SAN DIEGO (KGTV) -- County leaders and the American Red Cross are being forced to change fire evacuation plans due to coronavirus.According to a news release, residents under evacuation will now be housed at hotels or motels, or multiple shelters with less than 50 people instead of traditional shelters.The Red Cross says it’s working with nearly 100 lodging businesses to make rooms available during a crisis.“We’re entering the riskiest part of the wildfire season while still being in the middle of an unprecedented health crisis,” said county Supervisor Dianne Jacob. “That is forcing us to rethink and retool our disaster-planning efforts.”The County Office of Emergency Management is also asking people to include face coverings and hand sanitizer in their evacuation kits.“As we head into our warmer months, we need all resources available,” said County Supervisor Jim Desmond. “The question isn’t if, but when. We know fires are a part of living in San Diego, but putting in the preparation ahead of time is the best tactic we can use.”The Red Cross also says packaged meals will be provided instead of the usual cafeteria-style dining in light of the virus.“Disasters require flexibility and planning for a number of variables – especially in the COVID-19 environment,” says Sean Mahoney, Regional CEO of the American Red Cross Southern California Region. “As wildfire season approaches, the goal of the Red Cross remains to provide comfort and support to anyone in need after a disaster, and we are prepared to do just that.” 1545

SAN DIEGO (KGTV) - A group of Uber and Lyft drivers hit San Diego roads Friday morning to tell everyone they passed to vote no on Proposition 22.Prop. 22 is a ballot measure that would make rideshare and delivery companies exempt from Assembly Bill 5, a new California law that classifies many "gig economy" workers as employees.AB 5 turns the 2018 state Supreme Court "Dynamex" decision into codified law. It says companies like Uber, Lyft and DoorDash have to classify their drivers as employees and not independent contractors under what's called the "ABC Test" of employment.That gives the drivers access to protections like minimum wage, unemployment insurance, time off and other protections not usually given to independent contractors.Prop. 22 would give the drivers some wage protection and health insurance subsidies, but not as much protection as AB 5."It strips us of all our rights," Lyft and Uber driver Tonje Ettesvoll said of Prop. 22. "We're talking unemployment, we're talking health benefits, we're talking sick days, family leave. If they win Proposition 22, all those things go out the window."Ettesvoll organized the car caravan, which went from the rideshare lot at San Diego International Airport to Lyft's San Diego headquarters on Morena Boulevard. About a dozen cars joined her on the road, decorated with signs and stickers urging people to vote no.At the end of the ride, Ettesvoll and other organizers gave out hand sanitizer and masks to drivers. They say Lyft and Uber don't provide those items, but still expect drivers to clean their cars between each passenger drop-off. Ettesvoll said that's another example of the companies putting profit over people.According to Ballotpedia, a website which tracks elections, Uber, Lyft, DoorDash and Postmates have spent 0 million combined to support Proposition 22, saying if it doesn't pass, they may have to shut down operations in California.Groups against Prop 22, mostly labor unions, have raised just under million.A court battle over the provisions of AB 5 has been going on all summer in San Francisco, with a judge recently granting an injunction to give the companies time to make a plan for compliance.Some drivers told ABC 10News they don't like AB 5 and plan to vote for Prop. 22. They worry the new rules would turn them into full-time employees and they'd lose some of their independence and ability to be their own boss.Ettesvoll and the drivers on Friday hope voters end the debate and force the companies' hands."They have had years to abide by the law," she said. "This isn't something new. That you have to pay your workers a minimum wage isn't new. That you have to have a certain amount of benefits for people isn't anything new. SAN DIEGO (KGTV) -- Families worried about paying back rent due to the pandemic are getting more time.Tuesday, the San Diego City Council voted 5-4 to extendthe rent repayment period for commercial and residential renters to December 30, giving renters who have lost income due to the COVID-19 pandemic a few extra months to repay back rent.Council President Georgette Gomez's initial motion Tuesday would haveextended the repayment period for the eviction moratorium to March 31, 2021.Councilwoman Jennifer Campbell amended the motion to the December date as a compromise.On March 25, the council voted unanimously to begin an emergencyeviction moratorium for renters. The moratorium requires renters to demonstrate through documentation that the pandemic has caused "substantial loss of income," according to city staff.Renters are also required to follow the rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19.During the meeting, the council heard from landlords and realtors who say renters are taking advantage of the situation."The blanket moratorium has given criminals a free pass at the full expense of landlords, this is not a one size fits all," said property manager Claudia Cooper.Other callers said it would be a disaster to evict families just as children are starting school from home."Folks will be evicted and this pandemic won't be over anytime soon as the presentation mentioned, a lot of children are going to be learning from home and to be evicted right as school starts is just going to exacerbate the effect this pandemic has had on our kids," said one caller.Many callers said evictions must be prevented to avoid adding to the homeless problem."Many people have been out of work and eviction could mean death," said another caller.The moratorium on evictions expires September 30. If tenants are in good standing with landlords, they can work out a repayment plan for back rent through December 30."We are all in it together," Gomez said before discussion of themotion. "The economy is not fully restored. This is not an ideal policy, butit's a necessity for what we are dealing with."Gomez represents District 9, which encompasses Southcrest, CityHeights, Rolando and the College area. It has also been one of the mostimpacted areas during the pandemic.According to a member of Gomez' staff, which gave the presentationon the topic, the city had started 15,659 rental relief applications usingfederal Coronavirus Aid, Relief, and Economic Security Act funds. Disbursements from that pool of relief money are scheduled to be handed out in late August or early September. Those funds will go directly to landlords, however, and not renters.Council President Pro Tem Barbara Bry voted no on the motion Tuesday,not because she didn't agree that people needed help paying rent, but because the arbitrary nature of the rental relief program could leave the city open for lawsuits, she said. She added that not enough renters know the impact of not paying rent."It's a cruel hoax," she said. Bry said that by not paying rent ontime, tenants could be destroying their credit and leaving themselves withmountains of debt and no place to turn once the moratorium ends.In a public comment period, several dozen San Diegans called in, manyurging the council to extend the moratorium -- which was not the motion in front of council -- and many to forgive rent and mortgages outright.About an equal number of landlords called in to urge the council to allow for evictions again, as many said they were paying two mortgages and not receiving income.Councilmembers Chris Cate and Scott Sherman were opposed to theextension on legal grounds, as the gap between when the moratorium was passed to the date proposed in Tuesday's initial motion would have been more than a year. They claimed this could cause trouble for landlords trying to evict delinquent tenants or to collect back rent.Because the repayment extension passed with just five votes, it issusceptible to a possible veto by Mayor Kevin Faulconer. 4062
