20 to 30 migrants spent the night inside an immigration processing center in Tijuana, Mexico.An organizer of the caravan vowed they would remain at the immigration processing center until "every last one" is admitted into the United States.Two Salvadorans, six Hondurans, and three Guatemalans face charges, a federal law enforcement official told CNN.Ten of them face a misdemeanor charge for allegedly entering the US illegally.
