SAN DIEGO (KGTV) - Investors are watching carefully to see if interest rates keep dropping, or if they may eventually dip below zero in the United States.Recently, former Chairman of the Federal Reserve Alan Greenspan said it's a possibility, as rates have remained historically low for the past few years.In San Diego, the results of a negative interest rate would be good news for some and bad news for others."Low rates are a double-edged sword," says Dennis Brewster of SagePoint Financial. "If you're a borrower, if you're looking to buy a house today, mortgage rates have never been lower. But if you're a saver and you have money in the bank or in a CD, your rates are pretty poor."Brewster says the interest rate tends to drop when growth in the US is slow, both for the population and the Gross Domestic Product. He says that's what's happening now, as the baby boomer generation is getting older and later generations have fewer children. Brewster says slower population growth leads to slower economic growth because there are fewer people in the workforce, which means company production is down, and so is spending. He says that is happening despite record low unemployment.As for negative interest, Brewster says the average San Diego shouldn't worry since it's unlikely to happen."I wouldn't change your long term plans," he says. Bending his arm on his own is impossible — until he puts on a new device designed to help him move.University of California, San Diego, engineering students Ethan and Marcos Serrano developed these "Iron Kid" arms over the last ten weeks after max's doctor at Rady Children's Hospital enlisted their help. Today is the first time Max and his family will be able to take the arms home. Dad, Ted Ng, says he and his wife have been in awe of this whole process."It's been really touching to have this come together," Ng said. "There's all kinds of robotic arms out there but none of them would really work for his condition."Grateful to see their son gain back some of his mobility. "It was kinda of like a miracle cause I didn't know how well it would work on him cause because as a child his limbs have a very specific shape," Ng added.And do more of the stuff 5-year-olds do, like pick stuff up, eat his favorite foods, or just play with his dad."It's really up to him to figure out how he wants to use this thing," Ng said. 1158

SAN DIEGO (KGTV) -- Major changes are proposed to an exemption in state law that allows for a person under 21 to buy an assault-style rifle with a state-issued hunting license.The senator pushing behind the legislation also says he could author bring about more changes next year, including addressing an issue 10News uncovered in the wake of the Poway synagogue shooting in April. On Jan. 1, the state of California raised the legal age to buy all firearms - including long-guns - to 21. There were, however, exceptions for those over 18 who are military, law enforcement, or possess a valid, state-issued hunting license. Accused Poway synagogue shooter John Earnest, 19, purchased an AR-15 style weapon from a dealer in San Diego. State Sen. Anthony Portantino, a Democrat from the Los Angeles area, has amended current legislation, Senate Bill 61, to eliminate the hunting license exemption for "semiautomatic center-fire" rifles for those under 21."This is the weapon of choice that is finding itself into the wrong hands and, frankly, killing children,” Portantino said in an interview. "From our perspective we want to make sure we have a bill that gets signed into law that solves a problem.” Gov. Gavin Newsom has expressed support for this change.Portantino also said he would continue to seek out changes during next year's legislative. That includes potentially installing better verification practices when it comes to exemptions. That's because Earnest, a college student, did not have a valid hunting license when he purchased the firearm allegedly used in the attack, Fish and Wildlife has confirmed. 10News reported that under current law, the Justice Department leaves the responsibility to individual gun shops to verify hunting licenses. "So yes that’s one of the things we’re looking into for next year is ensuring that when you collect data you want to make sure it’s used for the right purpose.
