BEIJING, July 30 (Xinhua) -- The Chinese government will offer greater financial support to education for ethnic minority groups in the next decade, says a national education plan released Thursday.The Outline of China's National Plan for Medium and Long-term Education Reform and Development (2010-2020) says allocation of public educational resources shall favor minority-inhabited areas."Speeding up educational development for ethnic minority groups is of far-reaching importance for promoting socioeconomic development among the people and in the areas inhabited by them, and for enhancing unity between people of different ethnic backgrounds," the outline says.Efforts shall be made to promote coordinated development of all kinds of education at all levels in minority-inhabited areas, it says.Border counties and impoverished counties in ethnic autonomous areas shall be supported to meet government standards for the construction of school buildings for compulsory education, with special efforts devoted to building boarding schools, it says.Development in senior middle school education in the minority-inhabited areas shall be speeded up. Support shall also be granted to areas with poor education in a bid to renovate, expand or build senior middle schools, it adds.No effort shall be spared to expand vocational education in minority-inhabited areas, and more support shall be granted to secondary vocational education in these areas, according to the outline.And more support shall be granted to educational development for ethnic minorities with small populations, it says.Efforts shall also be made to advance bilingual teaching, open Chinese language classes in every school, and popularize the national common language and writing system.However, minority groups' right to be educated in their native languages shall also be respected and ensured, it says.Schools in minority-inhabited areas shall get more help from their counterparts in other parts of the country under a "pairing-assistance" program, it saysThe education for ethnic minority groups has seen marked progress in recent years, it says.

BEIJING, Aug. 18 (Xinhua) -- China's Ministry of Housing and Urban-Rural Development said Wednesday that it has begun work on the reconstruction plan for the mudslide-flattened Zhouqu County in northwest China's Gansu Province.An inspection team would be sent to the disaster-ravaged areas to gather information for drawing up the reconstruction plan, the ministry said in a brief statement posted on its website.However, it did not elaborate on the reconstruction plan nor provide detailed information about the inspection team.On the same day, Chinese Vice Premier Hui Liangyu urged authorities to prepare for post-disaster reconstruction of the mudslide-hit regions.He said the responsible authorities must promptly send competent teams to the disaster sites to assess losses so reconstruction plans can be developed on the basis of these findings.The death toll from the massive mudslides in Zhouqu, beginning on Aug. 8, had risen to 1,287 as of 4 p.m. Wednesday, with 457 still missing, the local disaster relief headquarters said.

ZHOUQU, Gansu, Aug. 14 (Xinhua) -- The death toll from the massive mudslide in northwest China's Gansu Province has risen to 1,156 as of 4 p.m. Friday, with 588 still missing, local authorities said.The toll stood at 1,144 by Thursday afternoon.More than 1,500 survivors are living in tents or school classrooms while 8,300 have sought shelter with relatives and friends, said Zhao Minxue, head of the publicity department in Gannan Tibetan Autonomous Prefecture which administers Zhouqu.Water and power supplies, and telecommunication services in Zhouqu are gradually back to normal thanks to swift repair efforts.Power has been resumed in the key regions of the county seat and at 60 percent of households, the provincial information office said in a statement Friday.Relief teams are digging new wells after finding two new drinking water sources and 21 unpolluted wells, it said.Gansu had received 120.4 million yuan (17.7 million U.S. dollars) in cash donations and relief materials by Friday afternoon, the provincial department of civil affairs said.Meanwhile, relief workers continued to clear the water course of the Bailong River, which overflowed after being blocked by debris, amid fears that more downpours could trigger new floods and mudslides.Rescuers tried to give dignity to the deceased as they were striving to search bodies in the debris. BEIJING, June 13 (Xinhua) -- China's Ministry of Commerce advised representatives from China's companies to hold off traveling to southern Kyrgyzstan for investment and trade as the deadly ethnic clashes there have killed at least 82 people and wounded 1,000 as of Saturday.The ministry suggested Chinese people and Chinese-funded companies in Kyrgyzstan monitor developments and take precautionary measures against personal injuries and property losses, the ministry said in a statement posted on its website.Kyrgyzstan's interim government has declared a state of emergency and a 24-hour curfew in the southern city of Osh, where riots erupted on Thursday when quarrels between ethnic Kyrgyz and Uzbek escalated into running street battles.
