SAN DIEGO (CNS) - A young man who fatally stabbed an Ocean Beach transient was convicted Friday of second-degree murder.Noah Mitchell Jackson, 21, was found guilty in the June 22, 2017, killing of 65-year-old Walter "Ras" Riley. Jackson is slated to be sentenced on Aug. 23.The victim -- an Ohio native nicknamed "the Incense Man" due to his practice of selling aromatic burning sticks at local farmers' markets -- was stabbed just before 12:30 a.m. that day. He was pronounced dead at UCSD Medical Center.Deputy District Attorney Michael Reilly said the victim was stabbed five times, with the killing blow entering his back, breaking several ribs and puncturing his heart.Jackson confessed to a friend that he stabbed Riley, according to the prosecutor, who alleged Jackson told the friend, "I got that guy. I stabbed that (expletive).""Those are the words of a murderer," Reilly told the jury.Reilly said that some time after the killing, Jackson had a friend drive him to Kellogg's Beach, where Jackson threw the murder weapon and his cellphone into the water. However, Iredale denied this alleged motive, as he said his client had substance abuse problems that led him to make several "completely random statements" to friends following the date of the killing. The attorney said the spitting incident involving Jackson's sister never occurred and "God only knows" why he said it.Iredale alleged that police originally had 20 to 30 suspects, but centered on Jackson due to a 911 call made about 90 minutes prior to Riley's stabbing.In that call, a recording of which was played for the jury, the mother of one of Jackson's friends said Jackson was at her home displaying erratic behavior and was saying he wanted to commit suicide. He'd just gotten into an argument with his girlfriend, then left the house, she told a dispatcher.Iredale alleged the clothing description she provided police -- a white sweatshirt and jeans -- vaguely resembled the attire of a suspect captured on surveillance footage running through Ocean Beach following the killing. SAN DIEGO (CNS) - County health officials confirmed a diagnosis of infectious pulmonary tuberculosis in a San Diego International Airport employee Friday but stressed that the risk of public exposure is considerably low.Officials with the county Health and Human Services Agency determined the potential exposure period to be Jan. 1 to May 29 in an area of the airport that the public cannot access. County health officials also found no evidence of the disease being transmitted from the employee to any close contacts.County officials said they are in the process of notifying employees of Southwest Airlines, G2 Secure Staff LCC and the San Diego County Regional Airport Authority about the possible exposure. Affected employees were being advised to talk to their employers for more information."In most cases, a person has to be in close contact with someone who has TB for a long period of time to be at risk for getting TB,'' said Dr. Dean Sidelinger, the county's interim deputy public health officer. "In this case the employee does not spend significant time in any given area, had minimal close contact with employees and contact with members of the public was limited to short periods of time.''Tuberculosis is generally transmitted through the air or via contact with an infected person. Roughly one-third of those exposed to the bacterial disease will develop it, according to the HHSA, but most avoid infection. Tuberculosis symptoms can include a persistent cough, fever, night sweats and unexplainable weight loss.Due to the low risk of exposure, county health officials did not indicate that they plan to offer testing to airport staff. SAN DIEGO (CNS) - A man who wounded an off-duty sheriff's deputy and a bystander by opening fire in the Gaslamp District two years ago was convicted of assault with a firearm Thursday in his third trial in the case. Ray Pitoau, 39, was convicted of two counts of assault with a firearm for the Aug. 7, 2017 shooting that injured Deputy Jason Philpot, who was walking through downtown with his two brothers following a Metallica concert at Petco Park. Also injured was bystander Vladimir Shvets, a passerby in San Diego for a convention. Pitoau was also convicted of a lesser charge of assault on Philpot's younger sibling, Joshua, who Pitoau initially got into an argument with on Island Avenue near Sixth Avenue just after 1 a.m. RELATED: Gaslamp deputy shooting suspect escapes Spring Valley SWAT standoffSentencing is scheduled for Dec. 11. Pitoau was convicted in a prior trial of three felony firearm possession counts and was sentenced to 27-years-to-life for those convictions. However, both of his previous trials in the case resulted in hung juries regarding the assault charges. Jason Philpot testified that he tried to wrap his arms around Pitoau and get the gun away, but the defendant was able to pull the trigger, wounding the deputy in the chest and right arm. A second round also passed through his right arm. One of the rounds ricocheted off the sidewalk and struck Shvets. Pitoau testified that he grabbed a gun in self-defense because a group of men, including Philpot, were advancing on him. He testified that he and Jason Philpot both grabbed onto the gun, leading it to fire as they grappled over the weapon. SAN DIEGO (CNS) - National University announced Wednesday its Board of Trustees approved a plan to reduce the cost of attendance through tuition cuts of up to 25% for full-time students and adding scholarships that will make enrollment nearly free for Pell Grant eligible students.The actions -- made possible through a 2019 gift to the La Jolla university's reserve fund by philanthropist T. Denny Sanford -- "reflect a heightened sense of urgency to reduce costs amid the COVID-19 pandemic and resulting, unprecedented U.S job losses," according to a university statement.The university, which was founded in 1971, said it has committed to:-- doubling the award amount of existing scholarships, enabling Pell- eligible students to earn a bachelor's degree for close to no cost-- creating "opportunity scholarships," valued at million total, for displaced workers and working adults in need of financial support to restart their college studies-- launching a "fast-track" scholarship which rewards students with a fourth tuition-free course for every three courses completed within a six-month period-- investing in additional student support services designed to remove barriers to degree completion"In a moment of enormous economic hardship, open-access universities have a responsibility to make dramatic changes to not only reduce costs, but to evolve their academic offerings to ensure tight coupling with the demands of the labor market," said David Andrews, president of National University. SAN DIEGO (CNS) - More than 15,000 runners are expected in Balboa Park on Sunday for the 21st annual Susan G. Komen San Diego Race for the Cure.The event will raise funds for Komen's breast cancer programs, including mammography, financial assistance to patients and meal delivery.An opening ceremony is scheduled for 7:30 a.m., and the 5K run and 1K walk/run begin at 8 a.m. at Sixth Avenue and Palm Street on the west side of Balboa Park.According to Komen, six women a day are diagnosed with breast cancer in San Diego and one dies daily from the disease.However, the survival rate is nearly 99 percent if the most common form of breast cancer is detected early, Komen officials said. Many of the organization's programs, such as free mammograms for low-income women, are aimed at finding the disease as soon as possible.A closing awards ceremony will take place after the run.Online registration is closed.
