SAN DIEGO (KGTV) - Hours spent in after-school programs can play an important role in a child's development.Advocates say they're essential to closing the achievement and opportunity gap, providing underserved students with additional academic hours, enrichment activities, and a safe environment. While California fares better than many states when it comes to availability and affordability, some programs still end up filling to capacity.RELATED: Summer literacy program turning the page on povertyFor K-8 programming, before and after school programs are funded through the state of California's After School Education and Safety Program (ASES) or the federally-funded 21st Century Community Learning Centers (21st?CCLC). California's ASES program is funded through a 2002 voter-approved initiative and current funding is 0 million for programming throughout the state. School sites receive funding based on their Free and Reduced Priced Meals (FRPM) rate through a competitive grant process. While the costs, demands, and expectations of ASES programs have consistently increased, advocates say the funding has not kept pace for over a decade. The 2017-18 budget raised the daily funding formula from .50 to .19 per student, only about half the funding needed to keep pace with the minimum wage. Some schools offer fee-based options in addition to their free programming.BY THE NUMBERSAccording to San Diego County Office of Education:K-8 students are also served at 21 independent charters throughout San Diego County. Some K-8 school sites are at full enrollment, while some school sites do not have full enrollmentSchools serving 9-12 students are able to through 21st CCLC (ASSETs) funding. All students have access to programs being offered at their school sites and there are no wait lists.Since funding is tied to free or reduced-priced meals rates (FRPM), it is important that parents submit this documentation as requested by school sites each fall. IF YOUR EXPANDED LEARNING PROGRAM IS FULL: 2111

SAN DIEGO (KGTV) -- Dozens of San Diegans are calling on the City Council to take action after they say a decision to let people live in their cars is creating homeless camps in their neighborhoods. Sarah Bonesteel has lived in the Pacific Beach area for 20 years. “It’s ruining the neighborhoods,” Bonesteel. Lately, she says camps of people living in their vehicles are destroying the lifestyle for people who live in the area. “It can be 5 or 6 of them all together on a block. I pay a lot to live here by the beach, and it’s ruining the environment.”It’s been about a month since San Diego’s City Council voted to repeal a decades-old ordinance that prohibited people from living in vehicles on city streets. Now, it’s legal again and some residents aren’t happy about it. “There’s pedophiles close to the schools, we can’t take kids to the library anymore. A lot of people drink and do drugs in their vehicles,” Bonesteel continued. RELATED: City of San Diego allows homeless to live in vehiclesAnd it’s not just the beach towns. Off the 94 near Webster, RVs and giant vans line the street, one even equipped with a satellite dish. Frustrated San Diegans like Bonesteel have even created a coalition to try to fight the change. Residents have been sharing photos and stories, like one woman who says her kids witnessed people beating each other outside a van. Another man says teachers at a local preschool are extremely concerned. In Ocean Beach, one woman captured a photo of a dilapidated school bus. “We’re trying to compile information, pictures of it all, so that we have it documented.”Some people living in their RVs told 10News off camera that they don’t have any other options. But how far has the repeal gone? 10News found people on Airbnb trying to rent out vans with “an ocean view.”“We had joked about them maybe doing that, and then there’s been ads and it’s like holy crap, they’re actually going to rent it out,” Bonesteel said. “This is going too far.”Bonesteel has a message for San Diego’s City Council. “Please think about what you’ve done.”10News tried to reach out to councilmembers about the issue, but haven’t heard back. The coalition trying to fight the repeal says they want a sit-down with the council to go over the problems they’ve documented. 2288

SAN DIEGO (KGTV) -- Faith and community leaders and former gang members from across San Diego are calling on gangs to agree to “A Season of Peace.”They're asking for no gunfire from Thanksgiving (Nov. 26) through January 1, 2021.With the coronavirus disrupting traditional violence intervention efforts, there has been a rise in gang and gun violence. According to SANDAG's 2019 report on homicides in the San Diego region, a firearm was used in 55% of homicides. Also, firearms were used 100% of the time in gang-involved homicides. Compared to mid-year 2019, there were a greater number of homicides -- 37% increase -- reported to law enforcement in the San Diego region from January to June of 2020. Since SANDAG reported on homicides for that time period, gun violence and homicides continue to rise.During the Season of Peace campaign, community leaders will lead community walks of peace, organize street-side memorial services, ceasefire agreements with gang leaders, and host a tree planting in honor of those who've died because of community violence.Due to the coronavirus pandemic, Community Assistant Support Team (CAST) will follow the advice of health officials, collaborate with law enforcement and politicians to ensure everyone's safety. For the past eight years, CAST has brought quality community service to families impacted by gun violence with de-escalation support, conflict resolution, retaliation prevention, and in hospital spiritual care. CAST refers victims to social services to limit barriers that increase distress and unhealthy choices. 1575

SAN DIEGO (KGTV) — High surf forced the west wall at La Jolla's Children's Pool and Ocean Beach Pier closed Saturday.A high surf advisory was issued for the county's coast from Saturday to Sunday at 4 p.m. Surf is expected to peak Saturday with waves up to 10 feet possible along the county's coastline. Sunday, surf conditions are expected to hold through the day.Beachgoers were warned of strong rip currents and possible beach erosion during the surf event. Lifeguards asked that anyone heading to San Diego's beach hold off on water activities and watch the bluffs until the high surf passes.Because of the surf, San Diego Fire-Rescue lifeguards closed the Ocean Beach Pier on Friday just before 10 a.m. and were expected to keep the pier closed through at least Saturday morning. In La Jolla, lifeguards said the west wall of the Children's Pool was closed to visitors, as waves crashed over the barrier. 916

SAN DIEGO (KGTV) -- From Teddy Bears to cereal boxes, the TSA gave an exclusive look at the alarming items used to conceal explosives at the airport. 4.1 million travelers are expected to travel in and out of San Diego this summer, making it busier than ever. “It may seem like a pain on some travel days taking off your shoes dropping them in a bin and separating a laptop in another but it could be saving your life.”If you’ve traveled through an airport, you’re no stranger to the TSA checkpoint. “Our officers need a clear view of the electronic itself making sure circuitry, the electronics inside of it haven’t been tampered with.”It’s not just electronics, but stuffed animals are also used to disguise explosives. “Because they think that our officers would be disarmed because it’s a child item.”From coffee beans to baby formula and peanut butter, TSA has seen it all. “We’re in no way saying every passenger is bringing these types of items but it only takes one and we really need to get it right every single time.” 1036
